Book excerpt: Les SIG, systèmes d'informations géographiques, stockent des données géo-référencées dans des bases de données géographiques. Le stockage de telles données géographiques ouvre de grandes potentialités en terme d'exploitation. Parmi ces exploitations, une utilisation fréquente des SIG concerne la prise de décision à référence spatiale. Néanmoins, la technologie SIG actuelle souffre encore de plusieurs lacunes dues en grande partie à l'absence des capacités analytiques capables de supporter la nature multicritère des problèmes spatiaux. La solution la plus diffusee pour faire évoluer les SIG vers un vrai outil d'aide à la décision à référence spatiale est l' analyse multicritère (AMC). De nombreux travaux d'intégration SIG-AMC ont été publiés depuis le début des années 1990. Cependant, ces travaux présentent plusieurs limites qui les empêchent à être diffusés au delà du cadre académique : (i) utilisation du mode d'intégration indirecte ou encastrée, (ii) intégration d'une seule ou d'un nombre limité de méthodes, (iii) absence d'une méthodologie pour le choix de la méthode à appliquer dans un problème donné, (iv) intégration des méthodes du critère unique de synthèse, et (v) la nécessité d'une connaissance approfondie du SIG et de l'AMC. Dans ce travail de thèse, notre effort a porté sur la proposition de solutions conceptuelles, méthodologiques et informatiques pour répondre à ces différentes lacunes. Plus précisément, nous proposons : (i) une stratégie d'intégration SIG-AMC, (ii) un module à base de règles pour le choix de la procédure d'agrégation, (iii) une méthodologie pour la cartographie décisionnelle multicritère facilitant l'utilisation des méthodes de surclassement de synthèse, et (iv) une algèbre destinée à la modélisation spatiale multicritère. Pour valider les solutions proposées dans le cadre de ce travail de recherche, nous avons développé un prototype qui a été appliqué à un problème de génération des corridors en utilisant des données réelles relatives à l'Ile-de-France.

Book excerpt: The European DayWater project has developed a prototype of an Adaptive Decision Support System (ADSS) related to urban stormwater pollution source control. The DayWater ADSS greatly facilitates decision-making for stormwater source control, which is currently impeded by the large number of stakeholders involved and by the necessary multidisciplinary knowledge. This book presents the results of this project, providing new insights into both technical and management issues. The main objectives of its technical chapters are pollution source control modelling, risk and impact assessment, and evaluation and comparison of best management practices. It also covers management aspects, such as the analysis of the decision-making processes in stormwater source control, at a European scale, and stormwater management strategies in general. The combination of scientific-technical and socio-managerial knowledge, with the strong cooperation of numerous end-users, reflects the innovative character of this book which includes actual applications of the ADSS prototype in significant case studies. DayWater: an Adaptive Decision Support System for Urban Stormwater Management contains 26 chapters collectively prepared by DayWater scientific partners and end-users associated with this European Research and Development project. It includes: A general presentation of the DayWater Adaptive Decision Support System (ADSS) structure and operation modes A detailed description of the major components of this ADSS prototype The assessment of its components in significant case studies in France, Germany and Sweden The proceedings of the International Conference on Decision Support Systems for Integrated Urban Water Management, held in Paris on 3-4 November 2005. The book presents the ADSS prototype including a combination of freely accessible on-line databases, guidance documents, “road maps” and modelling or multi-criteria analysis tools. As demonstrated in several significant case studies the challenge for stormwater managers is to make the benefits of urban stormwater management visible to society, resulting in active co-operation of a diversity of stakeholders. Only then, will sustainable management succeed. DayWater: an Adaptive Decision Support System for Urban Stormwater Management advances this cause of sustainable urban management through Urban stormwater management, and makes achievable (by means of risk and vulnerability tools which are included) the goal of integrated urban water management (IUWM).

In spite of this widespread presence of protected areas in all European countries, the topic has not received as much attention on a pan-European level as other environmental issues. We hope this report from the EEA--the first we have compiled on the subject--will go some way to redressing the balance. The report provides a comprehensive overview of the current state of protected areas and aims to assist policymakers and the wider public in understanding the complexity of the current systems of protected areas. This report is especially timely, as 2012 marks the 20th anniversaries of the Convention on Biological Diversity and of the EU Habitats Directive. Both of these legal instruments consider protected areas to be key tools in the maintenance and restoration of biodiversity and ecosystems. For the purposes of this report, a 'protected area' is any site with defined boundaries classified or designated by countries under legislation primarily aiming at nature conservation i.e. at the protection, management and restoration of species, habitats and ecosystems. A protected area can thus be any area of sea, lakes, rivers or land that has been identified as important for the conservation of nature, and managed for this purpose. It is important to recognise that protected areas differ greatly in the extent to which they limit human activity within their boundaries. Some protected areas allow industry, extensive agriculture or fishing to occur within their boundaries, while others prohibit all of these activities. The term is thus very broad in its application. The report covers all 32 countries that are members of the EEA--27 European Union Member States, Iceland, Liechtenstein, Norway, Switzerland and Turkey--as well as the seven cooperating countries--Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo under the UN Security Council Resolution 1244/99.
