L'objectif principal est de déterminer comment s'articule la structure de gouvernance qui a émergé dans cet espace maritime à la suite de l'adoption de la Loi sur les océans et de sa mise en application. La description de l'état des lieux de la gouvernance des activités dans le golfe du Saint-Laurent permet de constater que le partage des pouvoirs entre plusieurs centres d'autorité répartis sur de multiples paliers est un obstacle considérable à la mise en place d'une gestion intégrée et écosystémique. Les mécanismes qui ont été mis en place ou qui sont en voie de l'être ne remettent pas en question cette structure fragmentée, mais visent plutôt à créer des liens entre les différents centres d'autorité. Trois mécanismes sont présentés dans cet essai soit la planification à l'échelle du golfe du Saint-Laurent, la gestion des zones côtières et les aires marines protégées. Ces trois mécanismes visent la gestion de différentes unités écosystémiques dont l'échelle spatiale varie de plusieurs centaines de milliers à quelques dizaines de kilomètres carrés. Au final, on constate que nous n'en sommes encore qu'aux premiers balbutiements de la mise en place d'une gestion réellement intégrée. Les mécanismes de gestion des zones côtières n'ont été élaborés et mis en place que pour trois des cinq provinces du golfe. De même, peu d'aires marines sont actuellement protégées par l'octroi d'un statut légal particulier. La nouvelle structure de gouvernance n'est d'ailleurs pas une panacée. La gouvernance du système socioécologique du golfe du Saint-Laurent se fait toujours de manière relativement morcelée. Cet essai pose également une réflexion sur les voies d'amélioration possibles. Il en ressort des questionnements sur les liens entre les différents mécanismes décrits, sur l'adéquation entre l'aire de gestion des mécanismes et l'échelle des problèmes environnementaux visés, sur la participation des parties prenantes à la gouvernance du golfe et sur la priorité accordée à l'enjeu de la préservation des écosystèmes marins.
