Book excerpt: The purpose of the War Reserve Materiel Capability Assessment (WRM-CA) program, sponsored by the Air Force Research Laboratory (AFRL), is to enable the Air Force to track, assign, and greatly increase the visibility of War Reserve Materiel (WRM) around the world. Currently, there is no Air Force system to organize, collect and utilize WRM data in a way that can be advantageous to potential users. The development of the system was based on the integration and analysis of information collected from AFI 25-101, WRM Tiger Team minutes and from users at numerous bases located throughout the Continental United States (CONUS), United States Air Force in Europe (USAFE), and Pacific Air Forces (PACAF), as well as first-hand observation of the WRM processes at those bases. In addition to describing the current process, users identified process problems and improvement ideas for use in the development of WRM-CA. In some cases, the improved system was then presented back to the users for their review and verification to ensure a solid foundation from which to build towards the final demonstration version of WRM-CA. WRM-CA is a decision support tool. The purpose of this tool is to provide decision support to logistics planners with the resulting benefits of reducing the size of deployment packages by locating and assigning WRM to deploying units. Previous experimental versions of WRM-CA were developed to demonstrate to the Air Force that a tool of this nature could assist in the deployment of units in a timelier manner, but those systems had limited functionality. After additional development and enhancement, the WRM-CA software tool is now robust enough to fully demonstrate the capabilities, effectiveness, and benefits to the warfighter.

Book excerpt: Funding to provide for replenishment of reparable spares in the United States Air Force (USAF) is appropriated through Budget Program 1500 (BP-15), the Aircraft Replenishment Spares Program. BP-15 includes the Peacetime Operating Stock (POS) essential to the peacetime readiness goals of the Air Force, as well as the War Reserve Materiel (WRM) needed to sustain forces in a conflict. The requirements for the POS and WRM portions of BP-15 have always been computed separately using analytical techniques that differ widely, making the interrelationship between peacetime readiness and wartime capability hard to understand and quantify accurately. The Logistics Management Institute's (LMI's) Aircraft Availability Model (AAM) has been used since 1972 by Headquarters USAF in assessing the PIS requirement. The AAM is a stochastic, multi-echelon, multi-indenture inventory model that relates the POS portion of BP-15 to a measure of materiel readiness called the 'aircraft availability rate'. Consistent with its use as a long-range planning tool for peacetime, it is dependent upon a body of 'steady-state' inventory theory techniques. This working note describes a recent effort to extend the AAM's capability so that it can assess aircraft availabilities throughout a dynamic conflict scenario.

In January 2012, RAND Project AIR FORCE was tasked to conduct this review, the purpose of which was to describe the functional responsibilities, manpower authorizations, and disposition of AFMC's proposed restructure, including an assessment of life-cycle costs; to independently assess how realignments would likely affect life-cycle management, weapon system sustainment, and support to the warfighter; and to examine options for providing effective and efficient weapon system life-cycle management. The resulting analysis was limited to how the reorganization would affect product development/support-system design and operations support (depot maintenance and Air Force supply chain operations). It did not examine how the reorganization affects the management of nuclear weapons, developmental testing, or laboratory and basic research. For context, the report also includes a comprehensive overview of the history of Air Force life-cycle management and the changing roles and responsibilities of the organizational precursors to AFMC.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The result was a disaster for the Japanese. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making.
