Available in PDF, EPUB and Kindle. Book excerpt: The question of whether political, fiscal, and administrative decentralization improves government effectiveness is hotly debated among researchers and policy makers. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.

It also presents aspects of the 2011 and 2015 general elections, while discussing the state of democratic consolidation, and lessons learned for achieving good governance in the country. It is indeed, a must read for students of politics, academics, politicians, statesmen and policy makers, and in fact, stakeholders in the Nigerian democracy project. The book stands out as a well-researched and rich documentary material about elections in Nigeria, and the efforts so far made in growing democracy.

Available in PDF, EPUB and Kindle. Book excerpt: The growth of what some academics refer to as 'the policy analysis movement' represents an effort to reform certain aspects of government behaviour. The policy analysis movement is the result of efforts made by actors inside and outside formal political decision-making processes to improve policy outcomes by applying systematic evaluative rationality to the development and implementation of policy options. This volume offers a comprehensive overview of the many ways in which the policy analysis movement has been conducted, and to what effect, in Canadian governments and, for the first time, in business associations, labour unions, universities, and other non-governmental organizations. Editors Laurent Dobuzinskis, Michael Howlett, and David Laycock have brought together a wide range of contributors to address questions such as: What do policy analysts do? What techniques and approaches do they use? What is their influence on policy-making in Canada? Is there a policy analysis deficit? What norms and values guide the work done by policy analysts working in different institutional settings? Contributors focus on the sociology of policy analysis, demonstrating how analysts working in different organizations tend to have different interests and to utilize different techniques. They compare and analyze the significance of these different styles and approaches, and speculate about their impact on the policy process.

Book excerpt: Recent Australian local government structural reform has manifested as council amalgamations and predominantly as imposed merger processes. This book examines council amalgamations across Australia over the past two decades and uncovers the case of council amalgamation in the NSW Clarence Valley Council (CVC) since 2004. The case of forced amalgamation of four general-purpose and two county councils could have been a recipe for chaos; instead this book describes the gains and the challenges. Writing from deep seated knowledge of local government this book details the net positive economic outcomes and financial benefits against measurable indicators and describes the impacts on local democracy. Based on detailed research, this long term local government ‘insider’ perspective will be of value to all those interested in driving change through local government reform.

Book excerpt: A 'non-election' in terms of popular perception, the 2004 European elections in the United Kingdom nevertheless provided a fascinating snapshot of the new, far more fluid electoral trends that have been emerging since the end of the Thatcher era, with Green, Eurosceptical, regional and single issue parties all jostling for electoral space with the bigger three. Like its predecessors, this book documents the background, framework and party preparations; recounts how the campaign unfolded; analyses the results and explores the consequences of the elections in both the British and the European context.
