Book excerpt: La educación financiera es el proceso mediante el cual las personas adquieren una mayor comprensión de los productos, los servicios, las definiciones y los riesgos de las operaciones financieras a través de la información. El objetivo principal de este trabajo es analizar y evaluar el estado actual de la educación financiera en el departamento de Boyacá. Se hace una aproximación descriptiva para identificar el grado de conocimiento en finanzas básicas. La población de estudio son las personas que habitan en las 13 provincias de Boyacá a través de un muestreo aleatorio estratificado, teniendo en cuenta como criterio de selección la oferta de servicios financieros. Los hallazgos muestran que el conocimiento sobre educación financiera por parte de los boyacenses es incipiente, están des familiarizados con los términos básicos y no comparan distintitas opciones antes de tomar una decisión de financiamiento. Estos resultados sugieren que los niveles de educación financiera son mínimos, ya que el comportamiento financiero no es sofisticado y se carece de conocimientos sobre elementos básicos de las finanzas personales. Se destaca la importancia que la educación financiera sea reforzada para que las personas controlen mejor sus gastos, incentiven el ahorro, analicen mejor las opciones crédito, conozcan y reconozcan los diferentes productos financieros y aumenten la confianza en el sector. Finalmente, se recomienda que los temas de educación financiera sean preferiblemente impartidos de manera obligatoria dentro de los currículos en instituciones educativas.

They are considered an important tool for improving financial literacy, encouraging financial inclusion, and increasing consumer financial protection. Therefore, assessing their effectiveness is important to guarantee that public and private resources are allocated wisely. As we highlight in this paper, the available empirical literature casts serious doubts on the effectiveness of those programs in achieving their main objectives. Even properly designed -- from an impact evaluation viewpoint -- financial education programs fail to deliver long-run effects on individuals' financial literacy or financial choices. We highlight the challenges to evaluate the impact of financial education programs and, consequently, their merits. We showcase the international experience in assessing the effectiveness of these programs and draw lessons for Colombia. We offer a set of recommendations regarding the minimum set of attributes that financial education programs should have to allow serious policy evaluation.

Book excerpt: Decentralization of fiscal responsibilities has emerged as a primary objective on the agendas of national governments, and international organizations alike. Yet there is little empirical evidence on the potential benefits of this intervention. The authors fill in some quantitative evidence. Using panel data on infant mortality rates, GDP per capita, and the share of public expenditures managed by local governments, they find greater fiscal decentralization is consistently associated with lower mortality rates. The results suggest that the benefits of fiscal decentralization are particularly important for poor countries. They suggest also that the positive effects of fiscal decentralization on infant mortality, are greater in institutional environments that promote political rights. Fiscal decentralization also appears to be a mechanism for improving health outcomes in environments with a high level of ethno-linguistic fractionalization, however, the benefits from fiscal decentralization tend to be smaller.

Third, net resource transfers, external debt, from the developing countries must be trimmed so that investment and growth can resume. How deficits are reduced is crucial: controlling costs in mobilizing revenues and setting careful priorities in public spending are equally important. Efficiency in providing public services and expanding the scope for raising revenue can be achieved through decentralizing decisionmaking and reforming state-owned enterprises with the latter permitting greater private participation.
