Book excerpt: One of the most critical challenges faced by the field of child welfare is the need to understand and respond effectively to changes in the multicultural nature of American society. This guide for human service agencies, developed by the Child Welfare League of America, is designed to assist agencies in their move toward cultural competence. Chapter 1 discusses the relevance of cultural competence to human service agencies and maintains that child welfare agencies should assess the costs and benefits of integrating cultural competence into their programs and reach consensus as to why an integrated comprehensive approach is the best way to ensure that cultural competence becomes part of the organizational culture. Chapter 2 describes past approaches to addressing cultural differences and outlines the struggles of African Americans, Native Americans, and Hispanic/Latinos in the child welfare system. Chapter 3 identifies barriers to and benefits of a culturally competent organization. Chapter 4 discusses the advantages of organizations incorporating cultural competence as an integral part of their strategic plan. Chapter 5 deals with the self-evaluation by agencies regarding their goals in integrating cultural competence into their organizational culture and operations. Chapter 6 discusses the development of an action plan. Chapter 7 describes the steps in the processes of organizational change and behavioral change. Chapter 8 addresses ways that agencies can enhance their relationship with the community, while chapter 9 suggests ways that agencies can practice cultural competence among staff. The guide concludes with a listing of available resources. Each chapter contains references. (KB)

Available in PDF, EPUB and Kindle. Book excerpt: Cultural competency is an issue that is becoming increasingly more important as thousands of people come to this country every year. Because of widely different social mores, living conditions, traditions, personal beliefs, and practices of clients, health professionals in all specialties are finding it difficult to communicate effectively with the members of the diverse racial and ethnic groups that come to them for help. To give health and human services professionals the necessary training, material on cultural competency has been mandated in several different curricula, yet appropriate pedagogical material remains relatively rare. This pioneering volume presents the latest information and techniques for improving cultural competency in the delivery of health, social, and human services to ethnic and racial minority groups in the United States. Special attention is paid to the importance of understanding the social and culture backgrounds of clients when assessing diagnosis of policy and economic issues, which are rarely examined in this context. Notable for its combination of theory and practice, which will be invaluable for both professionals and students, this book also includes material on cultural competency within such special populations as the mentally ill, the elderly, children, and families.

Book excerpt: This volume examines existing research documenting racial disproportionality and disparities in child welfare systems, the underlying factors that contribute to these phenomena and the harms that result at both the individual and community levels. It reviews multiple forms of interventions designed to prevent and reduce disproportionality, particularly in states and jurisdictions that have seen meaningful change. With contributions from authorities and leaders in the field, this volume serves as the authoritative volume on the complex issue of child maltreatment and child welfare. It offers a central source of information for students and practitioners who are seeking understanding on how structural and institutional racism can be addressed in public systems.

Book excerpt: Multiculturalism in Western countries continues to grow, but responsiveness to it with culturally sensitive research, policy and practice has been slower to develop. This lag could be accused of enabling institutional racism – that is, culturally insensitive practices and policies can cause or perpetuate harm to non-mainstream children and families, the very thing that child protection systems are set up to address. Thus, it is critical that the field has a resource that clearly and comprehensively outlines the characteristics of cultural competency in the child protection system when working with ethnic minorities and across both mainstream and non-mainstream cultures, so as to equally protect the safety of all children. Unlike previous research, this book addresses discrete and relevant practice issues - how to work effectively with interpreters, whether or not to match caseworkers and clients based on ethnic background and what to consider when making plans for children in the out-of-home-care (OOHC) system - with best practice guidelines. This book will be required reading for all social work students, academics and practitioners whose work engages with issues of cultural competency.

Available in PDF, EPUB and Kindle. Book excerpt: Children in immigrant families represent nearly one-fourth of all children living in the United States. As this population of children has increased, so has their representation among children involved in child welfare and related systems. Once immigrant families come to the attention of these systems, they often have multiple and complex needs that must be addressed to ensure children’s safety and well-being. Culturally competent practice with Latino, Asian, and African immigrants requires that professionals understand the impact of immigration and acculturation on immigrant families to conduct adequate assessments and provide interventions that respond appropriately to their needs. Professionals also need to be familiar with federal and state policies that affect immigrant families and how those policies may affect service delivery. At the system level, child welfare agencies need to educate and train a culturally competent workforce that responds appropriately to children and families from diverse cultures. This book addresses these critical issues and provides recommendations for the development of culturally competent assessment, intervention, and prevention activities in child welfare agencies. This information can be used as a resource by child welfare administrators, practitioners, and students to improve the child welfare system’s response to immigrant children and families and promote culturally competent practice. This book was published as a special issue of the Journal of Public Child Welfare.
