Book excerpt: Reparation for victims of gross and systematic human rights violations is a contemporary issue gaining increased attention in both national and international politics. Post-conflict societies have to face the legacies of the dark past and dealing with a large group of victims is one of them. Transitional justice mechanisms trying to cope with the past should not overlook the issue of reparation. This research demonstrates how reparation for victims of gross and systematic human rights violations differs from reparation for isolated violations. The Rwandan case study unveils the role of victim organisations in and the competition and politicisation of the reparation debate. Although reparation for victims is a crucial element in transitional justice, it becomes clear that the way in which the reparation debate unfolds does not necessarily contribute to the peaceful future of a post-conflict society. This study argues that remedying the process and debate of the search for reparation will lead to an improved and more constructive reparation policy. Heidy Rombouts is a legal and social scientist (1997, Master of Laws; 1999, Master in Social and Political Sciences, Catholic University of Leuven). In 2004 she obtained a PhD degree in Social and Political Sciences at the University of Antwerp for her research on victim organisations and the politics of reparation. For several years she has been conducting research on transitional justice, human rights and post-conflict situations, including extensive field research in South Africa and Rwanda.

Available in PDF, EPUB and Kindle. Book excerpt: There has been a great deal of continuity in the political evolution of Rwanda and Burundi since 1997. Its regional impact has been felt even more, especially in Rwanda. Although civil war is still ravaging that country, in Burundi the search for a political solution is moving at a snail's pace, through the dual process of political partnership within the country and the Arusha negotiations. The regime in Rwanda continues to favor the military option, which, has met with some success following the second intervention in the Congo and the regroupment of an important section of the population in the Northwest. In Burundi, the political landscape remains divided, even fragmented, but in Rwanda the RPF has reinforced its grasp on a tightly controlled system, notably through the destruction of the MDR. Cohesion within the RPF, however, is by no means guaranteed. At the political level, the system in Burundi is undoubtedly more inclusive than that of Rwandan regime, whose base continues to shrink. While Rwanda has opted for the path of almost absolute control, Burundi continues its quest for political solutions in Burundi, is fragile and success is far from guaranteed. In August 1998, Rwanda reaffirmed its ambitions as a regional military power. Even more than in 1996-1997, the Congolese operation opens up access to resources that not only help finance the war, but also enrich scertain political and military actors in Kigali. Although the Burundian army has also become involved in the Congo, its ambitions seem more limited. Furthermore, the regional alliances have become clearer and more visible, which does not necessarily mean that they are stable.

Book excerpt: This book helps to better understand how the interaction between local and international peacebuilding actors influences the outcomes of their programs. Based on the case study of Ituri in the Democratic Republic of Congo, it analyses the relationships between local and international peacebuilding actors over the long term and assesses ways to overcome the obstacles to more cooperative partnerships. Focusing on perceptions, the book nuances existing definitions of war, peacebuilding and peace and allows for a more comprehensive understanding of conflict contexts. Thereby, it contributes to the literature on peacebuilding effectiveness and makes concrete suggestions for translating these findings into practice.

Available in PDF, EPUB and Kindle. Book excerpt: This volume investigates the impact of a new brand of transnational terrorism and political violence produced by radical Islamist groups from the Maghreb on the regional security dynamics. It describes the causes of the problems and the strategies devised by European and North African states in order to address it and details the successes and failures of co-operation between states and society on both shores of the Mediterranean. Investigating the grand security strategies that have been devised for the Mediterranean after the Cold War and after 9/11, the contributors focus on the role of police and military apparati in securitizing the new threats that have become prominent after 9/11, and the unintended consequences of these strategies. In addition, the contributors analyze the relationship between Islamist groups, the state and society and highlight some key causes of political violence and radicalism. They outline how a better use of the law, migration, and intercultural dialogue might provide useful alternatives or complements to the mostly securitarian strategies that are currently dominant in the region.

Available in PDF, EPUB and Kindle. Book excerpt: This unique and timely publication is the first such Catalog to be produced in over 100 years. The last full survey of the taxonomy of the world fauna of the Order Scorpiones was by Karl Kraepelin in 1899 - Scorpiones und Pedipalpi. Das Tierreich. Herausgegeben von der Deutschen Zoologischen Gesellschaft. Berlin. Since then, the sheer number of known species and subspecies has increased more than fourfold, and the classification of scorpions has been greatly transformed at both the generic and familial levels. This new Catalog brings together under one cover an enormous amount of difficult-to-locate information on scorpion nomenclature, biogeography, distribution and phylogeny, published before and after Kraepelin's time. It is of special interest because of the unique status that scorpions currently enjoy as models for the study of evolutionary biology, ecology, toxicology, and physiology. The Catalog is much more than a checklist - it is an annotated, organized compendium of the status of the entire field of Scorpion Taxonomy at the beginning of the New Millennium, by authoritative and critical researchers working in the field. The authors have coordinated and collaborated extensively to make this a fully integrated work. The utility of the Catalog is enormously enhanced by the inclusion of much greater detail than other animal catalogs, including type data, tracing of full synonymies of all names, clarification or critical discussion of known nomenclatural problems, comprehensive cross index, and notes on biogeography and phylogeny.

Available in PDF, EPUB and Kindle. Book excerpt: The Rwandan genocide sparked a horrific bloodbath that swept across sub-Saharan Africa, ultimately leading to the deaths of some four million people. In this extraordinary history of the recent wars in Central Africa, Gerard Prunier offers a gripping account of how one grisly episode laid the groundwork for a sweeping and disastrous upheaval. Prunier vividly describes the grisly aftermath of the Rwandan genocide, when some two million refugees--a third of Rwanda's population--fled to exile in Zaire in 1996. The new Rwandan regime then crossed into Zaire and attacked the refugees, slaughtering upwards of 400,000 people. The Rwandan forces then turned on Zaire's despotic President Mobutu and, with the help of a number of allied African countries, overthrew him. But as Prunier shows, the collapse of the Mobutu regime and the ascension of the corrupt and erratic Laurent-Désiré Kabila created a power vacuum that drew Rwanda, Uganda, Angola, Zimbabwe, Sudan, and other African nations into an extended and chaotic war. The heart of the book documents how the whole core of the African continent became engulfed in an intractible and bloody conflict after 1998, a devastating war that only wound down following the assassination of Kabila in 2001. Prunier not only captures all this in his riveting narrative, but he also indicts the international community for its utter lack of interest in what was then the largest conflict in the world. Praise for the hardcover: "The most ambitious of several remarkable new books that reexamine the extraordinary tragedy of Congo and Central Africa since the Rwandan genocide of 1994." --New York Review of Books "One of the first books to lay bare the complex dynamic between Rwanda and Congo that has been driving this disaster." --Jeffrey Gettleman, New York Times Book Review "Lucid, meticulously researched and incisive, Prunier's will likely become the standard account of this under-reported tragedy." --Publishers Weekly
