Book excerpt: This book explores why some members of Congress are more effective than others at navigating the legislative process and what this means for how Congress is organized and what policies it produces. Craig Volden and Alan E. Wiseman develop a new metric of individual legislator effectiveness (the Legislative Effectiveness Score) that will be of interest to scholars, voters, and politicians alike. They use these scores to study party influence in Congress, the successes or failures of women and African Americans in Congress, policy gridlock, and the specific strategies that lawmakers employ to advance their agendas.

Book excerpt: This invaluable “mentor in your pocket” by three dynamic and successful black female executives will help all black women, at any level of their careers, play the power game—and win. Rich with wisdom, this practical gem focuses on the building blocks of true leadership—self-confidence, effective communication, collaboration, and courage—while dealing specifically with stereotypes (avoid the Mammy Trap, and don’t become the Angry Black Woman) and the perils of self-victimization (don’t assume that every challenge occurs because you are black or female). Some leaders are born, but most leaders are made—and The Little Black Book of Success will show you how to make it to the top, one step at a time.

Available in PDF, EPUB and Kindle. Book excerpt: The Congressional Black Caucus (CBC) has been involved in the shaping of foreign and domestic policy issues since 1971, although it is more known for the role it has had in domestic affairs. As a minority within Congress, in order to be recognised and dealt with, the CBC has worked in coalition with other Members to achieve some of its aims. A certain pragmatism and willingness to give some leeway has been necessitous -- yet often times CBC members will risk arrest by protesting US foreign policy to call attention to its own agenda. For the most part, the issues that the Caucus has dealt with in areas of foreign policy were: (1) During the 1970's, African issues and particularly southern Africa, (2) by the 1980's, broadened to include Haiti and Haitian refugees, other Caribbean issues and defence budget. This comprehensive book shows the CBC's 25 year struggle to sway US foreign policy in order to achieve a favourable outcome of its goals. Some of the successes that the CBC is responsible for are the Rhodesia and South African sanctions, aid to Africa, as well as favourable change in Haiti. Major challenges that the CBC faces in years to come, are also discussed.

Available in PDF, EPUB and Kindle. Book excerpt: As the American election administration landscape changes as a result of major court cases, national and state legislation, changes in professionalism, and the evolution of equipment and security, so must the work of on-the-ground practitioners change. This Open Access title presents a series of case studies designed to highlight practical responses to these changes from the national, state, and local levels. This book is designed to be a companion piece to The Future of Election Administration, which surveys these critical dimensions of elections from the perspectives of the most forward-thinking practitioner, policy, advocacy, and research experts and leaders in these areas today. Drawing upon principles of professionalism and the practical work that is required to administer elections as part of the complex systems, this book lifts up the voices and experiences of practitioners from around the country to describe, analyze, and anticipate the key areas of election administration systems on which students, researchers, advocates, policy makers, and practitioners should focus. Together, these books add to the emerging body of literature that is part of the election sciences community with an emphasis on the practical aspects of administration.

Book excerpt: Devolution and Black State Legislators examines whether black state legislators can produce qualitative gains in the substantive representation of black interests. Once a battle cry by southern conservatives, "new federalism" has shifted power from Washington to the respective state governments and, ironically, has done so as black state legislators grow in number. Tyson King-Meadows and Thomas F. Schaller look at the debates surrounding black political incorporation, the tradeoffs between substantive and descriptive representation, racial redistricting, and the impact of black legislators on state budgetary politics. They situate contemporary constraints on black state elites as the union of macro- and micro-level forces, which allows for a reconsideration of how the idiosyncrasies of political, economic, and geographic culture converge with the internal dynamics of state legislative processes to produce particular environments. Interviews with black legislators provide valuable insights into how such idiosyncrasies may deprive institutional advancement—committee assignments, chairmanships, and party leadership positions—of the influence it once afforded.
