This publication is certainly the first major thematic and critical synthesis on the condition of socially vulnerable persons (PSV) in Africa. An excellent line-up of 40 experts and institutions from different countries of the continent is making an effort to understand this phenomenon, which has become worrying, through a complex, retrospective, factual, current, quantified, punctual, prospective and relatively exhaustive analytical inventory. The various contributions are accompanied by strong recommendations that challenge the holders of issues for their application in a process of co-construction for an active citizenship of transformation. It is a document of advocacy/indictment and lobbying in favor of the development, protection and improvement of the social conditions of the elderly and persons with disabilities in Africa in terms of health, food, housing, environment, social protection, income maintenance, employment and education, given their increasing numbers in relative and absolute terms. The issue of socially vulnerable people is thus brought to the forefront of important, if not permanent, political-social and scientific concerns. It is the subject of recurrent investigations and reflections within the special mechanism of the African Union, the Working Group on Elderly Persons and Persons with Disabilities of the African Commission on Human and Peoples' Rights. The initial assignment is to build legal, psychological, socio-anthropological and political vehicles in order to initiate positive change and sustainable protection of VHPs, as well as customary protocols for their valorization in African cultures and traditions.

Book excerpt: Vocational education and training (VET) have a key role to play in raising skill levels and improving a society’s productivity. In this important new book, a team of international experts argue that too often national VET policy has been formulated in ignorance of historical and political developments in other countries and without proper consideration of the social objectives that it might help achieve. Examining a wide range of contrasting international approaches and development strategies, this book demonstrates the central role of the state in implementing an effective system of VET and assesses the extent to which different VET policies can promote equality in the labour market and social justice. Key themes include: the broader educational and social aims of VET the nature of learning in vocational contexts the historical development of VET in the UK, US, Australia, France, Germany, the Netherlands and elsewhere. Including a full range of case-studies and practical examples, this book is essential reading for all students, researchers and practitioners with an interest in vocational education and training, industrial and labour relations or social policy.

It reflects upon: the role that unions have played in the reform of vocational education and training systems; the nature of union involvement in consultative mechanisms at a national and industry level; the nature of union involvement in skill formation at the workplace; and the development of mechanisms for the articulation of employee voice in the design, delivery and assessment of vocational training. The book provides a collection of studies of Canada, Australia, United States, United Kingdom, France, Germany and Norway by leading researchers in the field. Distinctive, accessible and original, all the chapters are written in a style that illustrates the relevance of academic debates and research data to practice and the book includes a number of the chapters written by trade union practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: In Creating Cooperation, Pepper D. Culpepper explains the successes and failures of human capital reforms adopted by the French and German governments in the 1990s. Employers and employees both stand to gain from corporate investment in worker skills, but uncertainty and mutual distrust among companies doom many policy initiatives to failure. Higher skills benefit society as a whole, so national governments want to foster them. However, business firms often will not invest in training that makes their workers more attractive to other employers, even though they would prefer having better-skilled workers.Culpepper sees in European training programs a challenge typical of contemporary problems of public policy: success increasingly depends on the ability of governments to convince private actors to cooperate with each other. In the United States as in Europe, he argues, policy-makers can achieve this goal only by incorporating the insights of private information into public policy. Culpepper demonstrates that the lessons of decentralized cooperation extend to industrial and environmental policies. In the final chapter, he examines regional innovation programs in the United Kingdom and the clean-up of the Chesapeake Bay in the United States—a domestic problem that required the coordination of disparate agencies and stakeholders.

Book excerpt: The last decade has given rise to a strong public discourse in most highly industrialized economies about the importance of a skilled workforce as a key response to the competitive dynamic fostered by economic globalisation. The challenge for different training regimes is twofold: attracting young people into the vocational training system while continuing to train workers already in employment. Yet, on the whole, most countries and their training systems have failed to reach those goals. How can we explain this contradiction? Why is vocational training seen to be an "old" institution? Why does vocational training not seem to be easily adapted to the realities of the 21st century? This book seeks to respond to these important questions. It does so through an in-depth comparative analysis of the vocational training systems in ten different countries: Australia, Canada, Denmark, France, Germany, Korea, Mexico, Morocco, the United Kingdom and the USA.

Available in PDF, EPUB and Kindle. Book excerpt: Some scholars argue that education systems across the western world are becoming increasingly similar due to the influence of transnational discourses and organizations. Others believe that education is the panacea for all problems of social cohesion. After all, aren't the well-educated usually more tolerant, civically engaged and trusting than the poorly educated? This book critically examines both claims. It finds that western countries still differ markedly on key aspects of their education systems and that these differences reflect distinct political traditions and different responses to a set of competing normative and political principles. The findings further suggest that raising the average education level is unlikely to be an effective strategy for promoting social cohesion. Instead, more promising are policies targeting the opposite ends of the lifelong learning continuum: universalizing pre-school education and care and promoting adult education with a pronounced second chance character.
