This is entirely appropriate because he played a crucial role in the success of the Housing Board, which transformed both the country's physical landscape and gave Singaporeans a tangible stake in the future of their young nation. However, important though Lim's role was at the Board and as Minister for National Development, it was not his sole contribution to Singapore. He made a decisive difference in several other key areas, including Finance, and Interior and Defence. This biography draws on Lim's Oral History Interview, which was made accessible to the author, the Hansard, Lim's speeches, and newspaper clippings, in addition to fresh interviews conducted with other Singapore leaders who had worked with Lim. The result is a composite picture of a great Singapore leader.

Book excerpt: In the past two decades, research on environmental issues in East and Southeast Asian countries has mainly focused on existing institutional mechanisms of environmental management, the establishment of new environmental management structures, the introduction of incentives to improve natural capital and foster environmental protection, and the culture of environmental or "green" groups. Virtually no rigorous research has been directed into the nature and significance of the existing relationship between government and civil society in individual country studies, with specific reference to the environmental policy sector, or into how this relationship may be evolving. This book explores this connection in Singapore, and what causes it to evolve, through three case narratives. Its rationale is to address this gap in the literature from a "governance theory" perspective that focuses on state adaptation to the external environment and new forms of coordination and collaboration between government and civil society to tackle new societal problems. The application of the "governance theory" approach to specific case studies is itself a topic that deserves much greater study than what it has so far received.

Comparing the post-war development policies of Singapore and Hong Kong, it argues that their strong economic performances preceded and persisted despite, not because of, developmental state policies. While both nations are not pure free markets, the Hong Kong economy comes closer to that ideal and exhibited clear advantages over state-driven Singapore, in terms of greater levels of indigenous entrepreneurship, productivity and innovation. The book highlights the complex ways in which states penetrate markets, which are often neglected in liberal accounts of Hong Kong and Singapore as ‘free-market success stories’. At the same time, it also stands as a cautionary tale on the use of non-comprehensive development planning in the twenty-first century, where an unprecedented degree of complexity complicates economic policy and industrial upgrading. The book renews the case for economic liberalism in development policy through a unique Asian cultural lens.

Further, it contextualizes the design and planning of parks in the general discourse on western and eastern traditions: early twentieth century western conceptions ‘imported’ during colonialism; modernism; postmodernism, and the contemporary ecological debate. Park system planning products respond to national policies and result in structural urban elements and a range of park types. Global (western ideology) and local issues have influenced park system planning and the physical design of individual parks over time. However, in Singapore the eastern literature has not addressed the development of parks and urban green spaces in terms of historical perspective. The publication reveals the interrelations between visual representations and changing political ideologies. Singapore’s system of public parks is shown to represent an iconography created by the state. Its set of constructed narratives elucidates on the potential social, cultural and environmental roles of public parks. However, Singapore’s park system presents a novel paradigm for expanding Asian cities, characterized by evolving urban imaging strategies. In framing Singapore’s case study within the broader perspective of eastern applications of western planning and design practices, and constructions of nation in post-colonial countries, the manuscript establishes the contribution of the Singaporean model of design and planning of parks to the international debate.
