Book excerpt: Maintenance, repair and overhaul (MRO) is a key activity in the lifecycle of an aircraft and its engines. Because of the typically long operational lifetimes expected from these costly assets, MRO is necessary to maintain these systems in a safe and functional condition, so that they can fulfill the operational role that they were designed for. The MRO system can be understood as a complex socio-technical system organized and operated to achieve aircraft availability and operation safety at minimal cost. As a complex socio-technical system, it consists of various layers: The environmental context, organizational structure, management, infrastructure, workers and the technical core. Focusing primarily on infrastructure, management, and manpower, this thesis seeks to identify best practices found within each layer by examining current practices in both commercial and military aircraft engine MRO, as well as surveying potentially useful concepts from related fields to propose how they can be applied to aircraft engine MRO. Among the issues presented are outsourcing, transportation, maintenance scheduling, inventory management, organization culture and human factors.

Available in PDF, EPUB and Kindle. Book excerpt: CSIS's The Future of Military Engines looks at the state of the U.S. military engine industrial base and the choices confronting policymakers at the Department of Defense (DoD). The military engine industrial base is closely tied to the industrial base for commercial engines. U.S. engine providers use many of the same facilities and largely the same supply chain for military and commercial engines. The ability to leverage commercial supply chains is critical because supply chain quality underlies the performance advantage of U.S. military engines, both for individual aircraft and military aircraft fleets. International competitors such as Russia and China are seeking to overtake the U.S. in engines. However, the current U.S. advantage is sustainable if it is treated as a national priority. Many military aircraft, especially fighters, require engines with important differences from commercial aircraft. They fly different flight profiles and perform different jobs. These differences mean that while DoD can leverage the commercial engine industrial base, it must also make investments to sustain the industrial base’s unique military components. In the next few years, DoD investment in military engines is projected to decrease significantly, particularly for R&D. This presents a challenge as military-unique engineering skills are highly perishable. Four major policy choices confront DoD as it formulates its investment approach to military engines going forward: 1) Priority, 2) Resources, 3) Business Model, and 4) Competition. The DoD is at an inflection point for engine investment, and the time for choosing on these four key policy questions will come in the next few years.

Book excerpt: Seeking ways to reduce military aircraft expenditures, IDA investigated the potential for expanded military use of commercial acquisition practices and processes to acquire and maintain aircraft turbine engines. This commercial acquisition process includes the Federal Aviation Administration (FAA) certification procedure for aircraft turbine engines. IDA reviewed the extent to which commercial engines can meet military aircraft application requirements. The review compared commercial aircraft turbine engine acquisition practices and processes to those used by the military. Past use of commercial subsonic turbine engines in military transport and similar utility aircraft has clearly shown that commercial practices and processes can be used successfully to develop and produce engines for subsonic military applications. However, the examination of the technical requirements for subsonic and supersonic aircraft engines found several design differences. IDA recommends that (1) DoD retain the present military turbine engine development process for supersonic military fighter/attack aircraft, and (2) DoD engine procurement procedures be streamlined by incorporation of the proven compatible commercial aircraft engine acquisition processes for subsonic transport, tankers, unmanned air vehicles, utility aircraft, and selected bomber applications.

First, it sought to help the Office of the Secretary of Defense (OSD) assess the efficiency of employing civilian firms to file and recover warranty claims for military aircraft engines. Second, since firms in the business occasionally submit proposals offering to perform warranty recovery and administrative services, the project intended to provide OSD with a reasonable basis for evaluating these proposals. Finally, in response to Service concerns that increased warranty activity might lead to large increases in aircraft engine prices, the project sought to estimate how much engine prices might rise if the value of warranty claims were to increase significantly.

This book was released on 2011-11-17 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ability of the United States Air Force (USAF) to keep its aircraft operating at an acceptable operational tempo, in wartime and in peacetime, has been important to the Air Force since its inception. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

Book excerpt: Because of the important national defense contribution of large, non-fighter aircraft, rapidly increasing fuel costs and increasing dependence on imported oil have triggered significant interest in increased aircraft engine efficiency by the U.S. Air Force. To help address this need, the Air Force asked the National Research Council (NRC) to examine and assess technical options for improving engine efficiency of all large non-fighter aircraft under Air Force command. This report presents a review of current Air Force fuel consumption patterns; an analysis of previous programs designed to replace aircraft engines; an examination of proposed engine modifications; an assessment of the potential impact of alternative fuels and engine science and technology programs, and an analysis of costs and funding requirements.

Book excerpt: As recently as the summer of 2001, many travelers were dreading air transportation because of extensive delays associated with undercapacity of the system. That all changed on 9/11, and demand for air transportation has not yet returned to peak levels. Most U.S. airlines continue to struggle for survival, and some have filed for bankruptcy. The situation makes it difficult to argue that strong action is urgently needed to avert a crisis of undercapacity in the air transportation system. This report assesses the visions and goals for U.S. civil aviation and technology goals for the year 2050.

Available in PDF, EPUB and Kindle. Book excerpt: The Air Force has several options for sustaining weapon systems and components but has, in recent years, increasingly chosen contractor logistics support (CLS) over organic support. Still, questions remain about costs and efficiency, even about whether CLS is the best option. The authors explored these by reviewing the relevant government and DoD documents and data and by speaking with various knowledgeable individuals. The authors noted that CLS contracts have often gone to original equipment manufacturers because, lacking the technical data, the Air Force could not choose a third party. They also noted that contracts that guarantee large annual sums limit the Air Force's ability to adjust when its own funding changes and that the reasons underpinning these decisions are not always complete or consistent across the service. Centralizing and standardizing data and the related management skills would help make them available across the Air Force. More important, to retain all its choices for logistics services throughout a system's life cycle, the Air Force should acquire the technical data or data rights near the start of the acquisition process.
