Aunu'u island has a land area of 1.52 km2 (0.59 m2) and a population of 476 (U.S. Census 2000). Like other Pacific Island cultures, the Samoans have depended on coral reef resources for much of the 3000 year time period that they are known to have existed in Samoa. The introduction of Western culture throughout the last century in American Samoa has led to a shift from a subsistence lifestyle to a cash-based economy where families rely on jobs for income to buy food. The island of Aunu'u is being considered as a priority site for potential MPA designation. Biological data have shown that Aunu'u has relatively healthy and diverse coral reefs and fish populations. A household survey was created as part of a larger socioeconomic assessment of the community to attempt to answer assessment objectives relating to: dependency on, use of, perceptions of, knowledge of and attitudes towards marine resources as well as management structures and receptiveness to new management. An attempt was made to carry out a full households census and carry out an interview with each household. According to the 2000 Unite States household census, there are 78 households in Aunu'u. However, at the time of this survey only 39 households were located indicating that approximately half of the households may have moved away from Aunu'u"--Executive summary.

Book excerpt: Balancing the Tides highlights the influence of marine practices and policies in the unincorporated territory of American Sāmoa on the local indigenous group, the American fishing industry, international seafood consumption, U.S. environmental programs, as well as global ecological and native concerns. Poblete explains how U.S. federal fishing programs in the post–World War II period encouraged labor based out of American Sāmoa to catch and can one-third of all tuna for United States consumption until 2009. Labeled "Made in the USA," this commodity was sometimes caught by non-U.S. regulated ships, produced under labor standards far below continental U.S. minimum wage and maximum work hours, and entered U.S. jurisdiction tax free. The second half of the book explores the tensions between indigenous and U.S. federal government environmental goals and ecology programs. Whether creating the largest National Marine Sanctuary under U.S. jurisdiction or collecting basic data on local fishing, initiatives that balanced western-based and native expectations for respectful community relationships and appropriate government programs fared better than those that did not acknowledge the positionality of all groups involved. Despite being under the direct authority of the United States, American Sāmoans have maintained a degree of local autonomy due to the Deeds of Cession signed with the U.S. Navy at the turn of the twentieth century that created shared indigenous and federal governance in the region. Balancing the Tides demonstrates how western-style economics, policy-making, and knowledge building imposed by the U.S. federal government have been infused into the daily lives of American Sāmoans. American colonial efforts to protect natural resources based on western approaches intersect with indigenous insistence on adhering to customary principles of respect, reciprocity, and native rights in complicated ways. Experiences and lessons learned from these case studies provide insight into other tensions between colonial governments and indigenous peoples engaging in environmental and marine-based policy-making across the Pacific and the globe. This study connects the U.S.-American Sāmoa colonial relationship to global overfishing, world consumption patterns, the for-profit fishing industry, international environmental movements and studies, as well as native experiences and indigenous rights. Book excerpt: "The evolving NOAA partnership project will provide information to support marine resource management in Samoa and help identify potential areas for a network of marine protected areas (MPAs) within the Samoan archipelago (i.e., the U.S. Territory of American Samoa and Independent Samoa). The planned assessment will include biological, habitat, and oceanographic aspects and will be a component of a broader-scale biogeographic assessment that spans the entire archipelago. A key to implementing the study is a coordinated approach among current and planned local and regional partners (Appendix II). The proposed study complements the ongoing biogeographic assessment in American Samoa (Kendall et al. in prep.). The evolving Samoa study will be implemented in 2010 with initial funding from CRCP and CCMA. Planned products include geospatial analyses and maps depicting the spatial and temporal distribution of oceanographic features and patterns; potential larval transport pathways among islands; selected marine species; species assemblages; and identification of biologically significant areas. All of the products will require some level of training in their use and application to ensure maximum benefit to project partners. The study will support the Two Samoas Initiative between Samoa and American Samoa to identify shared environmental problems, exchange management approaches, and consider resources that would benefit from coordinated management. These activities may result in formulating a network of marine protected areas throughout the entire Samoan archipelago. In addition, the biogeographic assessment will support the ongoing Samoa, South Pacific Regional Environment Programme (SPREP) and Conservation International efforts in defining and managing key biodiversity areas in the region"--Project summary.

In 2000, the Coral Reef Conservation Act (CRCA) authorized the long-term monitoring of U.S. coral reef ecosystems, and several ad hoc monitoring efforts were established, including NOAA's Pacific Reef Assessment and Monitoring Program (RAMP). Pacific RAMP is a part of the National Coral Reef Monitoring Program (NCRMP), and executed by the Coral Reef Ecosystem Program (CREP). The CREP is federally funded to survey coral reefs in US-affiliated waters in the Pacific (0--200-nm offshore), but most of the authority to manage the near-shore (within 3 nm) lies with jurisdictional agencies. This information will be incorporated into a NOAA Fisheries Pacific Islands Fisheries Science Center American Samoa Marine Research Implementation Plan for 2017-2022. These plans aid PIFSC in identifying and prioritizing research activities. More than 60 people representing a broad spectrum of organizations in American Samoa, including resource managers, scientists, and local community members attended the workshop. Following a series of background presentations by scientists and others, workshop participants identified key topics for research that could be implemented in the next 5 years. They assembled a wide-ranging list of research priorities including threats to coral reefs from crown of thorns starfish (COTS) outbreaks, environmental contaminants, land-based nutrients, and coral bleaching; effectiveness of Marine Protected Areas (MPAs); larvae seeding/spillover; occurrence, location, and seasonality of spawning aggregations; mapping of shallow near-shore marine environments using LiDAR and other technologies; and more This report is a synthesis of the workshop information and findings and details the discussions, results and prioritization process. This information will be incorporated into a Rose Atoll Marine National Monument (RAMNM) and American Samoa Archipelago Ecosystem and Fisheries Science Action Plan which will be used to guide marine ecosystem and fisheries research planning across the American Samoa Archipelago"--Introduction.
