We face a diverse set of security challenges. Yet, we still live in an era of advantage and opportunity. The "National Defense Strategy" outlines an active, layered approach to the defense of the nation and its interests. It seeks to create conditions conducive to respect for the sovereignty of nations and a secure international order favorable to freedom, democracy, and economic opportunity. This strategy promotes close cooperation with others around the world who are committed to these goals. It addresses mature and emerging threats. This 2005 Annual Report to the President and the Congress will examine the Department's efforts to manage challenges while executing the National Defense Strategy.

Available in PDF, EPUB and Kindle. Book excerpt: The Brookings Institution has long produced an analysis of America's defense budgets and policies. The war on terror and the ongoing operations in Iraq and Afghanistan have forced upon this country soaring defense budgets and unprecedented challenges in policymaking. In the newest installment in this tradition, leading foreign policy expert Michael O'Hanlon offers policy recommendations for strengthening the ability of America's military to respond to international crises in a tumultuous world. The United States can, for the foreseeable future, be confident that its armed forces will remain engaged in Iraq, as well as in Afghanistan and other theaters in the war on terror. It will also need to remain involved in deterrence missions in the western Pacific, most notably in Korea and the Taiwan Strait. It will wish to remain engaged in European security, since the capabilities and cohesion of the NATO alliance have important implications for the United States globally. O'Hanlon reviews these priorities, asking tough questions and developing frameworks for answering them: • What military will the United States need in the future? • How much will it cost? • How can the U.S. increase the size of its ground forces without increasing the size of the defense budget? • In an era of apocalyptic terror threats, and at a time of $400 billion defense budgets and $400 billion federal budget deficits, how can this country protect its citizens while maintaining fiscal responsibility?

Available in PDF, EPUB and Kindle. Book excerpt: This book recounts the successes and failures of the US Army's Army Transformation program in the larger context of the Department of Defense's overall military transformation effort. Spurred by the belief that RMA represented the future, the Department of Defense (DoD) set out to transform the U.S. armed forces by adopting RMA concepts. Led by President George W. Bush and Defense Secretary Donald Rumsfeld, the DoD spent billions in an attempt to make the hypothetical capabilities real, changing the entire structure of the armed forces as a result. The services, the media, Congress, and the military industry each had its own agenda, all of which continue to come into play in the development of RMA strategies. The interplay of politics, technology, and military reality offers a fascinating narrative. Sure to be found controversial by some, compelling by all, this is the only available book-length examination of the way the U.S. Army and Department of Defense have tried to create the capabilities promised by the high-tech Revolution in Military Affairs. Of more immediate concern, it is also the only in-depth account of the effect RMA and transformation concepts had on the American operations in Afghanistan and Iraq. Many of the problems in both Iraq and Afghanistan, author Thomas K. Adams argues, arose from the DoD's implacable desire to implement RMA-driven transformation concepts—whether they were appropriate or not. What we need to do, he maintains, is to fight the war we have, not the war we want.

Available in PDF, EPUB and Kindle. Book excerpt: Combating a Modern Hydra: Al Qaeda and the Global War on Terrorism is number eight in the Combat Studies Institute s Global War on Terrorism (GWOT) Occasional Paper series. This work resulted from discussions at Fort Leavenworth about the nature of the enemy facing the United States and its allies since 11 September 2001. Osama bin Laden and his terrorist network had been present at some level in the national and international consciousness since the late 1990s. The events of 11 September 2001 and subsequent global operations taken against Al Qaeda have brought this group to the forefront of the GWOT. While successes have been achieved in the GWOT, the enemy has proven to be resilient and adaptive. This study by Mr. Sean Kalic, of the Department of Military History, US Army Command and General Staff College, examines modern transnational terrorism from the 1960s to the present day, with special emphasis on the adaptation Al Qaeda and other nonstate actors have taken in response to the actions of the United States and its allies. This work provides a cautionary warning about the likelihood Al Qaeda will continue to survive and execute missions in the current operating environment. Mr. Kalic synthesizes much of the pertinent literature and offers insights into the actions taken to ght terrorists. Most importantly, he advises a continual reevaluation of the threat, based on Al Qaeda's exibility, resiliency, and adaptability. Of cers and soldiers who have recently served in operations against the terrorist worldwide will certainly see utility here. As the US Army continues its efforts in combating terrorists, the thoughts found in this narrative are well worth considering.

Book excerpt: Formed in the aftermath of WWII and in the face of the emerging threat posed by the Soviet Union, the transformation that has taken place in recent years within NATO has been neither natural nor easy for the multi-national organization or the United States. When the Soviet Union ceased to exist it seemed NATO would disappear too. The rationale for a large American military deployment in Europe, described by President Eisenhower as a temporary move, no longer could be supported. This work documents the transition of the United States relationship with NATO from a focus on the defense of Western Europe to an inclusive military and political organization concerned with the security of all of Europe with the real potential for employment of its military power beyond the European continent. Despite budgeting and economic concerns raised by key members of the U.S. Congress, President George H.W. Bush supported the status quo and was caught completely off guard when the Berlin Wall fell. He and Defense Secretary Dick Cheney had not fully understood the changed strategic environment in Europe but the U.S. Congress did and offered many suggestions. NATO was saved. President Bill Clinton continued to promote the validity of NATO, expanded NATO eastwards, reduced the U.S. troop level in Europe to 100,000, and gave NATO a mission beyond warfare with the peacekeeping task in Bosnia. A new Atlantic relationship had been forged for the post-Cold War period.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers an in-depth examination of America’s nuclear weapons policy since the end of the Cold War. Exploring nuclear forces structure, arms control, regional planning and the weapons production complex, the volume identifies competing sets of ideas about nuclear weapons and domestic political constraints on major shifts in policy. It provides a detailed analysis of the complex evolution of policy, the factors affecting policy formulation, competing understandings of the role of nuclear weapons in US national security discourse, and the likely future direction of policy. The book argues that US policy has not proceeded in a linear, rational and internally consistent direction, and that it entered a second post-Cold War phase under President George W. Bush. However, domestic political processes and lack of political and military interest in America’s nuclear forces have constrained major shifts in nuclear weapons policy. This book will be of much interest to students of US foreign policy, nuclear proliferation, strategic studies and IR in general.
