Book excerpt: In 1921, a dozen years before he wrote his provocative classic, The Mis-Education of the Negro, Carter G. Woodson authored another work of social criticism. A stinging critique of white racism and a sterling defense of the Black race from its detractors, the manuscript was undoubtedly too caustic for white society and the author opted not to publish it in his lifetime. The work was rediscovered and edited by Daryl Michael Scott, professor of History at Howard University.

Available in PDF, EPUB and Kindle. Book excerpt: Disasters and public health emergencies can stress health care systems to the breaking point and disrupt delivery of vital medical services. During such crises, hospitals and long-term care facilities may be without power; trained staff, ambulances, medical supplies and beds could be in short supply; and alternate care facilities may need to be used. Planning for these situations is necessary to provide the best possible health care during a crisis and, if needed, equitably allocate scarce resources. Crisis Standards of Care: A Toolkit for Indicators and Triggers examines indicators and triggers that guide the implementation of crisis standards of care and provides a discussion toolkit to help stakeholders establish indicators and triggers for their own communities. Together, indicators and triggers help guide operational decision making about providing care during public health and medical emergencies and disasters. Indicators and triggers represent the information and actions taken at specific thresholds that guide incident recognition, response, and recovery. This report discusses indicators and triggers for both a slow onset scenario, such as pandemic influenza, and a no-notice scenario, such as an earthquake. Crisis Standards of Care features discussion toolkits customized to help various stakeholders develop indicators and triggers for their own organizations, agencies, and jurisdictions. The toolkit contains scenarios, key questions, and examples of indicators, triggers, and tactics to help promote discussion. In addition to common elements designed to facilitate integrated planning, the toolkit contains chapters specifically customized for emergency management, public health, emergency medical services, hospital and acute care, and out-of-hospital care.

Book excerpt: Public policy education is oriented around the development of innovative ideas for how to improve governance and make society better. However, it undervalues a critical tool for translating policy ideas into action: the ability to communicate ideas broadly, strategically, and effectively. Drawing on his past frustration with translating his research from academia to the public sphere, Justin Gest has written a primer for public policy students, researchers, and policy professionals on how to turn analyses and memos into clear and persuasive campaigns. This book outlines the principles, structure, and target audience for different media essential to policy communication. Including advice from practitioners and illustrative examples, Gest explains the indispensability of pithiness to clear communication and how to achieve it.

Available in PDF, EPUB and Kindle. Book excerpt: Higher education today faces a host of challenges, from quality to cost. But too little attention gets paid to a startling fact: four out of ten students -- that's more than ten percent of the entire population - -who start college drop out. The situation is particularly dire for black and Latino students, those from poor families, and those who are first in their families to attend college. In The College Dropout Scandal, David Kirp outlines the scale of the problem and shows that it's fixable - -we already have the tools to boost graduation rates and shrink the achievement gap. Many college administrators know what has to be done, but many of them are not doing the job - -the dropout rate hasn't decreased for decades. It's not elite schools like Harvard or Williams who are setting the example, but places like City University of New York and Long Beach State, which are doing the hard work to assure that more students have a better education and a diploma. As in his New York Times columns, Kirp relies on vivid, on-the-ground reporting, conversations with campus leaders, faculty and students, as well as cogent overviews of cutting-edge research to identify the institutional reforms--like using big data to quickly identify at-risk students and get them the support they need -- and the behavioral strategies -- from nudges to mindset changes - -that have been proven to work. Through engaging stories that shine a light on an underappreciated problem in colleges today, David Kirp's hopeful book will prompt colleges to make student success a top priority and push more students across the finish line, keeping their hopes of achieving the American Dream alive.

Available in PDF, EPUB and Kindle. Book excerpt: At a moment when the nuclear nonproliferation regime is under duress, Rebecca Davis Gibbons provides a trenchant analysis of the international system that has, for more than fifty years, controlled the spread of these catastrophic weapons. The Hegemon's Tool Kit details how that regime works and how, disastrously, it might falter. In the early nuclear age, experts anticipated that all technologically-capable states would build these powerful devices. That did not happen. Widespread development of nuclear arms did not occur, in large part, because a global nuclear nonproliferation regime was created. By the late-1960s, the United States and the Soviet Union had drafted the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), and across decades the regime has expanded, with more agreements and more nations participating. As a result, in 2022, only nine states possess nuclear weapons. Why do most states in the international system adhere to the nuclear nonproliferation regime? The answer lies, Gibbons asserts, in decades of painstaking efforts undertaken by the US government. As the most powerful state during the nuclear age, the United States had many tools with which to persuade other states to join or otherwise support nonproliferation agreements. The waning of US global influence, Gibbons shows in The Hegemon's Tool Kit, is a key threat to the nonproliferation regime. So, too, is the deepening global divide over progress on nuclear disarmament. To date, the Chinese government is not taking significant steps to support the nuclear nonproliferation regime, and as a result, the regime may face a harmful leadership gap.
