Book excerpt: The paper uses a large survey (GSOEP) to analyze the labor market performance of immigrants in Germany. It finds that new immigrant workers earn on average 20 percent less than native workers with otherwise identical characteristics. The gap is smaller for immigrants from advanced countries, with good German language skills, and with a German degree, and larger for others. The gap declines gradually over time. Less success in obtaining jobs with higher occupational autonomy explains half of the wage gap. Immigrants are also initially less likely to participate in the labor market and more likely to be unemployed. While participation fully converges after 20 years, immigrants always remain more likely to be unemployed than the native labor force.

Book excerpt: We analyze the impact of increased immigration on employment outcomes of natives in Germany using a data set of county-level variables for the late 1980s. In order to construct more unified labor market regions, we aggregate the 328 counties to 167 larger regions. We study two measures of immigration, the change in the share of foreigners between 1985 and 1989 as well as one-year gross and net flows of immigrants to an area. In order to address the potential problem of immigrant selection into local labor markets, we condition on previous labor market outcomes, which may serve as the basis of immigrant selection. This specification allows for mean reversion in the unemployment rate, which is strong in our data set and period of study. We show that this rules out some other approaches of identifying the impact of immigration. Our results indicate no detrimental effect of immigration. We find no support for the hypothesis that the absence of displacement effects is due to a response of native migration patterns.

Book excerpt: We adopt a general equilibrium approach in order to measure the effects of recent immigration on the Western German labor market, looking at both wage and employment effects. Using the Regional File of the IAB Employment Subsample for the period 1987-2001, we find that the substantial immigration of the 1990's had no adverse effects on native wages and employment levels. It had instead adverse employment and wage effects on previous waves of immigrants. This stems from the fact that, after controlling for education and experience levels, native and migrant workers appear to be imperfect substitutes whereas new and old immigrants exhibit perfect substitutability. Our analysis suggests that if the German labor market were as 'flexible' as the UK labor market, it would be more efficient in dealing with the effects of immigration.

Schließlich verdeutlicht ihre Arbeit, dass Unterschiede in den Arbeitsmarktintegrationsprozessen zwischen Migrantinnen und Migranten, die als Single migrieren und jene, die im Familienkontext migrieren, bestehen. Aufbauend auf diesen drei Haupterkenntnissen fördert Brenzel nicht nur das Verständnis von Lohnunterschieden, sondern erweitert auch das bestehende Wissen um die Integration in den Arbeitsmarkt von oft vernachlässigten Gruppen, indem sie diese in den Vordergrund rückt.

In order to measure the effect of immigration supply shocks on individuals' labor outcomes, this paper uses economist George Borjas's "Skill-Group" approach, which divides the workforce into skill-groups determined by education and work-experience. Estimates on the basis of microdata collected by the Luxembourg Income Study in 2004, 2007 and 2010 confirm the hypothesis that immigration depressed annual wages and annual weeks worked for native German citizens. The results indicate that a 10 percent rise of the share of immigrants in the workforce would in general reduce wages of native German citizens by about 3 percent and decrease wages of incumbent foreigners by about 9 percent. Across the different model specifications the negative effect is even larger for immigrant workers and workers in the highest level of education.

First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Book excerpt: We draw on two decades of historical data to analyze how regional labor markets in West Germany adjusted to one of the largest forced population movements in history, the mass inflow of eight million German expellees after World War II. The expellee inflow was distributed very asymmetrically across two West German regions. A dynamic two-region search and matching model of unemployment, which is exposed to the asymmetric expellee inflow, closely fits historical data on the regional unemployment differential and the regional migration rate. Both variables increase dramatically after the inflow and decline only gradually over the next decade. We show that despite the large and long-lasting dynamics following the expellee inflow, native workers experience only a modest loss in expected discounted lifetime labor income of 1.38%. Per-period losses in native labor income, however, are up to four times as large. The magnitude of income losses also depends on the initial location and labor market status of native workers. In counterfactual analyses, we furthermore show that economic policy interventions that affect the nature of the immigration inflow can effectively reduce native income losses and dampen adjustment dynamics in regional labor markets. One such intervention is to distribute the inflow more evenly over time. Smaller immigration inflows, similar in magnitude to the refugee inflow that Germany is experiencing today, also reduce native income losses markedly but decrease the duration of labor market adjustment only modestly.

In this study, I implement a difference-in-discontinuities approach to examine possible adjustments in employment and working hours following the introduction of birthright citizenship for immigrant children in Germany in 2000. In particular, I compare the changes in labor market outcomes between the parents of migrant children born before and after the enactment date with those of children of mixed couples (migrants and Germans) who were unaffected by the law change. The analysis of data from the Microcensus from 2001 to 2008 suggests that mothers and fathers react differently to having a German-citizen child: While fathers' labor force participation is unaffected, I find mothers to be more likely to stay at home. By contrast, there seems to be no effect on the number of hours in the job.

The results indicate that a 10 percent rise of the share of immigrants in the workforce would in general reduce wages by less than one percent and not increase unemployment. Though the adverse effects appear stronger for less-qualified and older workers, the evidence altogether sharply contrasts that from a parallel study for the United States indicating a consistent and substantial negative impact of an immigrant labor supply shock on native competitors.
