Large quantities of energy are required to move, purify, heat, and pressurize water, while large volumes of water are necessary to extract primary energy, refine fuels, and generate electricity. This relationship, commonly referred to as the energy-water nexus, can introduce vulnerabilities to energy and water services when insufficient access to either resource inhibits access to the other. It also creates areas of opportunity, since water conservation can lead to energy conservation and energy conservation can reduce water demand. This dissertation analyzes both sides of the energy-water nexus by (1) quantifying the extent of the relationship between these two resources and (2) identifying strategies for synergistic conservation. It is organized into two prevailing themes: the energy consumed for water services and the water used in the power sector. In Chapter 2, a national assessment of United States' energy consumption for water services is described. This assessment is the first to quantify energy embedded in water at the national scale with a methodology that differentiates consistently between primary and secondary uses of energy for water. The analysis indicates that energy use in the residential, commercial, industrial, and power sectors for direct water and steam services was approximately 12.3 quadrillion BTU or 12.6% of 2010 annual primary energy consumption in the United States. Additional energy was used to generate steam for indirect process heating, space heating, and electricity generation. Chapter 3 explores the potential energy and emissions reductions that might follow regional shifts in residential water heating technologies. Results suggest that the scale of energy and emissions benefits derived from shifts in water heating technologies depends on regional characteristics such as climate, electricity generation mix, water use trends, and population demographics. The largest opportunities for energy and emissions reductions through changes in water heating approaches are in locations with carbon dioxide intensive electricity mixes; however, these are generally areas that are least likely to shift toward more environmentally advantageous devices. In Chapter 4, water withdrawal and consumption rates for 310 electric generation units in Texas are incorporated into a unit commitment and dispatch model of ERCOT to simulate water use at the grid scale for a baseline 2011 case. Then, the potential for water conservation in the power generation sector is explored. Results suggest that the power sector might be a viable target for cost-effective reductions in water withdrawals, but reductions in water consumption are more difficult and more expensive to target.

The report’s goal is to define the core elements of an integrated systems-based modeling approach that is generalizable, flexible, and geographically portable for a range of FEW nexus applications. The report includes a detailed conceptual framework for assessing the economic value of water across the FEW nexus and a modeling framework that explicitly represents the connections and feedbacks between hydrologic systems (e.g., river and stream networks) and economic systems (e.g., food and energy production). The modeling components are described with examples from existing studies and applications. The report concludes with a discussion of current limitations and potential extensions of the hydro-economic methodology.

Some of these sources of energy may also negatively affect water quality. In addition, developing oil and gas resources can produce wastewater-known as "produced water"-that must be managed or treated. Conversely, significant amounts of energy are needed to extract, transport, treat, and use water in urban areas.GAO was asked to identify key energy-water nexus issues that Congress and federal agencies need to consider when developing and implementing national policies for energy and water resources. To conduct this work, GAO systematically reviewed its five reports to identify key nexus issues. GAO also used a content analysis of related literature and interviews with specialists to validate these themes.What GAO RecommendsGAO is recommending that DOE take the actions necessary to establish a program to address the energy-water nexus, with involvement from other federal agencies, as described in the Energy Policy Act of 2005. Better understanding of the whole set of interconnections, trade-offs, crossed efficiencies and synergies between the WEF systems to better inform decision makers on technical choices and best strategies; 2. More concise and harmonized conceptual and analytical frameworks for the Nexus Approach, as well as formulas to deal with complexity and guide implementation; 3. More and better quality data, particularly on availability and use of surface and especially groundwater resources, impacts of hydropower on aquatic ecosystems, water use, consumption and impacts by the energy sector, among others; 4. Need for harmonized tools and methodologies for water and energy accounting; 5. Applied case studies to identify and account for trade-offs in the local contexts; 6. Policy and regulatory coordination; and 7. Social awareness and communication around the nexus (Rodríguez et al., 2013; Hoff, 2011). Born on the eve of 2014, the United Nations’s International Year for Water & Energy, this Phd research aims to contribute to fill some of these gaps by focusing on three research objectives: 1. Tracking down and clarification of nexus trends at a global scale; 2. Discussion on the WEF nexus concept and proposal of a methodology to conduct regional assessments; 3. Elaboration of applied case studies to analyse relevant WEF nexus related problems, particularly the accountability of WEF nexus trade-offs, the analysis of impacts and contributions from hydropower, and the analysis of potential implications for water security of hydraulic fracturing. The first objective is addressed through an in depth study of the main drivers influencing the WEF nexus, together with the most important trends and current research lines. This analysis is complemented by a prospective exercise to explore the future evolution of selected variables with particularly high levels of uncertainty. It consists of a Delphi survey gathering the visions and contributions from Spanish experts on the topic. The results indicate the importance of technology innovation and transfer as the main conditioning factors to achieve energy and water security. In terms of energy, biofuels and shale gas are perceived as the energies with highest potential impacts on water quantity and especially on water quality...
