Information is provided on the current and proposed state of the practice in North America. This synthesis describes the state of the art with respect to preferential treatment for HOVs on highways. This report of the Transportation Research Board provides information on long-distance facilities, such as barrier-separated, concurrent-flow (separated and nonseparated), and contraflow facilities, as well as on short-distance facilities, such as queue by-pass lanes. Planning, design, and operational features of each treatment are described. The issues and operating results are described, and specific case studies are included.

Book excerpt: Traffic characteristics intrinsic to contiguous and buffer-separated High-Occupancy Vehicle (HOV) facilities are explored by examining flow-density-speed relations with respect to intervening effect from the adjacent general purpose (GP) lane. Detector data are collected from multiple locations and systematically filtered to form well-defined relations among flow, density and speed that characterize traffic stream in the HOV lane. Analysis outcomes of the collected data indicate different patterns of flow-density-speed relations for contiguous and buffer-separated HOV lanes. The data from the contiguous HOV lanes exhibit relationships as a function of the adjacent GP-lane speed while those in the buffer-separated HOV lanes are rather independent of the adjacent GP-lane speed. Implications are drawn for capacity and speed of HOV lanes and documented in this paper. These findings are confirmed by comparative analysis of pre- and post-conversion of HOV configurations, from buffer-separated to contiguous, in a real freeway site.

Book excerpt: This thesis focuses on the operational analysis, evaluation, and comparison between freeways with limited access HOV (High Occupancy Vehicle) lanes and those with continuous access HOV lanes. The study site is the SR-55 and SR-57 freeways in Orange County, California, which are managed by Caltrans District 12. The study focuses on a comparison of before and after volume-occupancy traffic-flow fundamental diagrams and the parameters derived from these diagrams. Determining critical occupancy and critical volume--both of which have heretofore been subjective due to noisy data and subject to traffic engineers' experience--is crucial to this analysis. To both remove the data collection labor and subjectivity associate with quantifying critical occupancy and volume, a Bayesian approach is proposed to develop a tool to systematically find the critical occupancy and critical volume by Markov chain Monte Carlo methods combined with piecewise linear regression. This research found two main results. First, freeway's performance after conversion from limited-access HOV facility to continuous-access HOV facility is uncertain. For the two study sites, SR-55 performed better, but SR-57 performed worse after conversion. Second, a common characteristic for the continuous-access HOV facility is that the shockwave speed became faster with conversion, which may cause the slow-down area in the upstream to be more extensive.

Book excerpt: The purpose of this document is to provide information useful to States as they plan, design, operate, and manage HOV facilities. It is intended to be non-binding and should be construed as a rule of general applicability. This document provides examples for States to follow in evaluating proposed significant changes to the operation of an HOV lane, to include conversion of an HOV lane to a High Occupancy Toll (HOT) lane. The FHWA supports HOV lanes as a cost-effective and environmentally friendly option to help move people along congested urban and suburban routes. As such, FHWA regulations at 23 C.F.R. 810.102 specifically provide that HOV lanes are eligible for Federal-aid participation. In locations where existing or anticipated excess HOV lane capacity is available, conversion to a HOT lane facility is encouraged as a way to increase throughput and to provide additional travel options for drivers. As part of an overall approach to respond to increased travel demand and address traffic congestion, HOV and HOT lanes can be a practical alternative to adding more general-purpose travel lanes. The FHWA encourages the implementation of HOV or HOT lanes as an important part of an area-wide approach to help metropolitan areas address their requirements for improved mobility, safety, and productivity, while also being sensitive to environmental and quality of life issues.
