Book excerpt: A sample handling and analysis method was developed for the identification of chemical warfare agents (as intact compounds or as their hydrolysis products) in samples suspected to contain either chemical or biological warfare agent contamination. The method, based on aqueous extraction, autoclaving of the aqueous extract and LC-ESI-MS analysis was evaluated using three soil samples spiked at the 80 microgram/g level with triethyl phosphate, isopropyl methylphosphonic acid or thiodiglycol. All three compounds were readily extracted and identified following LC-ESI-MS, with triethyl phosphate undergoing some hydrolysis during the autoclaving procedure. This sample handling and analysis method for soil (or other) samples will form a cornerstone of the chemical/biological warfare agent identification strategy being developed at DRDC Suffield to meet National commitments.

Numerous wipe sampling methods exist, and each method has its own specification for the type of wipe, wetting solvent, extraction procedure, and determinative step to be used, depending upon the contaminant of concern. Wipe sampling methods for the purposes of analytical determination of surface contamination largely do not exist for compounds of interest to the homeland security community. The goal of the project is to provide a wipe sampling method or methods and associated method performance data for collecting selected chemical warfare agents (CWAs), CWA degradation products, and toxic industrial chemicals from five types of surfaces (laminate, galvanized metal, bare wood, industrial carpet, and painted concrete). The objective of this testing and quality assurance plan is to present procedures for testing, which will include documenting the performance of the methods at or below residential risk-based cleanup goals. Testing will be conducted under the U.S. Environmental Protection Agency's National Homeland Security Research Center's Technology Testing and Evaluation Program. Note that an addendum has been added to this document as an appendix which addresses modifications to this plan which were made after the start of testing.

The participants and speakers to the NATO-Russia advanced research workshop on the “Ecological Risks Associated with the Destruction of nd th Chemical Weapons”, hosted by the University of Lüneburg on 22 - 26 October, 2003, therefore, came from many different parts of the world. Of the eight countries represented at the workshop, two were ex-Eastern- Block, and six were Western countries. Yet the West was by no means overrepresented. On the contrary, the Russian expert-speaker contingent, with 33 participants, did justice to the size of their country – and to their chemical-weapons problem – and provided the majority of active participants.
