The Decline of the Arab-Israeli Conflict addresses the changing political behavior of the regional Arab system in the Palestine conflict, from total enmity to negotiated peace with Israel. This change is explained as a reflection of state formation process and constant thrust of ruling elites to disengage from compelling supra-state commitments stemming from Pan-Arab nationalist ideology and Islamic political culture. The book scrutinizes the role of Arab summit conferences which, since 1964, became the main collective Arab institution for decision making on common core issues—foremost of which was the conflict with Israel. The summits' main role was to legitimize incremental departure from the overburdening Palestine conflict whose powerful collective symbolism threatened states' autonomy. Summits' consensus sanctioned shifts from hitherto established collective Arab norms toward Israel as well as on inter-Arab relations, in accordance with core actors' interests. The summits offer a view to the Arab regional system's evolution as a negotiated inter-state order based on mutual recognition of sovereign states as opposed to compulsive collectivism in the name of Pan-Arabism. They were, in fact, a manipulation of the regional Arab system by primary participants' coalitions through employment of financial, ideological, and political trade-offs to resolve inter-Arab differences and reach a consensus on redefined collective goals.

This text aims to fill a gap in the field of Middle Eastern political studies by combining international relations theory with concrete case studies. It begins with an overview of the rules and features of the Middle East regional system—the arena in which the local states, including Egypt, Turkey, Iran, Israel and the Arab states of Syria, Jordan and Iraq, operate. The book goes on to analyse foreign-policy-making in key states, illustrating how systemic determinants constrain this policy-making, and how these constraints are dealt with in distinctive ways depending on the particular domestic features of the individual states. Finally, it goes on to look at the outcomes of state policies by examining several major conflicts including the Arab-Israeli conflict and the Gulf War, and the system of regional alignment. The study assesses the impact of international penetration in the region, including the historic reasons behind the formation of the regional state system. It also analyses the continued role of external great powers, such as the United States and the former Soviet Union, and explains the process by which the region has become incorporated into the global capitalist market.

The chapters in this volume highlight two broad types of informal political engagement in the Middle East: civil action that works in tandem with the state apparatus, and civil action that poses a challenge to the state. In both cases, these activities can and do achieve tangible results for particular groups of people, as well as for the state. For many, informal politics and civil mobilization are not a choice, but a necessity to secure--collectively--some kind of social security, through communal reciprocity and everyday activism. Ironically, Middle Eastern authorities often turn a blind eye to informal organizing, because 'self-help' schemes allow certain social groups to survive--reducing their instinct to make demands of, or seek support from, the state. People are discouraged from political action and dissent; yet they are simultaneously encouraged to seek their own betterment, often leading to politicized groups and associations. States historically viewed as models of strength and stability have been shaken to their foundations. Borders thought impenetrable have collapsed; sovereignty and territoriality have been in flux. This book examines some of the central questions facing observers and scholars of the Middle East concerning the nature of power and politics before and after 2011 in the Arab world. The focus of the book revolves around the very nature of politics and the exercise of power in the Arab world, conceptions of the state, its functions and institutions, its sources of legitimacy, and basic notions underlying it such as sovereignty and nationalism. Inside the Arab State adopts a multi-disciplinary approach, examining a broad range of political, economic, and social variables. It begins with an examination of politics, and more specifically political institutions, in the Arab world from the 1950s on, tracing the travail of states, and the wounds they inflicted on society and on themselves along the way, until the eruption of the 2011 uprisings.
