Available in PDF, EPUB and Kindle. Book excerpt: The idea of person-centred health systems is widely advocated in political and policy declarations to better address health system challenges. A person-centred approach is advocated on political, ethical and instrumental grounds and believed to benefit service users, health professionals and the health system more broadly. However, there is continuing debate about the strategies that are available and effective to promote and implement 'person-centred' approaches. This book brings together the world's leading experts in the field to present the evidence base and analyse current challenges and issues. It examines 'person-centredness' from the different roles people take in health systems, as individual service users, care managers, taxpayers or active citizens. The evidence presented will not only provide invaluable policy advice to practitioners and policymakers working on the design and implementation of person-centred health systems but will also be an excellent resource for academics and graduate students researching health systems in Europe. Book excerpt: This paper reviews the World Bank's experience with community participation (CP) in a sample of its projects selected from three different sectors; urban housing, population, health and nutrition (PHN), and irrigation. The sample was chosen on a judgmental basis and consisted of forty projects which were known to have the potential for the use of CP or incorporated it in their strategies, and ten successful projects from the same sectors which did not make use of CP. The focus of the paper is on the approaches to participation employed by the first set of projects and the lessons to be learned from their experience. An analysis of the second set of projects sheds light on the reasons why community participation was neglected by them.

Book excerpt: Participatory techniques have established themselves in both project implementation in developing countries and community interventions in industrial countries. Recently, participation has been fashionably dismissed as more rhetoric than substance, and subject to manipulation by agents pursuing their own agendas under cover of community consent. In this important new volume, development and other social policy scholars and practitioners seek to rebut this simplistic conclusion. They show how participation can help produce genuine transformation for marginalized communities. This volume is the first comprehensive attempt to evaluate the state of participatory approaches in the aftermath of the "Tyranny" critique. It captures the recent convergence between participatory development and participatory governance. It revisits the question of popular agency, as well as spanning the range of institutional actors involved--the state, civil society and donor agencies. The volume embeds participation within contemporary advances in development theory.

Available in PDF, EPUB and Kindle. Book excerpt: Participatory development is an end and a means. It is an end because participation builds skills and enhances people's capacity for action and for enriching their lives. It is a means because participation contributes to better development policies and projects. As a development agency, the World Bank is primarily concerned with exploring how individuals, communities and public and private institutions can contribute to making development prospects better and more lasting. This report reflects the outcome of a workshop intended to explore some difficult issues, such as whether the Bank is approaching the idea of participation in the right way; how and to what extent external agencies can encourage participatory development. This book is a guide to the learning process. The main messages of the introductory chapter reflect further thinking of the learning groups since the workshop.

Available in PDF, EPUB and Kindle. Book excerpt: Although community participation is one of the most popular themes in development studies today, many of the complex and controversial issues attending the concept have not been properly debated. A major concern is the role of the state in community participation. While some believe that the state should encourage and sponsor community participation, others reject state involvement on the ground that it dilutes participatory ideals. This is the first book to examine in detail the question of the role of the state in community participation. It asks whether state involvement is beneficial or harmful to community participation and whether community and state resources can be harmonized to promote social development. In addition to its central theme, this book traces the history of community participation ideas and provides a detailed exposition of the theory and practice of the subject. It is essential reading for all students of development studies, public administration, sociology, social work and social administration interested in Third World issues.
