Book excerpt: Approximately 4.1 million people live in the three states of the Yucatán Peninsula: Quintana Roo, Yucatán, and Campeche. Some 30 municipalities are in a coastal territory of almost 2,000 linear kilometers, from the oil fields of the Gulf of Mexico to the world-renowned beaches of Cancún, just north of the second-largest barrier reef in the world. The peninsula's natural assets also include notable Mayan temples. With poverty far from eliminated, and with economic development opportunities beckoning in agriculture, manufacturing, and hydrocarbon development, the region is under growing risks from environmental hazards. Oil spills, hurricanes, coral bleaching, extreme flooding, and erosion have all been experienced in this region over the past decade. Based on preliminary identification of environmental priorities, Opportunities for Environmentally Healthy, Inclusive, and Resilient Growth in Mexico's Yucatán Peninsula explores selected topics that aim to inform decision making in the region. A general context of integrated coastal zone management is used to explore issues, constraints, and potential solutions, and the role of geomorphology is examined with a view to identifying how shore management plans can contribute to improved coastal management. Economic studies find that the main environmental health risks in the peninsula result in more than 1,000 premature deaths every year and in more than 9.36 million days lost to illnesses. These risks generate substantial economic losses, representing 2.2†“3.3 percent of gross regional income. Scenarios relating to the economic cost of extreme weather events generate similar levels of damages: 1.4†“1.5 percent of GDP in 2020 and 1.6†“2.3 percent of GDP in 2050. A social accounting matrix examines the social and environmental interconnectedness to the various parts of the economy, and an institutional analysis considers the mandates of existing institutions in the states, and of the contribution that regulatory measures may make to environmentally sustainable development without undermining economic growth prospects.

The sharp increase in the number of victims of homicide, disappearances and torture over the past decade is unparalleled in the country's recent history. According to editors Alejandro Anaya-Muñoz and Barbara Frey, the "war on drugs" launched in 2006 by President Felipe Calderón and the corrupting influence criminal organizations have on public institutions have empowered both state and nonstate actors to operate with impunity. Book excerpt: Strength from the Waters is an environmental and social history that frames economic development, environmental concerns, and Indigenous mobilization within the context of a timeless issue: access to water. Between 1927 and 1970 the Mayo people—an Indigenous group in northwestern Mexico—confronted changing access to the largest freshwater source in the region, the Fuerte River. In Strength from the Waters James V. Mestaz demonstrates how the Mayo people used newly available opportunities such as irrigation laws, land reform, and cooperatives to maintain their connection to their river system and protect their Indigenous identity. By using irrigation technologies to increase crop production and protect lands from outsiders trying to claim it as fallow, the Mayo of northern Sinaloa simultaneously preserved their identity by continuing to conduct traditional religious rituals that paid homage to the Fuerte River. This shift in approach to both new technologies and natural resources promoted their physical and cultural survival and ensured a reciprocal connection to the Fuerte River, which bound them together as Mayo. Mestaz examines this changing link between hydraulic technology and Mayo tradition to reconsider the importance of water in relation to the state’s control of the river and the ways the natural landscape transformed relations between individuals and the state, altering the social, political, ecological, and ethnic dynamics within several Indigenous villages. Strength from the Waters significantly contributes to contemporary Mexicanist scholarship by using an environmental and ethnohistorical approach to water access, Indigenous identity, and natural resource management to interrogate Mexican modernity in the twentieth century.
