La conditionnalité est ainsi intégrée aux modalités d'octroi de l'aide au développement. La démocratisation de la vie politique, la libéralisation de l'économie, la bonne gouvernance et la décentralisation territoriale constituent l'ossature de la conditionnalité devenue indispensable pour accéder à l'aide qui manque aux États africains. Lors du débat sur la réforme de l'État, les pays d'Afrique francophone optent pour l'État unitaire calqué sur le modèle français. La conséquence immédiate est l'introduction du principe constitutionnel de libre administration des collectivités territoriales, "matrice" de la décentralisation, qui suppose l'autonomie de gestion des collectivités locales et envisage non seulement leurs relations avec l'État, mais encore les rapports qui se nouent entre elles. La libre administration repose ainsi fondamentalement sur le principe de l'indépendance organique – les collectivités territoriales ne sont soumises à aucune tutelle hiérarchique –, sur l'autonomie de décision reconnue aux collectivités territoriales. Quels sont les dysfonctionnements relatifs à la mise en œuvre du principe de libre administration des collectivités territoriales d'Afrique francophone ? Ambivalence des fondements juridiques et institutionnels de la décentralisation territoriale, imprécisions administratives, difficile synergie entre décentralisation et déconcentration, facteurs sociopolitiques et socio-anthropologiques... Book excerpt: « Ce mode d'organisation politique et administratif, qu'est la décentralisation, occupe aujourd'hui une place fondamentale dans les pays francophones de l'Afrique de l'Ouest, comme le Bénin, la Côte d'Ivoire, la Guinée, le Mali, la Mauritanie, le Niger, et le Sénégal. La décentralisation y est en effet souvent présentée comme un chemin, voire le chemin, vers la démocratie et le développement, même si l'histoire mouvementée de bien de ces « jeunes » pays indépendants n'a pas continuellement consacré une approche démocratique. Dans les pays francophones d'Afrique de l'Ouest, comme en France, la décentralisation ou plutôt sa mise en oeuvre s'avère un chantier toujours d'actualité, car lent, long, progressif, évolutif, voire tourmenté, avec de nombreux allers-retours, surtout dans les pays ayant connu bien des régimes politiques successifs, et en particulier plusieurs coups d'État militaires. S'il n'est sans doute plus approprié - aujourd'hui - de parler de mimétisme mis en oeuvre plus ou moins explicitement par les anciennes colonies, on peut cependant noter l'influence du modèle français, l'existence des mêmes caractéristiques de reconnaissance de la décentralisation ainsi que la similitude des questions essentielles suscitées par la mise en place de celle-ci, comme notamment celle du nombre le plus approprié d'échelons territoriaux ou encore celle de l'ampleur des compétences transférées. La décentralisation semble néanmoins être un acquis dans les pays francophones de l'Afrique de l'Ouest. En pratique, cependant, diverses difficultés se posent encore, en particulier celles de l'effectivité du transfert des compétences et des moyens - humains, matériels et financiers - affectés au processus décentralisateur, ainsi que la question toujours délicate des contrôles exercés ou à exercer, qui ne consacrent pas nécessairement une véritable décentralisation. Book excerpt: The most recent Ebola epidemic that began in late 2013 alerted the entire world to the gaps in infectious disease emergency preparedness and response. The regional outbreak that progressed to a significant public health emergency of international concern (PHEIC) in a matter of months killed 11,310 and infected more than 28,616. While this outbreak bears some unique distinctions to past outbreaks, many characteristics remain the same and contributed to tragic loss of human life and unnecessary expenditure of capital: insufficient knowledge of the disease, its reservoirs, and its transmission; delayed prevention efforts and treatment; poor control of the disease in hospital settings; and inadequate community and international responses. Recognizing the opportunity to learn from the countless lessons of this epidemic, the National Academies of Sciences, Engineering, and Medicine convened a workshop in March 2015 to discuss the challenges to successful outbreak responses at the scientific, clinical, and global health levels. Workshop participants explored the epidemic from multiple perspectives, identified important questions about Ebola that remained unanswered, and sought to apply this understanding to the broad challenges posed by Ebola and other emerging pathogens, to prevent the international community from being taken by surprise once again in the face of these threats. This publication summarizes the presentations and discussions from the workshop.
