Book excerpt: by Elisabeth Mann Borgese Founder and Honorary President International Ocean Institute Adalberto Vallega has been, for decades, a master and great teacher of integrated coastal management and Mediterranean cooperation. This new book, of an almost en cyclopaedic scope, is a most original contribution to the rapidly growing literature on the subject, of equal value to the academic community which will greatly appreciate the theoretical, historic and philosophical underpinning of the work, and to the practi tioner, the planner, regulator and manager, who will find in these pages most useful "checklists" for his duties and responsibilities. Vallega perceives the need for Integrated Coastal Area Management (ICAM) in the broader context of the ongoing third industrial revolution, which he calls the trans-industrial stage, in its interaction with climate change. There have been profound changes in the economies of the industrialized coun tries. The development of the new High Technologies, including micro-electronics, genetic engineering, new materials, has accelerated the transition from an economic system based primarily on production to one based very largely on services. This, in turn, has facilitated "globalization" of production systems and services, including the financial system, as well as the migration of people The ongoing global "Great Peo ple's Migration" is, generally, from the hinterland to the coasts where, already today, over 60 percent of the human population resides, exercising unprecedented pressures on the coastal and marine environment. Clearly, this justifies the current emphasis, at global, regional and national levels, on the need for coastal management.

Book excerpt: The once pristine and rich marine environment of the South China Sea is degrading at an alarming rate due to the rapid socioeconomic development of the region. Despite this, and due mainly to complicated sovereignty and maritime disputes, coastal States have not been able to develop effective regional cooperation to safeguard the shared marine environment. Marine Protected Areas Network in the South China Sea discusses legal and political measures to support the development of a network of marine protected areas in the South China Sea. Such a network, if properly developed, would not only help to protect the marine environment and resources of the region but also contribute to decreasing the tension among its coastal States. These measures are suggested in accordance with international law, based on the specific geopolitical context of the South China Sea region and take into consideration experiences in developing regional networks of marine protected areas from other marine regions.

Available in PDF, EPUB and Kindle. Book excerpt: In this newly revised and expanded edition of the award-winning International Environmental Policy, Lynton Keith Caldwell updates his comprehensive survey of the global international movement for protection of the environment. Serving as a history of international cooperation on environmental issues, this book focuses primarily on the development of international agreements and institutional arrangements--both governmental and nongovernmental--along with the impact of science, technology, trade, and communication on environmental policy. With implications for multinational commerce, population policy, agriculture, energy issues, biological and cultural diversity, transnational equity, ideology, and education, this book takes a broad view of the policy outcomes of what may be the most important social movement of the 20th century, and addresses the events and politics that have significantly affected the movement over the last twenty years and will continue to affect it into the next century.

Book excerpt: Now in its eighth year, the NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs & the law of the sea, issued each year by organizations, organs & bodies of the United Nations system. Documents of the UN General Assembly, ECOSOC & its regional Commissions, the UN Secretary-General's Informal Consultations, PrepCom ISA/ITLOS, UNCED, UNEP & UNCTAD are included first, followed by the documents of specialized agencies & other autonomous organizations of the UN system, including FAO, IAEA, ILO, IMO, UNESCO/IOC & WMO. As in the previous volumes, documents which were issued in the course of 1992 are reproduced, while other relevant documents are listed. In view of the explosive proliferation of developments as a result of the UNCED, Volume 8 contains a Special Report by co-editor Barbara Kwiatkowska on the Ocean-Related Impact of Agenda 21 on International Organizations of the UN System in Follow-Up to the Rio Summit . For the reader's convenience, a Chronological Table of Selected Ocean-Related Post-Rio UN Meetings & Conferences up to the year 2000 is annexed to this Special Report. An extensive Index of Keywords facilitates access by the reader to the complex matters dealt with by organizations covered by the Yearbook , as well as to the information concerning individual states, regions & international instruments. The editors have been guided in the preparation of this unique collection by several outstanding experts, members of the Yearbook's Advisory Board, including the Yearbook 's inventor Ambassador Shabtai Rosenne, & Judge Andres Aguilar Mawdsley, Edward Brown, Günther Jaenicke, Douglas Johnston, Lee Kimball, Thomas Mensah, Judge Shigeru Oda, Francisco Orrego Vicuna, Tullio Treves. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access by the community of scholars & practitioners in ocean affairs & the law of the sea to essential documentation. The entry into force of the 1992 UN Law of the Sea Convention on 16th November 1994 & progress in the implementation of Chapter 17 of Agenda 21, make continuation of this assistance of particular significance in the years to come.

Available in PDF, EPUB and Kindle. Book excerpt: 'Here's a work arriving just at the right moment and contributingnew insights at precisely the time when public opinion remains sceptical of the not very promising future we are preparing for our children, when governments balk at explaining to their electorates the vital but unpopular decisions that have to be taken and when civil society, with few ways and means, is finally becoming involved. This remarkable work will help all actors to understand the inter-linkages between economic activities and the environment in the Mediterranean Basin and take concerted, effective action to build a positive, sustainable future' Mohamed Ennabli, former Minister of the Environment and Land Use Panning, Tunisia 'The Blue Plan has carried out a remarkable assessment of the serious environmental probems and insufficiently targeted cooperation in the Mediterranean, and also of new financing systems to be implemented, which would increase the capacities of local authorities and economic and social partners' Georges Corm, former Minister of Finance, Lebanon The Mediterranean Basin and its surrounding countries is a microcosm of the environmental and sustainability challenges facing people across the world. Depending on the development path it takes in the future, the region can either become a positive model for the regional regulation of globalization, or, more onerously, it might reinforce global instability. This unique volume is the definitive, authoritative assessment of the environment and development of the Mediterranean Basin and its 22 countries and territories, spanning five decades from 30 years in the past to 20 years into the future. Produced by the Blue Plan within the framework of UNEP/Mediterranean Action Plan and backed by the EU and national governments, it brings together the work of more than 100 researchers from dozens of national, regional and local governments and research groups into the only comprehensive insight into sustainable development issues in the region. Core coverage includes water, energy, transport, cities, rural and coastal areas, as well as related issues such as climate change, population growth, geopolitical changes, unemployment and poverty, pollution, economic and environmental policies, regional cooperation and the Euro-Mediterranean Partnership. Information is clearly presented through hundreds of full-colour maps, graphs, tables and a wealth of case studies. This is a must-have reference for all levels of government, NGOs and libraries, as well as practitioners, academics and businesses involved in economics, natural resource management, land and maritime transport, water, energy, infrastructure, urban and rural development, agriculture, fishing and aquaculture, tourism and coastal management. Countries and territories covered: Spain, France, Italy, Monaco, Malta, Cyprus, Slovenia, Croatia, Bosnia-Herzegovina, Serbia and Montenegro, Albania, Greece, Turkey, Syria, Lebanon, Palestinian Territories, Israel, Egypt, Libya, Tunisia, Algeria and Morocco. Preface by Lucien Chabason, Chairman of the Blue Plan.
