Through this analysis, the need for a designed and deliberate Army UGV strategy is identified and recommendations for inclusion in the strategy are proposed.

However, it is clear that these technologies will enable military forces to use aerospace power more efficiently, which means at lower cost and with less risk to the humans who pilot aircraft. The broader question is the wisdom of using unmanned aerial vehicles for employing lethal force, and in particular which air power missions are best accomplished by uninhabited, piloted, and autonomous vehicles. The corollary is to examine the essential roles of human pilots or operators in aerospace operations in the twenty-first century. Since it is common to draw distinctions between vehicles with an on-board pilot, vehicles with off-board operators, and autonomous vehicles, this study explores the essential role of pilots and contrasts it with the roles of remotely piloted and autonomous vehicles. The assumption is that piloted, remotely piloted, and autonomous vehicles have advantages and disadvantages in military operations, and that these vary in strategic significance for different levels of conflict. Since it is essential for the U.S. defense establishment to consider the strategic and technological implications of these types of aerial vehicles, this study is devoted to addressing the issues raised by the new generation of aerial vehicles.

Book excerpt: The Weapons Analysis Branch, Ballistics and Weapons Concepts Division, Weapons and Materials Research Directorate of the U.S. Army Research Laboratory (ARL) built a multi-body engineering-level model of the unmanned ground vehicle platform used in the Office of the Secretary of Defense Demo III Robotics program during fiscal years 2000 and 2001. The intended role of the autonomous robotic vehicle was to be a technology demonstrator to assess the possibility of an unmanned vehicle performing the armor scout mission. The unaided vehicle would travel ahead of the troop section and provide scout reconnaissance without the need for placing a human being into a hostile environment. The vehicle platform used as the basis for the model was the experimental unmanned vehicle (XUV) developed and built by General Dynamics Robotic Systems (GDRS). The XUV is a four-wheeled, Ackerman-steered, all-wheel-drive autonomous vehicle that is approximately 10 feet long, 5 feet wide, and 4 feet high and has a curb weight of=3000 pounds. The XUV uses a four-cylinder, 78-hp diesel engine that powers a four-wheel hydraulic drive system. A computer model of the XUV was subsequently developed as a further extension of the modeling tools used for analyzing robotic vehicle off-highway mobility and chassis dynamics and to further enhance the fidelity of battlefield simulations in which these vehicles are employed. The XUV is shown in Figure 1 and the XUV with revised body structure is shown in Figure 2.

This development is part of the Human Robotics Interaction Army Technology Objective in which soldier workload models of individual systems are being developed with the intent of integrating them into one all-encompassing model. This Improved Performance Integration Research Tool (IMPRINT) model will enable the investigation of individual to overall workload and will examine how these soldier-systems can effectively combine their efforts to more efficiently accomplish a mission. FCS FoS will rely heavily on unmanned systems such as unmanned ground vehicles and unmanned aerial vehicles (UAVs) to assume such roles as intelligence gatherer, perimeter security, vehicle reconnaissance, reconnaissance and surveillance for initial entry forces, call for fire, battle damage assessment, etc. In fact, at least 11 types of UAVs were committed to Operation Iraqi Freedom, demonstrating the current need for the capabilities within a commander's arsenal, a model of operator workload was developed for the Raven small UAV (SUAV). This project describes the detailed task analysis used to build an IMPRINT model and the initial model runs for determining the workload associated with operating the Raven SUAV with a two-person team.

Book excerpt: The development of inexpensive small unmanned aircraft system (sUAS) technologies and the growing desire of hobbyists to have more and more capability have created a sustained sUAS industry, however these capabilities are directly enabling the ability of adversaries to threaten U.S. interests. In response to these threats, the U.S. Army and other Department of Defense (DoD) organizations have invested significantly in counter-sUAS technologies, often focusing on detecting radio frequency transmissions by sUASs and/or their operators, and jamming the radio frequency command and control links and Global Positioning System signals of individual sUASs. However, today's consumer and customized sUASs can increasingly operate without radio frequency command and control links by using automated target recognition and tracking, obstacle avoidance, and other software-enabled capabilities. The U.S. Army tasked the National Academies of Sciences, Engineering, and Medicine to conduct a study to address the above concerns. In particular, the committee was asked to assess the sUAS threat, particularly when massed and collaborating; assess current capabilities of battalion-and- below infantry units to counter sUASs; identify counter-sUAS technologies appropriate for near- term, mid-term, and far-term science and technology investment; consider human factors and logistics; and determine if the Department of Homeland Security could benefit from DoD efforts. This abbreviated report provides background information on the full report and the committee that prepared it.
