Book excerpt: Au cours des dernières décennies, de nombreuses études dans le domaine de la Recherche Opérationnelle, de la Gestion des Systèmes et de l'Economie Appliquée ont été dévolues à la planification du transport aérien, la tarification ainsi que divers aspects de la gestion de ses opérations. Généralement, les analyses réalisées ont été centrées sur les effets directs, de telle sorte que le cadre des modèles retenus est resté assez limité. Ainsi les phénomènes d'interaction entre les différents acteurs impliqués dans les activités du transport aérien n'ont pas pu être pris en compte de façon suffisante pour qu'une analyse pertinente soit réalisée et que des politiques efficaces soient définies, en particulier dans un contexte où la multiplicité des agents entraîne la pluralité des objectifs voire le conflit entre certains d'entre eux. La réflexion sur l'amélioration des cadres d'analyse est par ailleurs alimentée par la commercialisation et la privatisation de nombreuses activités du secteur considéré, ainsi que par le besoin de dessiner des méthodes collaboratives de prise de décision en vue de favoriser le développement du transport aérien tout en limitant les effets externes négatifs tant pour les décideurs principaux (institutions régulatrices, prestataires de services, compagnies aériennes) que pour tous les autres agents économiques impliqués à différents niveaux, à savoir les usagers finaux des services (en l'occurrence les passagers et le fret aérien), les riverains des activités et la société dans son ensemble. Dans cette étude, nous proposons un cadre basé sur une modélisation en réseaux et la programmation multi-niveaux afin d'analyser la problématique de la tarification des services ATC/ATM et étudier les schémas de décision des autorités de gestion du trafic aérien. Le cadre proposé est construit sur un ensemble de modèles de réseaux associés à la perception qu'à chaque acteur du système du transport aérien de l'environnement dans lequel il évolue. Ceci conduit à une analyse multi-niveaux du problème de tarification des services de la navigation aérienne laquelle débouche sur la formulation de problèmes d'optimisation multi-niveaux. Il est alors possible d'aborder le processus de tarification des services ATC/ATM sous différentes hypothèses organisationnelles. Le cas où lesdits services sont réalisés par une entité publique ou par une entité privée sont notamment considérés, en tenant compte des différences entre les objectifs. L'analyse développée est illustrée de façon schématique dans le cas de la zone A.S.E.C.N.A.
