Available in PDF, EPUB and Kindle. Book excerpt: We combine the strengths of structural models and natural experiments in the analysis of tax-benefit reforms in the Netherlands. First we estimate structural discrete-choice models for labour supply. Next we simulate key past reforms and compare the predictions of the structural model with the outcomes of quasi-experimental studies. The structural model predicts the treatment effects well. The structural model then allows us to conduct counterfactual policy analysis. Policies targeted at working mothers with young children generate the largest labour supply responses, but generate little additional government revenue. Introducing a at tax, basic income or joint taxation is not effective.

Available in PDF, EPUB and Kindle. Book excerpt: In order to analyze the economic effects of various policy proposals for reforming the welfare state a model has been developed called MIMIC. The structure of this model is presented in the first part of this book. The model combines various modern labour market theories with a detailed description of relevant labour market institutions in an applied general equilibrium context. The second part of the volume contains an elaborate presentation of the simulation results of MIMIC, such as various tax policies, a reduction in benefits or the official minimum wage, individualization of the tax and social security system and the introduction of negative income tax. The model has proved to be a unique instrument for policy evaluation for the Netherlands.

This collection is particularly important because it presents a history of modeling applications and examines competing points of view. Presents coherent summaries of CGE theories that inform major model types Covers the construction of CGE databases, model solving, and computer-assisted interpretation of results Shows how CGE modeling has made a contribution to economic policy

Book excerpt: The papers in this volume analyse the role of European tax and benefit systems in incentives to create and take up jobs. The first section provides an overview of the issues relating to the trade-off between equity and efficiency. The second section describes the burden of taxation and the generosity of the welfare system in Europe. Part three examines how to evaluate the effects of tax and welfare reforms and the final section looks at ways that tax can be used to deal with some structural problems. The papers show that European policy makers face tough choices and that reforms are costly, with complex trade-offs.

Book excerpt: This paper analyses economic implications and the transmission mechanisms of different options for creating and using fiscal space. For creating fiscal space, we consider prioritizing expenditures, raising revenue, and scaled-up aid. Fiscal space is used for increasing health and education spending, infrastructure spending, or both. The analysis takes place within the World Bank's MAMS model, which is a multisectoral real computable general equilibrium model that incorporates the Millennium Development Goals. The model has been calibrated for Burkina Faso, which serves as an illustrative country example. Some of the key results are that absorbing a more educated labor force requires fundamental structural change in the economy; increasing health and education spending can face sizeable capacity constraints; and infrastructure spending has a positive effect on growth as well as education and health outcomes.
