Book excerpt: Established in south-central New Mexico at the end of World War II, White Sands Missile Range is the largest overland military reserve in the western hemisphere. It was the site of the first nuclear explosion, the birthplace of the American space program, and the primary site for testing U.S. missile capabilities. In this environmental history of White Sands Missile Range, Ryan H. Edgington traces the uneasy relationships between the military, the federal government, local ranchers, environmentalists, state game and fish personnel, biologists and ecologists, state and federal political figures, hunters, and tourists after World War II—as they all struggled to define and productively use the militarized western landscape. Environmentalists, ranchers, tourists, and other groups joined together to transform the meaning and uses of this region, challenging the authority of the national security state to dictate the environmental and cultural value of a rural American landscape. As a result, White Sands became a locus of competing geographies informed not only by the far-reaching intellectual, economic, and environmental changes wrought by the cold war but also by regional history, culture, and traditions.

Book excerpt: How do schools protect young people and call on the youngest citizens to respond to violent conflict and division operating outside, and sometimes within, school walls? What kinds of curricular representations of conflict contribute to the construction of national identity, and what kinds of encounters challenge presumed boundaries between us and them? Through contemporary and historical case studies—drawn from Cambodia, Egypt, Northern Ireland, Peru, and Rwanda, among others—this collection explores how societies experiencing armed conflict and its aftermath imagine education as a space for forging collective identity, peace and stability, and national citizenship. In some contexts, the erasure of conflict and the homogenization of difference are central to shaping national identities and attitudes. In other cases, collective memory of conflict functions as a central organizing frame through which citizenship and national identity are (re)constructed, with embedded messages about who belongs and how social belonging is achieved. The essays in this volume illuminate varied and complex inter-relationships between education, conflict, and national identity, while accounting for ways in which policymakers, teachers, youth, and community members replicate, resist, and transform conflict through everyday interactions in educational spaces.

Available in PDF, EPUB and Kindle. Book excerpt: In the second half of the twentieth century, strategic and economic conditions compelled the U.S. government to start running budget deficits on a permanent basis. A new role of global leadership in containing communism required a robust military establishment. The federal government overwhelmingly relied for general revenue on an income tax code that also could not impede economic growth. And general revenue increasingly funded transfer payments in an expanding entitlement state. Fiscal overstretch resulted in unending deficits that continue to this day. At first the shift to deficit normality was not obvious. The Truman and Eisenhower administrations attempted to hold the line on deficits, but this commitment gradually waned in subsequent years. Arms, Revenue, and Entitlements: U.S. Deficits in the Cold War, 1945–1991 looks at the Cold War era from a budgetary perspective and how defense spending, income tax reductions, and entitlement programs all contributed to the emergence of the deficit normative state. As national debt continues to climb in the twenty-first century, Arms, Revenue, and Entitlements shows how the U.S. reached this point and how a comprehensive policy approach might again restore fiscal stability.

This book was released on 2015-07-22 with total page 673 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the Final Report of Canada's Truth and Reconciliation Commission and its six-year investigation of the residential school system for Aboriginal youth and the legacy of these schools. This report, the summary volume, includes the history of residential schools, the legacy of that school system, and the full text of the Commission's 94 recommendations for action to address that legacy. This report lays bare a part of Canada's history that until recently was little-known to most non-Aboriginal Canadians. The Commission discusses the logic of the colonization of Canada's territories, and why and how policy and practice developed to end the existence of distinct societies of Aboriginal peoples. Using brief excerpts from the powerful testimony heard from Survivors, this report documents the residential school system which forced children into institutions where they were forbidden to speak their language, required to discard their clothing in favour of institutional wear, given inadequate food, housed in inferior and fire-prone buildings, required to work when they should have been studying, and subjected to emotional, psychological and often physical abuse. In this setting, cruel punishments were all too common, as was sexual abuse. More than 30,000 Survivors have been compensated financially by the Government of Canada for their experiences in residential schools, but the legacy of this experience is ongoing today. This report explains the links to high rates of Aboriginal children being taken from their families, abuse of drugs and alcohol, and high rates of suicide. The report documents the drastic decline in the presence of Aboriginal languages, even as Survivors and others work to maintain their distinctive cultures, traditions, and governance. The report offers 94 calls to action on the part of governments, churches, public institutions and non-Aboriginal Canadians as a path to meaningful reconciliation of Canada today with Aboriginal citizens. Even though the historical experience of residential schools constituted an act of cultural genocide by Canadian government authorities, the United Nation's declaration of the rights of aboriginal peoples and the specific recommendations of the Commission offer a path to move from apology for these events to true reconciliation that can be embraced by all Canadians.

Book excerpt: Geographic Information Systems (GIS) provide essential disaster management decision support and analytical capabilities. As such, homeland security professionals would greatly benefit from an interdisciplinary understanding of GIS and how GIS relates to disaster management, policy, and practice. Assuming no prior knowledge in GIS and/or disaster management, Geographic Information Systems (GIS) for Disaster Management guides readers through the basics of GIS as it applies to disaster management practice. Using a hands-on approach grounded in relevant GIS and disaster management theory and practice, this textbook provides coverage of the basics of GIS. It examines what GIS can and can’t do, GIS data formats (vector, raster, imagery), and basic GIS functions, including analysis, map production/cartography, and data modeling. It presents a series of real-life case studies that illustrate the GIS concepts discussed in each chapter. These case studies supply readers with an understanding of the applicability of GIS to the full disaster management cycle. Providing equal treatment to each disaster management cycle phase, the book supplies disaster management practitioners and students with coverage of the latest developments in GIS for disaster management and emerging trends. It takes a learning-by-examples approach to help readers apply what they have learned from the examples and disaster management scenarios to their specific situations. The book illustrates how GIS technology can help disaster management professionals, public policy makers, and decision-makers at the town, county, state, federal, and international levels. Offering software-neutral best practices, this book is suitable for use in undergraduate- or graduate-level disaster management courses. Offering extensive career advice on GIS for disaster management from working professionals, the book also includes a GIS for disaster management research agenda and ideas for staying current in the field.
