Available in PDF, EPUB and Kindle. Book excerpt: This book analyses local school district governance in a comparative, cross-cultural perspective based on national studies of local school boards in the Nordic countries, Denmark, Finland, Norway and Sweden. The overarching research question explored by the national studies contained in this volume is: How are transnational influences of standardization and accountability, alongside national policies, transformed into local policy cultures by the school boards? In all the Nordic countries, the municipalities are equivalent with the school district level, and municipalities, as such, play a role as the interface between state policies and the schools. This book discusses the variation across different national systems in the Nordic countries in the degree of decentralism, as well as the processes through which sources of political autonomy are put into practice by school boards. It explores the interplay between context and policy-making at the local level, and analyses how local discourses expressed by school boards differ from national policies and trans-national influences. The book’s analysis of the country-cases and thematic chapters shows that there are both important similarities and significant differences in governance functions, power relations and understandings of school board chairs and members between the countries studied. Moreover, the book analyses the many ways in which these similarities and differences affect the work context of school leaders and teachers in the Nordic countries.

Available in PDF, EPUB and Kindle. Book excerpt: Every school board adopts a unique governing style which affects the way the district is managed. This book identifies some of those styles and examines their potential impact on district administration, and ultimately on student achievement. The book also clarifies the role of school boards in unequivocal terms, discusses board-superintendent relations, and offers several recommendations and critical takeaways for education stakeholders. The author's doctoral research which gave rise to this book shows that a school board's governing style has the potential to affect educational outcomes in consequential ways, particularly in urban districts where the greatest impact was observed. A content outline for a set of professional development modules on school board governance is provided in the book, including an in depth review of the roles and responsibilities of school boards, and some case studies on board-superintendent interaction.

Available in PDF, EPUB and Kindle. Book excerpt: This position statement, coauthored by a joint committee composed of members of the American Association of School Administrators (AASA) and the National School Boards Association (ASBA), outlines a new cooperative relationship for superintendents and school boards. In light of the challenges that today's superintendents and school boards face, it is necessary that both parties examine their roles and responsibilities. This document describes the work of the joint committee, professional standards for the superintendency, and the governance role of school boards. It also highlights some societal changes that have affected public school governance and administration. Three major factors of the board-superintendent relationship include the nature of policy development and administration; the increasing influence of external factors on local district governance; and the discretionary authority granted to boards by their chief administrators. The specific responsibilities for boards and superintendents are outlined. Effective communication is identified as a key to a successful board-administrator relationship. (LMI)
