Available in PDF, EPUB and Kindle. Book excerpt: This book presents new and original insights into the political, social, and economic development of today's Egypt. The case study of Kamshish, a small village in the heart of the Delta, sheds light on the recent social history of Egypt and the evolving relations between Egyptian rulers and people. Highlighted is the "Kamshish Affair," during which the village appeared to be at the threshold of a socialist revolution destined to engulf the whole country, if not the entire region. Kamshish became the Mecca of the Left, to which such luminaries as Che Guevara, Jean-Paul Sartre, and Simone de Beauvoir paid homage. When the expected revolution failed to materialize, the state stepped in with a "new beginning," whose conservatism stands in sharp contrast to the radicalist trends of the 1960s.

Available in PDF, EPUB and Kindle. Book excerpt: On September 29, 1970, President Gamal Abdel Nasser died of a heart attack. The hysterical outpouring of grief at the state funeral dramatized the depth to which the loss of this charismatic leader shook the Arab world. Few men have achieved the love, prestige, and adulation that Nasser received from the Arab masses. Yet, in reality, Nasser’s political life was a tragic story. This book is a careful analysis of Nasser’s belated attempts to modernize the rural areas of Egypt. It documents the political, economic, and social factors that made Nasser’s dream for his people unattainable in his lifetime. Forced to choose between domestic needs and international challenges, Nasser’s attention was too often directed beyond the borders of Egypt. His vision of renewed Arab greatness, his dream of Arab unity, and his concern for Arab development often distorted his perception of his own country. While no one who personally conversed with Nasser doubted his sincere desire for a better life for the peasants of the Nile Valley, many noted his tendency to allocate resources more on the basis of dreams rather than the realities of Egypt’s domestic problems. Granted permission to move freely through Egypt’s twenty-five provinces prior to the 1967 travel restrictions, James B. Mayfield had a unique opportunity to personally observe Nasser’s dramatic attempts to bring progress and development to his people. The two decades of Nasser’s rule colored and shaped events in Egypt for many years after his death.

Book excerpt: 'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Available in PDF, EPUB and Kindle. Book excerpt: Most American cities are now administered by appointed city managers and governed by councils chosen in nonpartisan, at-large elections. In the early twentieth century, many urban reformers claimed these structures would make city government more responsive to the popular will. But on the whole, the effects of these reforms have been to make citizens less likely to vote in local elections and local governments less representative of their constituents. How and why did this happen? Ariane Liazos examines the urban reform movement that swept through the country in the early twentieth century and its unintended consequences. Reformers hoped to make cities simultaneously more efficient and more democratic, broadening the scope of what local government should do for residents while also reconsidering how citizens should participate in their governance. However, they increasingly focused on efficiency, appealing to business groups and compromising to avoid controversial and divisive topics, including the voting rights of African Americans and women. Liazos weaves together wide-ranging nationwide analysis with in-depth case studies. She offers nuanced accounts of reform in five cities; details the activities of the National Municipal League, made up of prominent national reformers and political scientists; and analyzes quantitative data on changes in the structures of government in over three hundred cities. Reforming the City is an important study for American history and political development, with powerful insights into the relationships between scholarship and reform and between the structures of city government and urban democracy.
