Ancak uzun vadede Yemen’de bir statüko tesis edildiğinde Husi-İran ilişkilerinin seyri Yemen’in geleceğinde belirleyici bir rol oynayacaktır. O nedenle mevcut durumda Husi-İran ilişkilerinin geleceği bugün politika yapıcılar için giderek daha önemli bir soru hâline gelmektedir. Öncelikle Husilerin sadece İran'dan etkilenen bir örgüt ya da İran'ın desteğiyle oluşturulan bir yapı olmadığını, Yemen’de yerel ve toplumsal sorunların bir sonucu olarak ortaya çıkan bir hareket olduğunu belirtmek gerekir. Husi hareketi 1992’de Hüseyin Bedreddin el-Husi liderliğinde kurulan “İnançlı Gençler” örgütünden doğarak Yemen'in kuzeyinde silahlı bir siyasi hareket hâline gelmiştir. Ensârullah (Allah’ın yardımcıları) veya eş-Şebâbü’l-Mü’min (inançlı gençler) gibi adlar taşıyan Zeydî Husiler Yemen'in kuzeybatısındaki Sa’dah vilayeti çevresinde ithal Selefiliğin yükselişine ve merkezî hükûmetin bölgeyi ihmal ettiği ve kalkınma yatırımları yapmadığı algısına tepki olarak ortaya çıkmıştır.[1] Bu hareket zamanla Yemen yönetiminin ayrımcı politikaları ve İran'ın ideolojik etkisiyle örgütlenen askerî bir yapıya dönüşerek Yemen iç savaşında önemli bir aktör hâline gelmiştir.[2] Yemen hükûmeti Zeydî sorununu görmezden gelerek Husilerin radikalleşmesinde önemli bir katkıya sahiptir. Bu durum Yemen'in Selefi yayılmacılığına göz yumma politikasından kaynaklanmış ancak bu politika aynı zamanda Husilere karşı sert ve uzlaşmaz bir yaklaşım sergilenmesine de yol açmıştır. 2004 yılında Suudi Arabistan'ın kışkırtmasıyla Yemen güçleri ile Husiler arasında çatışmalar başlamış ve Husilerin lideri Hüseyin el-Husi Yemen güçleri tarafından öldürülmüştür. Kardeşi, Hüseyin el-Husi'nin 2006 yılında öldürülmesinin ardından hareketin liderliğini Abdulmelik el-Husi devralmıştır. Bu olaydan sonra kuzeydeki çatışmalar kitlesel bir isyan niteliği kazanmış ve Husileri destekleyen grup ve aşiretlerin sayısı artmıştır. Sa’dah Savaşları olarak bilinen çatışmalar 2010 yılına kadar düzenli aralıklarla devam etmiştir. Savaşın son aşamasında Suudi Arabistan da Husilere karşı askerî müdahalede bulunmuştur. Savaş 2010 yılında sona ermiş gibi görünse de Arap Baharı ayaklanmalarından sonra bu savaşın bir nevi ikinci raundu yaşanmıştır.[3] Suudiler Husileri "İran destekli milis" olarak adlandırarak hareketin İran'ın vekili ve uluslararası hukuka göre Yemen devletinin tek meşru temsilcisi olan uluslararası tanınmış hükûmete muhalif silahlı bir devlet dışı aktör olarak anlaşılması gerektiğini belirtmektedir. Husilerin İran'ın vekili olduğu iddiası yeni olmamakla birlikte, Eylül 2014'te Husilerin Sana’a’yı ele geçirmesi sonrası bu söylem pekişmiştir. İran'ın Husileri desteklediği iddiası, Suudi Arabistan'ın Mart 2015'te başlayan askerî müdahaleyi meşrulaştırmasında kilit bir unsur hâline gelmiştir. 2011 Arap Halk Ayaklanmaları ve ardından bölgedeki devletlerin zayıflaması, Suudi Arabistan ve İran arasındaki ilişkilerin bozulması, ABD'nin politika sorumluluklarını bölgesel aktörlere devretme tercihinin artması ve Donald Trump'ın İran'a karşı sert tutumu, uluslararası toplumun Husilere bakışını değiştirmiştir. Bu da Yemen'deki çatışmanın İran ve Suudi Arabistan arasında bir vekâlet savaşı olduğu söylemini beslemiştir.[4] Birleşmiş Milletler Güvenlik Konseyinin İran Yaptırımları Komitesine sunulan Nisan 2015 tarihli bir rapora göre, İran 2009 yılından itibaren (ancak daha öncesinde daha sınırlı destek olabileceği belirtilmekle birlikte) Husilere silah sevkiyatına başlamıştır. Görünüşe göre, İran'ın Husilere desteği 2011'den sonra artmıştır.[5] 2015'in ilk aylarından bu yana, İran ve Yemen arasındaki daha yoğun nakliye faaliyetlerine dair raporlar bulunmaktadır.[6] İran'ın Irak'taki Haşdi Şabi ve Lübnan'daki Hizbullah ile daha derin ilişkileri olsa da Husi hareketi İran için gelinen noktada artık bir başka vekili temsil etmektedir. Ayrıca, Husilerin İran'la doğrudan bağlarının bulunmasının yanı sıra Lübnan'daki İran müttefiki Hizbullah da savaş stratejilerine rehberlik etmektedir. Suudi liderliğindeki koalisyonun hiçbir zaman bir parçası olmayan Lübnan, Husilere becerilerini geliştirebilecekleri bir alan sağlamakta ve Husi medyasının yayınlarına izin vermektedir. Husilere yakın kaynaklar, Hizbullah'tan küçük uzman ekiplerin Yemen'de sahada olduğunu ve Husilere nasıl etkili füze yapılacağını öğrettiklerini doğrulamaktadır. Ancak Irak ve Lübnan'daki Şii silahlı grupların aksine Husiler, Yemen dışında güç devşirme niyetinde olan transnational/ulusaşırı bir Şii aktör değildir. Bunun başlıca nedeni, kendilerini Yemen'deki Şiilerin temsilcileri olarak görmemeleridir.[7] Bölgesel müttefik seçenekleri sınırlı olan İran, Ortadoğu'daki erişim alanını genişletmek ve doğrudan çatışma riskini en aza indirirken düşmanlarını pasifize etmek için “sponsor-vekil” ilişkilerini rutin olarak kullanmaktadır. Devlet dışı vekil güçler yetiştirmek ve bu güçlerin kabiliyetlerini arttırmak, İran'ın gücünü, kendi çıkarlarına düşman olan bir bölgede kapsamlı bir şekilde yansıtmasına olanak sağlamaktadır. Dolayısıyla bu ilişkiler İran'ın Ortadoğu'daki dış politikasının kritik bir parçası hâline gelmiştir. İran'ın bakış açısına göre Husiler, Yemen’de nüfuzunu artırmak ve Suudi rakiplerini maliyetli bir bataklığa sürüklemek için cazip bir fırsat sunmaktadır. Bu çalışma İran-Husi ilişkisini anlamak için Yemen'deki durum ile Husilerin İran için nasıl potansiyel vekil hâline geldiğine dair bir bağlam sunmaktadır. Ayrıca bu çalışma çok boyutlu Husi-İran ilişkilerinin dinamiklerini keşfetmeye çalışacaktır. Çalışmada, hem Husilerin hem de İran'ın iyi tanımlanmış çıkarları olduğunu ve hedeflerine araçsal olarak ulaşmak için stratejik seçimler yaptıkları varsayılacaktır.
