Available in PDF, EPUB and Kindle. Book excerpt: The U.S. National Airspace System (NAS) is inherently highly stochastic. Yet, many existing decision-support tools for air traffic flow management take a deterministic approach to problem solving. This study aims to focus on the random and dynamic nature of flight departure delays to provide a more ac-curate picture of the airspace traffic situation, improve the prediction of the airspace congestion, and advance the level of decision making in aviation systems. Several models were proposed in this work based on the trends and patterns demonstrated by the delays. These models show reasonable goodness of fit, robustness to the choice of the model parameters, and good predictive capabilities. They could further advance the Enhanced Traffic Management System that is currently adopted by the Federal Aviation Administration. Mathematical algorithms used in this work can be adapted to similar pro-blems in other fields. The book is addressed to professionals and researchers in Air Transportations and Statistics.

While previous works have suggested that road congestion can slow down regional development, the influence of air traffic delays on metro-level jobs has not been examined comprehensively. The present study uses a nine-year panel of quarterly data, which covers passenger airline traffic and delays at airports across urban areas in the United States. The panel also includes data on total and industry-specific employment at the metropolitan-area level. Our empirical estimates of the impact of air traffic on total employment are comparable to previously reported measures in the literature. However, we find that service-sector employment is less sensitive to air traffic than other studies suggested. We provide new evidence confirming that delays have a negative effect on employment, a finding that is robust to various specifications of our empirical model. Our results indicate that a 10 percent increase in the number of delayed flights leads to up to a 0.15 percent decrease in total and service-sector employment, a 0.47 percent decline in leisure and hospitality employment, and a 0.7 percent reduction in the employment level of goods-producing jobs.

When airline schedule disruptions occur, as a result of meteorological or technical disturbances, the entire national air transportation system can be substantially delayed. This study evaluated the feasibility of using an alternate or reliever hub to connect transfer passengers who otherwise would have flights delayed or canceled as a result of disturbances at the hub airport. The study developed criteria for selecting an alternate hub and evaluated the feasibility of using an alternate hub for the Dallas-Fort Worth International Airport. This study also developed a genetic algorithm for optimizing an alternate schedule of flights into and out of the alternate hub to minimize direct operating costs and passenger delay. Based upon a case study that used the Austin Bergstrom International Airport as an alternate hub for Dallas-Fort Worth International Airport, the research concluded that it would be feasible and profitable to construct the necessary infrastructure to operate the alternate hub in Austin.

The national airspace system will become increasingly congested over time, imposing costs of delay on passengers and regions. While transforming the current air-traffic control system to the Next Generation Air Transport. System may provide additional en route capacity, many airports will still face constraints at their runways and terminals. This report evaluated regional airport planning (RAP) in metro regions with congested airports. The report: (1) identified which airports are currently or will be significantly congested and the potential benefits of RAP; (2) assessed how regions with congested airports use RAP in decision making; and (3) identified factors that hinder or aid in the development and implementation of RAP. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a comprehensive analysis and modelling of demand, capacity, quality of services, economics, and sustainability of the air transport system and its main components - - airports, airlines, and ATC/ATM (Air Traffic Control/Management). Airports consist of the airside and landside area characterized by their capacities for handling demand such as aircraft, air passengers, and air freight/cargo shipments. Regarding spatial configuration, airlines generally operate hub-and-spoke (conventional or legacy airlines) and point-to-point (LCCs - Low Cost Carriers) air route networks. Their fleets consisting of different aircraft types provide transport capacity for serving demand including air passengers and freight/cargo shipments. The ATC/ATM includes the controlled airspace, traffic management and control facilities and equipment on the ground, space, and on board aircraft, and the ATC Controllers). They all provide capacity to handle demand consisting of the flights between origin and destination airports carried out by airline aircraft. The outcome from the interrelationships between demand and capacity at these components materializes as the quality of services. At airports and airlines this is generally expressed by congestion and delays of aircraft, air passengers, and freight/cargo shipments. At ATC/ATM, this is expressed by delays, horizontal and vertical in-efficiency, and safety of flights. Economics of each component relate to its revenues, costs, and profits from handling demand, i.e., providing services of given quality. The sustainability of air transport system has become increasingly important issue for many internal and external actors/stakeholders involved to deal with. This has implied increasing the system’s overall social-economic effects/benefits while reducing or maintaining constant impacts/costs on the environment and society at both global and regional/local scale under conditions of continuous medium- to long term growth.

Book excerpt: Modelling and Managing Airport Performance provides an integrated view of state-of-the-art research on measuring and improving the performance of airport systems with consideration of both airside and landside operations. The considered facets of performance include capacity, delays, economic costs, noise, emissions and safety. Several of the contributions also examine policies for managing congestion and allocating sparse capacity, as well as for mitigating the externalities of noise, emissions, and safety/risk. Key features: Provides a global perspective with contributing authors from Europe, North and South America with backgrounds in academia, research institutions, government, and industry Contributes to the definition, interpretation, and shared understanding of airport performance measures and related concepts Considers a broad range of measures that quantify operational and environmental performance, as well as safety and risk Discusses concepts and strategies for dealing with the management of airport performance Presents state-of-the-art modelling capabilities and identifies future modelling needs Themed around 3 sections – Modelling Airport Performance, Assessing Airport Impacts, and Managing Airport Performance and Congestion Modelling and Managing Airport Performance is a valuable reference for researchers and practitioners in the global air transportation community.
