Book excerpt: Career and technical education offered at community colleges has taken on renewed importance as America's economy tries to recover from the recession that began in 2007. Labor market projections show that middle skill jobs will be among the fastest growing categories of employment over the next decade, and because community colleges are the primary provider of trained workers for this classification they have become critical to America and California's economic future. For California's economy and its students to receive the full possible return from career and technical education, programs must align with local labor markets so that students are able to quickly and efficiently move from the classroom to the workforce. I collected data for student awards and program offerings from the California Community College Chancellor's Office website to match against past occupational growth and occupational projections from California's Economic Development Department. In order to test how well aligned CTE and local labor markets are, the data was matched for each Metropolitan Statistical Area and analyzed using an index of dissimilarity. An index of dissimilarity is a statistical tool used to calculate the difference between two percentage distributions, in this case, between job growth and awards and offerings. The result of an index of dissimilarity is a percentage representing the misalignment between CTE and local labor markets. Data on awards and offerings were analyzed separately with both job growth from 2007-2010 and future projections, giving my study four separate questions. The average index of dissimilarity across all four questions was 50.4 percent, meaning that statewide 50.4 percent of all awards and programs were misaligned with local labor markets. The four questions show great similarity in regards to the statewide averages, with a range of only 1.7 percent. Metropolitan Statistical Areas with only a single campus, as opposed to those served by multiple community colleges, had consistently higher indexes. My thesis highlights the need for further research on community colleges and their alignment with local labor markets, and provides results that are an ideal starting point for future study.

While career technical education (CTE) programs have often been mentioned as an attractive alternative to four-year colleges for some students, very little systematic evidence exists on the returns to specific vocational certificates and degrees. Using administrative data covering the entire California Community College system and linked administrative earnings records, this study estimates returns to CTE education. We use rich pre-enrollment earnings data and estimation approaches including individual fixed effects and individual trends, and find average returns to CTE certificate and degrees that range from 12 to 23 percent. The largest returns are for programs in the healthcare sector; among non-health related CTE programs estimated returns range from five to ten percent.

To be positioned to benefit from this and other potential opportunities, the California Community Colleges (CCC) should accelerate efforts to strengthen and streamline career technical education (CTE). The authors' research reveals a potential for much greater value to be realized from the CTE mission area. Despite healthy course enrollments and credit accumulation in vocational coursework, only a small percentage of students earn certificates or vocational associate degrees. The colleges collectively offer a vast array of CTE programs that their research tells could be better shaped to meet student and employer needs. As a follow up to their February 2011 report, "The Road Less Traveled," the authors have embarked on a four-part project to examine the status of the CTE mission area of the California Community Colleges and ultimately to identify ways that state and system policy can best support colleges in operating CTE programs that meet the needs of students and their regions. The first report, released January 2012, concluded that fragmented and complex organizational structures and funding arrangements preclude development of a coherent systemwide strategy for CTE. For this second report, the authors examine the full set of career-oriented credentials offered by the CCC. They inventory CTE programs across the system and analyze program information as a basis for understanding how the breadth and complexity of CTE programming within and across colleges contributes to the overall performance of CTE. Tremendous potential for addressing this challenge resides in the system's career technical education (CTE) mission which, with appropriate structures and support, could help many more students earn credentials with value in the workplace. In two previous installments of a four-part series of reports titled Career Opportunities: Career Technical Education and the College Completion Agenda, we concluded that the CTE mission in the California Community Colleges is not organized and supported optimally to produce the outcomes that the state needs. CTE is fragmented, lacks sufficient stable funding, and is not well integrated into the core of the college system. The extensive program offerings are not well targeted to labor market needs, resulting in an inefficient use of resources. The lack of common standards across similar programs devalues the credentials awarded by the system because employers are uncertain of the knowledge and skills possessed by students who attain the credentials. Students are given too little encouragement and guidance to find their way into and through CTE programs. This report, Part III of the series, examines policies and practices in other states that might offer helpful lessons for shaping CTE in California's community colleges to better meet student and employer needs. The state's 112 colleges provide workforce training, teach basic math and English, and prepare students for transfer to four-year universities and colleges. Senate Bill 852 established the Career Technical Education (CTE) Enhancement Fund, which allocated $50 million in the 2014- 15 budget year to expand, enhance, and improve upon CTE programs statewide. This funding was designed to help community college CTE programs purchase equipment, align and develop curriculum, and provide professional development training to better meet the employment needs of the regional economy in each of seven macro-economic regions. The chancellor of the California Community Colleges distributed funds to the districts designated as fiscal agents according to a formula that factored in CTE full-time students, all full-time students, and the number of colleges in each region. This one-time award created opportunities for community colleges to collaborate with each other and industry representatives in seven different macro-economic regions. This collaboration allowed the community colleges to better address the ongoing challenges of providing high quality CTE programs. By providing high quality CTE education, California community colleges can help address the skills gap. More than 30 percent of jobs in the seven macro-economic regions will require a postsecondary education credential, certificate or associate degree. Likewise, students need the opportunity to earn credentials and advance their skills in order to find high-wage employment. Increased education leads to higher wages for workers and greater prosperity for the region. The full cost of CTE, however, exceeds apportionment funding. While the CTE Enhancement Fund in the 2014-15 budget went a long way toward helping community colleges by funding much-needed equipment upgrades and professional development, these additional costs are ongoing. Continuing to provide money in future state budgets for the CTE Enhancement Fund will help thousands of CTE students to achieve their academic goals and find jobs and provide new skills to incumbent workers. Moreover, the investment in regional collaboration through intensive comparison of current CTE courses and programs to labor market needs is the most effective way to address the high cost of CTE programs.

Book excerpt: Community colleges enroll a third of all postsecondary students and have received increased attention in light of recent labor market changes. In this dissertation I study the connection between community colleges and the labor market, relying primarily on administrative student-level data from California. I estimate the value of a community college education and also explore to what extent colleges respond to long-term structural changes in the labor market. In the first chapter I estimate the earnings returns to all career-technical degrees and certificates in California. I use models that include individual fixed effects and individual trends. While generally positive, the returns vary across field of study and program length, with the largest returns in the health sector. In the second chapter I focus on the earnings returns to an associate's degree in nursing, which is a particularly large and important degree. I capitalize on random variation from admissions lotteries to produce causal estimates of the effect of the degree on earnings and employment, and find large effects. I find similar results using the individual fixed effects approach from the first chapter. I also show that there is substantial heterogeneity in earnings returns across nursing programs. In light of concerns about nursing shortages, I estimate that the economic value of expanding a nursing program far outweighs the costs. An implication of the second chapter is that certain community college programs may not expand enough to meet growing labor market demand. I explore this common critique of community colleges in the third chapter. I match California administrative data to occupation-level information from the Census. I first provide a descriptive picture of how the distribution of community college degrees and certificates compares to that of overall employment. Using a shift-share instrumental variables approach I then show that, since 1990, there has been a modest relationship between the change in an occupation’s share of total employment and its share of community college degrees and certificates. Together, the papers in this dissertation shed light on important, policy-relevant questions about an often-neglected yet crucial sector of the American postsecondary educational system
