Book excerpt: "I just drink more coffee and stay late" - declared the town planner of a small coastal community in the South of Boston, Massachusetts (MA) referring to the need of extra work to address climate change adaptation in a short-staffed planning department. These words illustrate one of the many common issues faced by planners of small and medium coastal communities in the region. A systematic incorporation of climate change concerns into formal community planning, management, and infrastructure design is in nascent stage. The challenges of effective adaptation are complex and likely to be politically hard, especially at the local level where the impact of climate change is most likely to be experienced and administered. Climate science is providing an increasingly sophisticated picture of possible climate alteration in future decades, and for coastal zones in particular, the potential consequences are a cause for mounting concern. The role of planners comes to a new level of importance because they urge to develop creative and innovative responses to adapt the built environment to these challenges. Efforts are needed to guide proactive adaptation actions that benefit coastal communities for present and future generations. Overall, there is a pressing need to move beyond vulnerability analysis and into implementation of adaptation action. In the real world, however, planners of small coastal communities are often times alone in their innumerable professional daily struggles and issues related to climate change are frequently placed in the bottom of their list of priorities. One of the goals of the present research is to examine the status of climate adaptation planning at the local level in the coastal New England. The research also aims to investigate what are the preferred climate actions taken by these municipalities, the main forces behind the challenges faced by planners and city officials trying to deal with these issues and what they need to move forward in the adaptation planning. The results of this study showed many similarities among these coastal communities in NE. Barriers repeatedly found in the literature such as lack of financial support, staff dedicated to this matter, political support and information were confirmed with high rates in all states. However, despite the challenges encountered, 36 communities were able to break the barriers and advance in the adaptation planning process. The data collection for this study was divided in two phases: Phase 1 - In-person semi-structured interviews with planners in the coastal Massachusetts (conducted in 2011; n=15); Phase 2: Web-survey with city officials, mostly planners, of small and mid-sized coastal communities in New England, particularly the states of Massachusetts, New Hampshire, Maine, Rhode Island, and Connecticut (Fall 2015, n=121). I focused on coastal areas, as these seemed the most likely to have begun considering climate change due to publicity about sea level rise and existing climate vulnerability. This study brings a range of benefits to Massachusetts' smaller coastal towns and cities, as well as to the broader region of New England. First, it generates empirically-based findings on what communities are doing to become better adapted to future climate, and why. This leads to improvements in our ability to advise communities on how to move ahead on this important topic based on their particular situation. These coastal communities constitute a system, like a string of intrinsically interconnected parts. These parts are not impacted alone by the challenges associated with climate change. For this reason the risks to which these communities are subject should be addressed collectively. Perhaps, this knowledge will be an important step to collaborate in the meeting of joint solutions for the region.

Book excerpt: This brief is based on an analysis that was performed on the 2010 winter storms that caused considerable damage to coastal communities in Atlantic Canada. The hazards that occurred were associated with storm surge, high waves, coastal erosion, and flooding. The analysis covered a large multisite longitudinal project, where a participatory action research (PAR) approach was used to understand how people in 10 coastal communities perceive and experience extreme weather events and to enhance their capacity to adapt and improve their resilience. This brief exposes the outcome of two series of interviews and activities that were conducted during the project, as well as the lessons learned, and general elements that should be considered when researchers collaborate with communities to define adaptation and resilience strategies. It makes an important contribution to the application of PAR as an integrated (social-ecological) approach to resilience and how such an approach can be adapted also to other communities.

As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.

To make coastal communities more sustainable in the face of the changing climate, the public's attention and community participation is critical. The purpose of this study is to develop an adaptation framework and action plan process system for coastal communities and at the same time, provide the general public with an enhanced opportunity to contribute their understanding about what is being done for their costal community around them and how to react when an event happens. The research is applied to the coastal communities of Richmond County, Cape Breton, Canada as a case study. The result of the work develops an adaptation zAction Plany website for Richmond County. The website features the development, application, and simulation of a mobile communication zAction plany application designed and implemented with the action website along to provide coastal community with communication options that exploit the local community network and enhance the community's capacity for climate change adaptation. The emergency response community mobile app and the accompanying website are models for other communities especially those that from the coastal communities in Canada and the Caribbean as part of the C-Change ICURA project to which this research is affiliated.

Book excerpt: There is growing interest amongst the environmental management community to understand the feedback links between human and environmental systems, particularly the way humans value the natural environment and how such valuation affects behavior, choice, and actions. One prominent method for examining these linkages has been to consider the framework of ecosystem services: the naturally-occurring processes, functions, or outputs that are utilized (actively or passively) to produce human well-being. Especially in the context of climate change, ecosystem services can be used to gauge the value humans place on their surrounding environment, given that the supply of ecosystem services is expected to change with climate and because human actions have the potential to exacerbate, mitigate, or enhance the extent of that change. This study explores the influence ecosystem services and environmental motivations have on how coastal communities on the Eastern Shore of Virginia value climate change adaptation plans. Specifically, this study addresses three research questions: (1) Why do Eastern Shore residents care about the environment? (2) What ecosystem services do Eastern Shore residents value? and (3) To what extent does the answer to either of the above questions influence residents’ preferences for climate change adaptation actions (specifically coastal protection measures)? To assess residents’ preferences, we carried out five focus groups and a 595-household discrete choice, stated preference mail survey. We used a maximum likelihood confirmatory factor analysis to draw out survey respondents’ environmental motivations and a latent class logit model to test for the heterogeneity of preferences and to determine respondents’ marginal utility for attributes of coastal protection plans, including the amount and type of land protected and ecosystem services affected. Our results show that at least two â€classes†(or groups) of people with similar preferences live on the Eastern Shore: those that are more inclined towards â€alternative coastline protection†(which utilizes a combination of nature-based elements to protect the coastline) and those that are more open to choosing between â€alternative†and â€conventional coastline protection†(traditional rock or concrete structures built to protect the coastline) depending on the attributes of the coastal protection plan. Moreover, our analysis reveals that our sample is indeed heterogeneous in preferences, with demographic indicators (including environmental motivations and associations with certain organizations), class membership, land type, ecosystem services, and coastline protection type all impacting preferences for climate change adaptation plans.

Book excerpt: According to the Intergovernmental Panel on Climate Change report, "Adaptation to climate change is defined as, an adjustment in natural or human systems in response to actual or expected climatic stimuli or their effects, which moderates harm or exploits beneficial opportunities" (IPCC 2007). Adaptation is required due to the increase in the number of natural disasters and extreme changes in environmental conditions in coastal areas that are a function of sea level rise, floods, extreme heat, drought, and coastal storm surge from severe storms. To reduce the impacts of climate change risks in the future, coastal communities through local government initiatives are compelled to develop and implement grass roots community plans. This study is part of an International Community-University Research Alliance (ICURA), "C-Change" that aims to develop community-based adaptation protocols based on best practices and through the evaluation of the scientific method of problem solving designed to help coastal communities be sustainable and to protect their local coastal environments. To this end, the thesis reviews the international development and application of adaptive strategies related to climate change and evaluates these global strategies for identification of best practices and application to coastal communities. The objective of this research is to design and develop improved C-Change community adaptation frameworks by analyzing the applications of international protocols and local action plans with respect to the scientific method and of problem solving through using AHP (Analytic hierarchy process) as a tool, and by choosing best practices to provide guidelines for communities' climate adaptation plans for the C-Change ICURA coastal communities in Canada.
