Book excerpt: The International Ombudsman Yearbook is the only publication devoted to ombudsman issues. The public sector ombudsman is now found at all levels of government in many countries around the world, both in established and consolidating democracies. The ombudsman is an independent office, traditionally appointed by the legislative branch, to investigate poor administration of government. More recently, some ombudsman offices have been given human rights protection responsibilities. The International Ombudsman Yearbook contains articles written from legal or public administration perspectives which address issues of interest to the contemporary ombudsman and all persons with an interest in the institution. Compiled and edited by the International Ombudsman Institute, the organisation composed of over 130 ombudsman members located worldwide, the Yearbook will be of interest to lawyers, scholars, ombudsman office personnel, and government entities wherever ombudsman offices are located or contemplated. The International Ombudsman Institute is a non-profit organisation whose objects include promotion of the concept of ombudsmanship, encouragement and support of research in the ombudsman field, development of educational programmes associated with ombudsmanship conferences, and provision of a resource centre for storage and dissemination of information about the ombudsman institution.

Available in PDF, EPUB and Kindle. Book excerpt: Nicholas Blake QC was appointed on 15th December 2004 to review the circumstances surrounding the deaths of four soldiers at Deepcut between 1995 and 2002. The Review covers in detail the deaths of three soldiers, Sean Benton, Cheryl James and Geoff Gray: the fourth death, that of James Collinson, was subject to an outstanding inquest and so was not investigated in detail, nor are the inquest results. The Review also deals with aspects of Army policy on recruitment and training over a ten year period, and matters relating to the Training Regiment at Deepcut. The review has concluded that, on the balance of probabilities, the deaths of Sean Benton, Cheryl James and Geoff Gray were self-inflicted, and that the opportunity for self-infliction was afforded by the policy of frequently assigning trainees to armed guard duty at Deepcut, unsupervised by experienced soldiers or members of the Military Provost Guard. The Review does not feel that a public inquiry into the immediate or broader events surrounding the deaths is necessary. Sean Benton, who had attempted self-harm on at least two occasions in the months before he died, had had disciplinary problems in his Army career, had been notified that his discharge from the Army was being applied for, and had previously been denied access to a weapon on guard duty; on the day of his death he obtained the weapon from another trainee under false pretences. There was no evidence that Cheryl James or Geoff Gray posed a risk of self-harm, and no certainty as to what might have led them to their actions. They had both performed frequent armed guard duties at remote locations, which might have made them unhappy, and combined with other personal factors may have made them more susceptible to self-harm at the time of their deaths. There was no evidence of bullying in any of the three cases. Factors contributing to the deaths might have been: the training environment at Deepcut, causing low morale through poor accommodation, limited recreational facilities, and the balance between privacy and dormitory life; unsupervised access to weapons; supervision of trainees; discipline, bullying and informal sanctions; ventilation of grievances; poor instructors. The Review makes 34 recommendations covering: recruitment, screening of recruits and parental involvement; training for minors and the length of training; provisions for minors during training; supervisory ratios; the quality of instructors; information on standards of conduct; collective responsibility; making and responding to complaints; investigating complaints; record-keeping; an ombudsman for the armed forces; guard duty; sudden deaths; disclosure and confidentiality; whether there is a need for a public inquiry.

Book excerpt: Accountability is essential for good governance, and in many Asian countries the ombudsman is the key accountability institution. Originating in the West, the concept of the ombudsman arrived relatively late in Asia. Yet more and more ombudsman offices are being established in Asia, and they play a critical role in the fight against incompetence and injustice on the part of government officials. This report presents in-depth research on Asian ombudsmen, with a focus on best practices and emerging issues, especially in the context of the new public management, and includes recommendations to policy makers. It will be a valuable resource for scholars, ombudsmen, and anyone else interested in this vital institution.

Book excerpt: This publication is the second in a series of lessons learned reports which examine how the U.S. government and Departments of Defense, State, and Justice carried out reconstruction programs in Afghanistan. In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. Book excerpt: Long praised for its accuracy, readability, and insight, the Canadian Annual Review of Politics and Public Affairs offers a synoptic appraisal of the year's developments in Canadian politics. Although the world entered a new century and a new millennium at the beginning of 2000, it was the year 2001 that truly seemed to herald a new age. With the events of 11 September, and in the months that followed, Canadian public life, like that of much of the world, was reconfigured. The year will continue to be defined by the terrorist attacks on the World Trade Center and the Pentagon, and by the responses taken by the United States and its neighbours and allies, including Canada. It was an eventful year in Canada in many ways, particularly in regard to international affairs. One of the most significant events was the Summit of the Americas, which brought the heads of government in the Americas to Quebec City. The summit was held within an immense exclusion zone and was surrounded by protest, some of it violent. The Canadian Annual Review is unique in its collection and presentation of information and analysis of the year in politics. Supplemented by a detailed calendar and subject and name indexes, the volume is a reliable, easy-access reference on the political scene in Canada.
