This study is an extension of a previous study done by John E. Biegel concerning single sampling plans with inspector errors. The primary purpose of this research is to analyze the effects of inspector errors upon the statistical characteristics of the double sampling plans. In performing this study, the history of statistical quality control was studied and research was done on the topic inspector errors. This served as a basis for the development of the characteristic equations for a double sampling plan with inspector errors. In concluding, a comparison of double sampling plans with and without inspector errors was done to study the effects upon the characteristics. The results of this showed that with inspector errors there is a higher probability of acceptance, a higher average outgoing quality, and a lower average total inspection in comparison to a sampling plan without inspector errors.

Book excerpt: It was the purpose of the paper to observe the effect of inspector errors on the characteristics of single and double sampling plans. Noting that Type A and Type B errors were dependent on incoming quality, the author investigated the effect of varying the incoming quality levels on sampling plans with a specified AOQL. Since each of the incoming levels yielded a specific AOQL, the varying Type A and Type B errors might make one level more economic to the producer than others. While the author has not considered production cost for each quality level, this would have to be considered in making a preference of quality levels. In the example presented, the cost model showed there was no marked advantages of one quality over another. This applies only to the inspection task presented. A producer would have to obtain his own data for the functional relationship between incoming quality and inspector errors. Depending on this relationship, the cost of different incoming quality levels can be obtained.
