The USCG Arctic Strategy has been instrumental in developing some momentum for USCG and DHS planning in the region, but may require updating in light of continuing transformations in the Arctic region. Another important step in planning will involve the development of a new Arctic Capabilities Analysis Report (CAR), one type of planning document within the broader DHS Joint Requirements Integration Management System process. The research described in this report focuses on articulating potential Arctic capability gaps in 2017 and the 2030s. It was designed to provide information for a forthcoming USCG Arctic CAR. It also has a responsibility to prepare and protect its armed forces that could be called upon to secure its Arctic interests as the region becomes an increasingly active security environment. Russia continues to maintain and upgrade large-scale, credible Arctic military capabilities. Moreover, China's growing economic and scientific activities in the region could enable it to expand its influence and capabilities there. Beyond strategic competition and growing concerns over the possibility of a North Atlantic Treaty Organization (NATO)-Russia clash, the armed forces of the United States--particularly the U.S. Coast Guard (USCG)--continually contend with safety, law enforcement, legal, other national security, and environmental issues in the region. The National Defense Authorization Act for Fiscal Year 2021 requires a report on the Arctic capabilities of the armed forces. This report summarizes the findings of this research and is intended to, at a minimum, address the congressional request and could also contribute related, independent findings about needs and issues.

Book excerpt: Once ice-bound, difficult to access, and largely ignored by the rest of the world, the Arctic is now front and center in the midst of many important questions facing the world today. Our daily weather, what we eat, and coastal flooding are all interconnected with the future of the Arctic. The year 2012 was an astounding year for Arctic change. The summer sea ice volume smashed previous records, losing approximately 75 percent of its value since 1980 and half of its areal coverage. Multiple records were also broken when 97 percent of Greenland's surface experienced melt conditions in 2012, the largest melt extent in the satellite era. Receding ice caps in Arctic Canada are now exposing land surfaces that have been continuously ice covered for more than 40,000 years. What happens in the Arctic has far-reaching implications around the world. Loss of snow and ice exacerbates climate change and is the largest contributor to expected global sea level rise during the next century. Ten percent of the world's fish catches comes from Arctic and sub-Arctic waters. The U.S. Geological Survey estimated that up to 13 percent of the world's remaining oil reserves are in the Arctic. The geologic history of the Arctic may hold vital clues about massive volcanic eruptions and the consequent release of massive amount of coal fly ash that is thought to have caused mass extinctions in the distant past. How will these changes affect the rest of Earth? What research should we invest in to best understand this previously hidden land, manage impacts of change on Arctic communities, and cooperate with researchers from other nations? The Arctic in the Anthropocene reviews research questions previously identified by Arctic researchers, and then highlights the new questions that have emerged in the wake of and expectation of further rapid Arctic change, as well as new capabilities to address them. This report is meant to guide future directions in U.S. Arctic research so that research is targeted on critical scientific and societal questions and conducted as effectively as possible. The Arctic in the Anthropocene identifies both a disciplinary and a cross-cutting research strategy for the next 10 to 20 years, and evaluates infrastructure needs and collaboration opportunities. The climate, biology, and society in the Arctic are changing in rapid, complex, and interactive ways. Understanding the Arctic system has never been more critical; thus, Arctic research has never been more important. This report will be a resource for institutions, funders, policy makers, and students. As the receding polar ice increases the accessibility of the Arctic region, rival powers have been manoeuvering for geopolitical and resource security. Geographically, Russia controls half of the Arctic coastline, 40 percent of the land area beyond the Circumpolar North, and three quarters of the Arctic population. In total, the sea and land surface area of the Russian Arctic is about 6 million square kilometres. Economically, as much as 20 percent of Russia's GDP and its total exports is generated north of the Arctic Circle. In terms of resources, about 95 percent of its gas, 75 percent of its oil, 96 percent of its platinum, 90 percent of its nickel and cobalt, and 60 percent of its copper reserves are found in Arctic and Sub-Arctic regions. Add to this the riches of the continental shelf, seabed, and waters, ranging from rare earth minerals to fish stocks. After a spike of aggressive rhetoric when Russia planted its flag in the Arctic seabed in 2007, Moscow has attempted to strengthen its position as a key factor in developing an international consensus concerning a region where its relative advantages are manifest, despite its diminishing military, technological, and human capacities.

Meanwhile, Norway has moved a substantial part of its operational forces to the north of the country. Of the five littoral states, only the USA has placed less focus on Arctic security. This paper provides an overview of the military capabilities of Canada, Denmark, Norway, Russia and the USA for operations in the Arctic and the ongoing or planned improvements in those capabilities, especially in the Arctic areas beyond their national territories.
