Book excerpt: Taking these shortcomings into consideration, as in the composition of our human deve- lopment indicator, leads to the retreat of the positions of Arab countries compared to the traditional Human Develo- pment Index. [...] Future Arab Human Development Reports It should come as no surprise then that the AHDR team has decided to devote the second Arab Human Development Report, scheduled for mid 2003, to the theme of "Building the knowledge society in the Arab countries" and the third Arab Human Development Report, due for launch in mid 2004, to "Deepening Freedom, through instituting Good Governance, in the Arab coun. [...] As a case in point, the position of official Europe, Spain not excepted, vis-à-vis a looming destructive war in the Arab region in the face of overwhelming popular opposition, and with a notable exception for the noble position of the European Parliament, is gravely disappointing, indeed shameful. [...] In my opinion, it is precisely at the body and soul where we find the key to Fergany's thinking, and the strength of his argument against overemphasizing the economic development of peoples, for it must be accompanied by true human development, the development of individuals progressing as such, and should not - or at least, not only - be measured in terms of an increase in per capita income. [...] The aim should be to progress on the basis of sound and permanent advances in the field of freedom, considered as the true measure for development by the Report, as stated before.

Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2002. In 2000, a major international conference was organized by the Arab Planning Institute to identify, analyze and compare development challenges facing Arab countries at the dawn of the new millennium. An interdisciplinary team of scholars were brought together from the fields of regional science, development studies, economics, business and government policy and together they addressed global, regional and domestic challenges and their impact on the Arab region. This volume brings together the best papers presented at this conference. In doing so, it offers up-to-date insights into, and a clearer understanding of this region. It highlights issues including: economic and social implications of globalization; strategic alliances; the implications for Arab countries of emerging technological patterns; the impact of the European Monetary Union and the euro; Arab regional integration; education; and the development of individual Arab country's economies.

Book excerpt: In addition to its emphasis on the primacy of change and dynamics rather than static snapshots, this book looks critically at development studies and policies. Originally prepared as the tenth-anniversary volume of the UNDP's series of Arab Human Development Reports, Arab Human Development in the Twenty-first Century inventories existing knowledge to present an integrated and coherent report through the systematic application of its political-economy framework. It places empowerment at the centre of human development in the Arab world, away from the dominant existing 'securocracy' state.

Available in PDF, EPUB and Kindle. Book excerpt: Europe and the Arab World is a wide-ranging assessment of the prospects for a new relationship between Europe and the Arab world in the coming years. Samir Amin and Ali El Kenz take as their starting point the significantly shifting balance of political forces within the various Arab countries, including the rise of both political Islam and civil society. They argue that the strategic global hegemony of the United States constitutes a major element affecting the Euro-Arab relationship. They then focus on the European Union initiative, originally launched in Barcelona, to put its relations with the Arab countries of the Mediterranean and Gulf regions on a new footing of equality and mutually beneficial cooperation. The authors provide a detailed empirical account of the initiative as well as an historically contextualized, intellectually critical and politically perceptive analysis of the various realities impacting on it. Samir Amin and Ali El Kenz conclude that, while considerable dialogue and even institution-building have taken place in order to give substance to this attempt to go beyond the colonial legacy of inequality and dependence, little of a concrete kind has been achieved in transforming the underlying economic and political relationships between the Arab Islamic and European Christian worlds of the Mediterranean. Among the many obstacles identified are the overriding and economically deleterious impact of globalized capitalism, and the determination of the United States to impose its own political objectives on the Middle East. The timeliness of this book's argument is highlighted by the new tensions that have accompanied the U.S. military occupation of Iraq and the Bush administration's political pretensions to 'bring democracy' to the whole region.

Book excerpt: Arab Development Denied examines how over the last three decades the Arab world has undergone a process of developmental descent, or de-development. As a result of defeat in wars, the loss of security and sovereignty, and even their own class proclivity, the Arab ruling classes have been transformed into fully compradorial classes that have relinquished autonomy over policy. The neoliberal policies adopted since the early eighties are not developmental policies, but the terms of surrender by which Arab resources, human or otherwise, are stifled or usurped. In this book, Ali Kadri attributes the Arab world’s developmental failure to imperialist hegemony over oil and the rising role of financialisation, which goes hand in hand with the wars of encroachment that strip the Arab world of its sovereignty and resources.

Book excerpt: With the process of a 'wider Europe' (EU-Commission President Romano Prodi's 'ring of friends') that extends from Marrakech in Morocco to St Petersburg in Russia gathering speed, the growing rift between Europe and America also is about how to deal politically with the countries of the Mediterranean-Muslim world. The house of Islam (Dar al Islam) was pivotal to the European path to the Renaissance and to the re-discovery of classic Greek philosophy. The Mediterranean policy of the European Union aims at a positive and co-operative relationship with the region. A successful integration of the Mediterranean South would have tremendous and positive repercussions for regional and world peace. World-wide leading experts from the field of world systems analysis, economics, integration theory, political science, theology and area studies, agnostics, Christians, Jews and Muslims alike discuss the issue with European decision makers. The outcome is an interdisciplinary evaluation of this projected export of peace, co-operation, dialogue and stability in the framework of world centre-periphery relationships.

Available in PDF, EPUB and Kindle. Book excerpt: With the razor pen and keen intellect that have won him numerous loyal readers for his previous books, Egyptian economist Galal Amin here takes on the terms of the debate between the Arab world and the west. Amin deconstructs in his own inimitable style the language and underlying assumptions with which the west habitually assails Arab countries and politics. He applies his sharp wit and powers of observation to notions of freedom, democracy, human rights, terrorism (of course), and more, all of which fare the worse for falling under his gaze. In Amin's view, the western concepts of progress and backwardness as they apply to the Arab world are wrong-headed, and continuing to deploy them as theoretical tools leads into all sorts of blind alleys. True to form, Amin's analysis is laced with scholarly research, much humanity, and sly, subtle humor. His critique of the much-discussed UNDP Arab Human Development Report represents a welcome and reasoned Arab reply to this document that has been too frequently used as a cudgel to bash the Arab world. Accompanied by the gently humorous illustrations of Samir Abd al-Ghani, The Illusion of Progress in the Arab World is a deftly argued critique of the way Arab societies are judged by the west.

This book was released on 2002 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "An accurate diagnosis of a problem is an important part of the solution. It is precisely for this reason that the Regional Bureau for Arab States has commissioned a group of distinguished Arab intellectuals to produce the Arab Human Development Report. The wealth of unbiased, objective analysis it contains is part of our contribution to Arab peoples and policy-makers in the search for a brighter future. The report shows that Arab countries have made significant strides in more than one area of human development in the last three decades. Nevertheless, the predominant characteristic of the current Arab reality seems to be the existence of deeply rooted shortcomings in the Arab institutional structure. These shortcomings are an obstacle to building human development. The report summarizes them as three deficits relating to freedom, empowerment of women, and knowledge. These deficits constitute weighty constraints on human capability that must be lifted. From a positive perspective, the realisation of human development in the Arab world requires transcending current shortcomings, and even transforming them into their opposites, i.e. advantages enjoyed by all Arabs, assets all Arab countries can be proud of in the Third Millennium."--(p. 180).
