Output growth in emerging Asia picked up in 2000 as this region continued its recovery from the 1997–98 crisis. The pace of economic expansion, however, slowed from mid-2000, largely as a result of the U.S. slowdown, higher oil prices, a decline in regional equity markets, and, in some countries, concerns about delays of corporate and financial restructuring and a decline in electronics exports. The financial year 2001 saw the IMF actively engaged in the process of reform.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines anti-corruption policies in Latin America. It compares best practices in public procurement and state budgets in order to provide new insights into policy design for governments, civil society organisations and international organisations engaged in the fight against corruption. The book assesses how a paradigm shift toward transparency in global governance has led to major changes in public policies in the region since the late 1990s. Using Uruguay and Chile as case studies, it then demonstrates the causal mechanisms linking transparency institutionalisation to corruption control. The book also offers recommendations for research and practice about the importance of coherent public accountability systems, that combine citizen oversight over government with government responsibility towards non-state actors. It will appeal to scholars and students of public policy, public administration and governance in Latin America, as well as those interested in political corruption.

Book excerpt: What explains the changes in the activities of the International Monetary Fund? What drives the IMF's interactions with states? Contrary to conventional explanations that focus on state interests or bureaucratic culture, this project argues that changes in Fund activities, particularly Fund conditionality, are best explained by shifts in the sources of state financing. State financiers, which include creditor states, private financial institutions and multilateral organizations, are able to influence Fund activities because their outside financing is necessary for the success and viability of Fund programs. The Fund generally does not provide enough financing to allow a country to balance its payments and implement the Fund's recommended policy program. External financiers are therefore able to exercise some leverage of the Fund, for example demanding that the Fund adjust the terms of its conditionality programs in order to ensure that their financing will be forthcoming. Different types of external financiers have different preferences over Fund activities, like the terms of Fund conditionality arrangements. The dominant sources of state financing have shifted over the last forty years from being provided almost exclusively by creditor states, to being provided by a diverse set of creditor state, private financial interests and multilateral organizations. As the sources of state financing have change, so have the demands on the Fund and the Fund's subsequent activity. The project uses and originally-constructed data set of 249 conditional loan arrangements, coded according to the terms of those arrangements, as well as archival, interview and case study evidence to assess this explanation of Fund activity against the mainstream alternatives.

Book excerpt: Sustaining Global Growth and Development focuses on the new challenges for sustaining growth in the twenty-first century and the role of the G7 and IMF in meeting these challenges amidst the new processes of regionalism now emerging. The volume has three central purposes: · to assess how and how well the G7 has addressed its core 2002 agenda of sustaining global growth, reducing poverty in Africa, and combating terrorism and its financing · to examine how the IMF has approached these issues, and related work of the G7 · to explore how the G7, IMF and other international institutions are addressing global growth and development challenges in the context of the new processes of regionalism. Pressures such as currency consolidation in Asia and economic union in Africa are studied. This book builds on previous volumes in the series with a heavy focus on the World Bank, the regional development banks and the many other international institutions that work in the field of development.

Available in PDF, EPUB and Kindle. Book excerpt: International investments are governed by three different legal frameworks: 1) national laws of both the host country and the investor's home country; 2) contracts, whether between the investor and the host country or among investors and their associates; and 3) international law, consisting of applicable treaties, customs, and general principles of law. Together, these three frameworks profoundly influence the organization, operation, and protection of foreign investments. Investors, government officials, and their legal counsel must therefore understand the complex interaction among these frameworks and how best to employ them to advance their interests. This book examines the content of each of these three legal frameworks for international investment and explores how they influence the foreign investment process and the nature of investment transactions, projects, and enterprises. The book is divided into five parts. Part I, after explaining the contemporary nature and significance of international investment, examines the theoretical and practical links between law and the investment process. Part II explores the nature of national laws regulating foreign investment. Part III considers of the various contractual frameworks for international investments, looking at their negotiation, content, and stability. Part IV sets out the international legal framework governing foreign investment, focusing on the content and nature of investment treaties and on general principles. Finally, Part V discusses how the three legal frameworks interact with each other. By comprehensively examining each of the applicable legal frameworks, this book provides a vital overview of the laws, rules, and regulations governing foreign investment for lawyers, scholars, students, and government officials.
