This book was released on 1990 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report presents the results of an investigation to determine the feasibility of using private or third party financing to implement renewable energy systems at Army installations. Many renewable energy technologies were investigated, the present cost of energy from commercially available technologies was determined, and potential barriers to the use of third party financing for renewable energy projects were determined. Two large-scale renewable energy technologies were identified that are likely to be attractive to private investors under third party financing arrangements because of their technical and economic success; concentrating photovoltaic systems and solar thermal electric systems. It is recommended that action be taken to implement these technologies on Army installations. Other technologies such as geothermal, ocean thermal energy conversion and tidal or wave energy conversion may be competitive with the cost of energy at selected installations. Existing energy costs and the cost of energy from renewable systems should be compared. The results of this study indicate that while there are no real (legislative) barriers to impede implementation of energy projects using third party financing, there are perceived barriers that hamper the implementation of such projects. These impediments can be eliminated by providing an education program and incentive.
Book Synopsis Energy Trends and Their Implications for U.S. Army Installations by : Eileen T. Westervelt
Download or read book Energy Trends and Their Implications for U.S. Army Installations written by Eileen T. Westervelt and published by . This book was released on 2005 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: The primary issues affecting energy options are those of availability, affordability, sustainability, and security. Since energy resources are unevenly distributed around the world, and the impacts of energy consumption have global reach in both environmental and political terms, any meaningful review of energy-related issues must take a global perspective. This work synopsizes world and national energy issues (including energy source options, resource stocks, and future prognosis) in the context of how Army installations need to respond to changing trends. This report presents implications of actions that may be taken in response to the national and world energy situation, to help the Army to make informed choices on energy utilization that will contribute to sustaining the Army's mission.

Book excerpt: The current state of the energy grid in the United States is a threat not only to energy production and way of life but also to our national security. Currently the energy infrastructure is extremely vulnerable, not resilient, and susceptible to a host of physical and cyber attacks. In the event of a major attack against the United States, the energy grid would be a vulnerable and important target that might cripple our military capacity to project forces. In addition to the threat that is posed by a fragile energy grid, the military is also under pressure from the senior decision and policy makers to use more renewable energy. With more than 30 presidential mandates having been imposed on the Army, significant funding cuts, and a strategic objective to have secure and reliable energy from renewable sources, the Army must have a defensible and transparent investment strategy and a means to assess economic and non-economic value of energy investments. Unfortunately, there are insufficient funds for resourcing renewable energy projects focused solely on energy security. This study attempts to use multi objective decision analysis and data envelopment analysis to evaluate value as a function of life cycle costs of different energy security measures and renewable energy for military installations. We used a portfolio approach in an effort to capture both the true costs and to develop technology feasible alternatives. This study will propose methods, processes, and tools for the decision makers to compare the portfolios' value and cost effectiveness. This paper will culminate in a demonstration of the methodology to illustrate its' utility.

Book Synopsis Lessons Learned from Net Zero Energy Assessments and Renewable Energy Projects at Military Installations by :
Download or read book Lessons Learned from Net Zero Energy Assessments and Renewable Energy Projects at Military Installations written by and published by . This book was released on 2011 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: The net zero energy installation (NZEI) assessment process is a methodology that can be used to improve an installation's energy self-sufficiency by minimizing energy consumption and developing local renewable energy resources. This report summarizes lessons learned from past NZEI assessments across the military services and highlights six NZEI case studies. This report also reviews the NZEI assessment process and identifies the limitations of isolated NZEI assessments. A portfolio assessment approach involving multiple sites is introduced as a way for a service or agency to develop a comprehensive energy strategy. To further contribute to DoD energy efficiency and renewable energy project deployment, this report also summarizes lessons learned from implementing large-scale renewable energy projects at selected DoD installations.
Book Synopsis Military Base Off-Taker Opportunities for Tribal Renewable Energy Projects by :
Download or read book Military Base Off-Taker Opportunities for Tribal Renewable Energy Projects written by and published by . This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This white paper surveys DOD installations that could have an increased potential interest in the purchase of energy from renewable energy projects on tribal lands. Identification of likely purchasers of renewable energy is a first step in the energy project development process, and this paper aims to identify likely electricity customers that tribal commercial-scale projects could serve. Thiswhite paper builds on a geospatial analysis completed in November 2012 identifying 53 reservations within 10 miles of military bases (DOE 2012). This analysis builds on those findings by further refining the list of potential opportunity sites to 15 reservations (Table ES-1), based on five additional factors: 1) The potential renewable resources required to meet the installation energy loads; 2)Proximity to transmission lines; 3) Military installation energy demand; 4) State electricity prices; 5) Local policy and regulatory environment.

Book Synopsis Achieving High-Performance Federal Facilities by : National Research Council
Download or read book Achieving High-Performance Federal Facilities written by National Research Council and published by National Academies Press. This book was released on 2011-11-07 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: The design, construction, operation, and retrofit of buildings is evolving in response to ever-increasing knowledge about the impact of indoor environments on people and the impact of buildings on the environment. Research has shown that the quality of indoor environments can affect the health, safety, and productivity of the people who occupy them. Buildings are also resource intensive, accounting for 40 percent of primary energy use in the United States, 12 percent of water consumption, and 60 percent of all non-industrial waste. The processes for producing electricity at power plants and delivering it for use in buildings account for 40 percent of U.S. greenhouse gas emissions. The U.S. federal government manages approximately 429,000 buildings of many types with a total square footage of 3.34 billion worldwide, of which about 80 percent is owned space. More than 30 individual departments and agencies are responsible for managing these buildings. The characteristics of each agency's portfolio of facilities are determined by its mission and its programs. In 2010, GSA's Office of Federal High-Performance Green Buildings asked the National Academies to appoint an ad hoc committee of experts to conduct a public workshop and prepare a report that identified strategies and approaches for achieving a range of objectives associated with high-performance green federal buildings. Achieving High-Performance Federal Facilities identifies examples of important initiatives taking place and available resources. The report explores how these examples could be used to help make sustainability the preferred choice at all levels of decision making. Achieving High-Performance Federal Facilities can serve as a valuable guide federal agencies with differing missions, types of facilities, and operating procedures.
