Book excerpt: Angola's civil war was the longest and bloodiest in Africa. Once the battleground for a proxy war between the Cold War superpowers, the country was supposed to become a model for a smooth transition from armed conflict to democracy. The government, previously backed by the Soviet Union and Cuba, and the UNITA rebels, who once enjoyed American and South African support, would exchange bullets for ballots - but it all went wrong ... UNITA's Jonas Savimbi rejected his defeat in the country's first ever free elections and plunged Angola back into war. The international community could only wring its hands, eventually negotiating a fragile new peace agreement. For millions of Angolans, however, the effects of a quarter of a century of violence have proved to be more enduring than the taste of peace.

Book excerpt: China's engagement in Africa is generally portrayed simply as African countries being exploited for their mineral wealth by a wealthy political and economic superpower. Is this always the case? Certain African countries have been able to use China's involvement in the region to grow their economies and solicit renewed interest from previously disengaged foreign powers by using their relationship with China to bolster their political capital. In this thought provoking and original work Lucy Corkin demonstrates how Angola has been amongst the most successful of African nations in this role. The concept of 'African agency' covers a wide range of different countries with very different capabilities and experiences of engaging with China. In each individual county there are a myriad of actors all with increasingly discernible agencies. Uncovering African Agency; Angola's Management of China's Credit Lines casts a fascinating new light on China's involvement with her largest African trading partner and through this shows how different African states and the governmental actors within them are able to exploit the relationship to their best advantage.

Available in PDF, EPUB and Kindle. Book excerpt: Intonations tells the story of how Angola’s urban residents in the late colonial period (roughly 1945–74) used music to talk back to their colonial oppressors and, more importantly, to define what it meant to be Angolan and what they hoped to gain from independence. A compilation of Angolan music is included in CD format. Marissa J. Moorman presents a social and cultural history of the relationship between Angolan culture and politics. She argues that it was in and through popular urban music, produced mainly in the musseques (urban shantytowns) of the capital city, Luanda, that Angolans forged the nation and developed expectations about nationalism. Through careful archival work and extensive interviews with musicians and those who attended performances in bars, community centers, and cinemas, Moorman explores the ways in which the urban poor imagined the nation. The spread of radio technology and the establishment of a recording industry in the early 1970s reterritorialized an urban-produced sound and cultural ethos by transporting music throughout the country. When the formerly exiled independent movements returned to Angola in 1975, they found a population receptive to their nationalist message but with different expectations about the promises of independence. In producing and consuming music, Angolans formed a new image of independence and nationalist politics.

Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper examines tradeoffs and opportunities for oil revenues in Angola. Angola is facing a stark trade-off between declining oil fiscal revenues over the medium term and increasing social and public investment needs. Opportunities do exist to make the most of Angola’s remaining oil reserves, whilst reducing its debt burden and building fiscal buffers. However, a sound fiscal framework for the use of oil revenues that includes a well-designed fiscal stabilization fund may be needed. Under a more active fiscal rule, public investment can be scaled up gradually, while building fiscal buffers and insulating the non-oil economy from volatile oil price movements.

Book excerpt: This open access multi-authored book presents a 'state of the science' synthesis of knowledge on the biodiversity of Angola, based on sources in peer-reviewed journals, in books and where appropriate, unpublished official reports. The book identifies Angola as one of the most biologically diverse countries in Africa, but notes that its fauna, flora, habitats and the processes that drive the dynamics of its ecosystems are still very poorly researched and documented. This 'state of the science' synthesis is for the use of all students of Angola's biodiversity, and for those responsible for the planning, development and sustainable management of the country's living resources. The volume brings together the results of expeditions and research undertaken in Angola since the late eighteenth century, with emphasis on work conducted in the four decades since Angola's independence in 1975. The individual chapters have been written by leaders in their fields, and reviewed by peers familiar with the region.

Available in PDF, EPUB and Kindle. Book excerpt: This unique two-volume reference is the most authoritative, up-to-date resource available for information and data on the most volatile civil wars around the globe since World War II. At a time when historians are devoting more and more research to conflicts within nations, Civil Wars of the World: Major Conflicts since World War II is an invaluable addition to the available resources. In two volumes, it ranges around the globe to cover the most volatile and deadly civil wars of the past 60 years, including the bloody impasses in the Middle East; devastating tribal warfare in Africa; Cold War–fueled conflicts in Eastern Europe and Asia; the seemingly unbreakable cycle of rebellion and repression in some regions of Latin America; and more. Civil Wars of the World moves country by country to describe the causes, course, and consequences of internal conflicts within each nation. Coverage includes the historical background of each country, geographic and economic factors, descriptions of rebel groups and governments (e.g., regime type, size of military, capacity), terrorism, foreign and/or intergovernmental organization (IGO) intervention (UN, foreign support for rebels), foreign aid, and prospects for peace.

Book excerpt: On the Trail of Capital Flight from Africa investigates the dynamics of capital flight from Angola, Côte d'Ivoire, and South Africa, countries that have witnessed large-scale illicit financial outflows in recent decades. Quantitative, qualitative, and institutional analysis for each country is used to examine the modus operandi of capital flight; that is, the 'who', 'how', and 'where' dimensions of the phenomenon. 'Who' refers to major domestic and foreign players; 'how' refers to mechanisms of capital acquisition, transfer, and concealment; and 'where' refers to the destinations of capital flight and the transactions involved. The evidence reveals a complex network of actors and enablers involved in orchestrating and facilitating capital flight and the accumulation of private wealth in offshore secrecy jurisdictions. This underscores the reality that capital flight is a global phenomenon, and that measures to curtail it are a shared responsibility for Africa and the global community. Addressing the problem of capital flight and related issues such as trade misinvoicing, money laundering, tax evasion, and theft of public assets by political and economic elites will require national and global efforts with a high level of coordination.
