The third edition explores the Japanese government's latest round of tax reforms - a reaction to the country's prolonged period of recession following the collapse of the 'bubble' phenomenon in 1991. Two brand new chapters discuss the effect of environmental taxes and land tax reform, and much of the original data and empirical material has been updated.

Available in PDF, EPUB and Kindle. Book excerpt: The rapid emergence of East Asia as an important geopolitical-economic entity has been one of the most visible and striking changes in the international economy in recent years. With that emergence has come an increased need for understanding the problems of interdependence. As a step toward meeting this need, the National Bureau of Economic Research joined with the Korea Development Institute to sponsor this volume, which focuses on the complexities of tax reform in a global economy. Experts from Taiwan, Korea, the Philippines, Japan, and Thailand, as well as the United States, Canada, and Israel examine the major tax programs of the 1980s and their domestic and international economic effects. The analyses reveal similarities between the United States and countries in East Asia in political constraints on policy making, and taken together they show how growing interdependence interacts with domestic economic and political concerns to affect issues as politically vital as tax reform. Economists, policymakers, and members of the business community will benefit from these studies.

This book was released on 2013-06-29 with total page 222 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph is principally the work of the late Martin Norr. He completed a draft of the entire monograph but had not yet revised it when he died in late 1972. At that time, the integration of corporate and shareholder taxation was just beginning to become of widespread interest in the United States. With the increasing interest thereafter, the International Tax Program began to revise his manuscript, making as few changes as possible in the original draft. We had the benefit of criticism and analysis from Professor Richard M. Bird of the University of Toronto, now Director of the Institute of Policy Analysis there. In addition, Mr. Mitsuo Sato of the Ministry of Finance in Japan gave freely of his time in carefully suggesting changes throughout the manuscript. The present version of Chapter 3 owes a great deal to his additions and suggestions. Thanks are also due to Professor Hugh J. Ault of Boston College Law School for the Appendix, containing his description of the German integration system that became effective in 1977, which was first published in Law & Policy in International Business. Mr. Norr's interest in the subject of corporate and shareholder taxation developed while he was writing the International Tax Program's World Tax Series volume Taxation in France, published in 1966. The integration of French taxes on corporations and shareholders took place just after that volume was finished, but had been under discussion in France for some time before then.

Available in PDF, EPUB and Kindle. Book excerpt: This volume provides the first systematic analysis of the Japanese nonprofit sector ever undertaken. Using a broad range of qualitative and quantitative data, the authors show that Japan has a much larger nonprofit sector than is recognized, even in Japan. Three-quarters of all university students attend nonprofit institutions, significant shares of hospital beds are in nonprofit institutions, and nonprofit agencies are active in the field of social services. Yet in comparative terms the Japanese nonprofit sector lags significantly behind that of other developed economies. One reason for this, the authors argue, is the generally hostile attitude the government has historically taken towards nonprofit organizations in Japan; nonprofit organizations wishing to attain legal status, have to secure the approval of a "competent Ministry," and this is often given begrudgingly or not at all. The nonprofit sector in Japan has only just begun to "flex its muscles" as an independent force in very recent years, and is now on the brink of a new phase in its development.

Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Pacific War, Japan has, broadly speaking, pursued two economic policies: a "democratization" policy laid down by the Allied Powers, and subsequently a "de-democratization" policy formulated and vigorously pursued by the independent government. Yamamura here addresses himself to two central questions: What were the objectives and results of each policy? And why and how did the earlier one give way to the later? Yamamura never loses sight of his main theme--the transformation of the economic "democratization" policy of the Occupation period into the growth policy pursued by the Japanese government thereafter. He is concerned not so much to provide a comprehensive study of Japanese economic policy as to examine selected facets of it--for example, taxation policies, anti- and pro-monopoly legislation, the position of the Zaibatsu, and the social costs of economic concentration. He deals with topics that are hotly debated in Japan and elsewhere, but his tone is never polemical, and his judgments are cool and scholarly. Available in PDF, EPUB and Kindle. Book excerpt: In The Economic Illusion Robert Kuttner sets out to refute the conventional view that a more egalitarian distribution of income and services is only achievable at the expense of a prosperous and growing capitalism. By carefully examining issues where economic growth and social justice appear to be in conflict—issues such as social security, protectionism, income taxation, and welfare—he convincingly argues that equality and economic prosperity are not mutually exclusive pursuits. As a means to reconcile equality with efficiency—i.e., prosperity—Kuttner argues for economic polices that would deemphasize private markets, for an increase in trade protection, and for an adapted version of the technical approaches of such countries as Sweden, Germany, Austria, and Japan. Kuttner concludes his arguments with the suggestion that injustice is not necessarily an economic issue and that practical social alternatives are possible.

Book excerpt: Japan's tax system, which has changed notably through periods of war, post-war reconstruction, rapid economic development, and moderated economic growth, provides outstandingly rich material for in-depth study. In this comprehensive and incisive work, Professor Ishi makes available to English-speaking readers both a detailed description and a perceptive critique of that system. Part I introduces the system in historical and contemporary context and sets out its main features. Part II is devoted to individual income tax - the most important of Japan's taxes - and Part III covers corporate and capital taxation. In Part IV, Professor Ishi provides a detailed analysis of the structure of the indirect tax system in Japan, which proved crucial to tax reform movements in the late 1980s, while Part V discusses the significance of recent tax innovations. This fully revised third edition explores the Japanese government's latest round of tax reforms - a reaction to the country's prolonged period of recession following the collapse of the 'bubble' phenomenon in 1991. Two brand new chapters discuss the effect of environmental taxes and land tax reform, and much of the original data and empirical material has been updated. Professor Ishi's unrivalled experience, including his service on the Tax Advisory Commission (most recently as its Chairman), his activities in scholarly international public finance organizations, and his work in teaching and research, notably in the United States, Italy, and Australia, have enabled him to produce an authoritative and stimulating view of Japan's tax system. His book will be invaluable to all scholars of the theory and practice of taxation.
