Book excerpt: Annually, millions of tons of sediments are dredged from the US lakes and federal navigation channels to maintain the economic activity of ports and harbors. About 1.5 million cubic yards of dredged material (DM) are excavated yearly from the Western Lake Erie Basin, Ohio. After the prohibition of open water disposal of dredged material, the State of Ohio is recommending finding beneficial uses including amending farm soils. Our research investigated whether different ratios of DM amending an organic farm soil enhances the soil and corn health and crop yield. The research objectives were (1) to characterize the soil health (total organic and inorganic carbon, nutrients, bulk density) and (2) to determine crop yield and corn health (total organic carbon, nutrients, above and below biomass weight). Our soil blends consisted of 100% farm soil, 100% DM, 95% farm soil/5% DM, 90% farm soil/10% DM, and 80% farm soil/20% DM. Our results indicated that as the DM ratio increased, the cation exchange capacity, soil calcium, and total organic carbon content also increased, but the bulk density, TN, and TP in the soil decreased. The above and below corn biomass weights were higher as the DM ratio increased. The highest corn yield was observed in 100% DM. These findings demonstrate that DM has the potential to be used as an agricultural farm soil substrate.

The first of two sections of this report analyzes information on the amount of sediments delivered to Lake Erie and discusses historical trends in sediment yield. There are two primary sources of data: (1) measurements of suspended sediment load made in some of the tributary rivers and (2) analyses of shoreline erosion and sedimentation rates in Lake Erie. These lead to a subsequent analysis of the sediment budget. Since the loading of contaminants to the lake is manifested by sedimentation, results are presented of analyses of contamination inputs from bottom coring. Trends in precipitation, runoff, and lake levels have been analyzed and are presented followed by the calculation and tabulation of the average surface water runoff to Lake Erie. The second section of the report deals primarily with the sources and inputs of the two nutrients, phosphorus and nitrogen, to Lake Erie. There is little specific information on those inputs, and, therefore, information has been assembled from other locations on the sources of these nutrients. The historical growth in population in the Lake Erie Basin has also been traced.

Book excerpt: Despite decreases in the external loading of phosphorus to Lake Erie over the past thirty years the ecological health and water quality of the lake show no improvements. This study was undertaken to evaluate the quantitative significance of internal recycling of phosphorus to the lake water. Cores were collected from both the western and central basins of Lake Erie and analyzed for their pore water and solid composition. Post depositional degradation of organic matter can be identified by the disappearance of oxygen and sulfate coupled with high concentrations of iron and manganese in the upper few centimeters of the cores and increased concentrations of ammonium and bicarbonate down core. These concentrations enabled biogeochemical modeling of the chemical fluxes from the sediments to the overlying water. A mass balance method, outlined by DiTorro (2001), was used along with a Fickian diffusion model to calculate the contributing flux of phosphorus from the sediment to the water. It was found that the flux at station 91M when scaled to the entire western basin could account for 24 percent or more of the target load of phosphorus set for all of Lake Erie.

Disposal sites contained more gravel and sand compared to control areas. Numerous macrofaunal and meiofaunal animals were found at all of the sites. In general, control sites contained more macrofaunal animals and species while the disposal sites were richer in meiofaunal. Substrate type and variety, which was influence by the disposal events, determined which animals were found where. None of the sites were devoid of animals and there was no indication that sediment contaminants affected benthic communities at the disposal sites. There were no difference in mercury or cadmium concentrations in sediment samples from the various sites. Samples taken at the Elliot Bay disposal site revealed that the disposal mound, created in 1975-1976, was still present and had stabilized physically and chemically. The mound area contained more animals that the surrounding bottom areas. Bivalves and polychaetes were the dominant animals than the surrounding disposal site. The numbers of these animals at the site increased from 1976 to 1979-1980. Sediment at the center of the disposal site contained polychlorinated biphenyls (PCB); however, other areas of Elliot Bay, removed from the dredges material mound, also contained PCB at concentrations similar to those observed at the site. Some animals taken from the disposal mound contained PCB at levels slilghtly higher than sediment levels which were in the 2.0- to 3.0-ppm range.

The Collaborative is intended to advance efforts toward the proposed nutrient reduction targets put forth in the Great Lakes Water Quality Agreement (GLWQA). This will be done through the development of this Implementation Framework (Framework), ahead of the formal timeline for completing a state Domestic Action Plan (DAP) as set forth in the GLWQA. The Collaborative will focus on the western basin watersheds of the Maumee, Portage and Toussaint rivers and the Sandusky River. The GLWQA through the Domestic Action Plan will include the Central Basin tributaries of the Huron and Cuyahoga rivers, but these will not be addressed in detail in this Framework.
