Ainsi, la Confédération peut raffermir sa politique de l'eau à travers une stratégie nationale en la matière. Au demeurant, il est nécessaire d'adopter un point de vue global et de garantir une coopération au niveau régional. A cet égard, le rôle des cantons est primordial.
