Available in PDF, EPUB and Kindle. Book excerpt: This book provides a unique insight into negotiations around language investment for employability in the context of public employment services. Drawing on extensive ethnographical research carried out in Regional Employment Offices in Switzerland, the authors follow the stories of various job seekers. In doing so, they challenge the currently dominant assumption that investment in language competences leads to better employability. Arguing for a political economic perspective on these issues, this book will be of interest to anyone concerned with the connections between language and social inequality, as well as students and scholars of sociolinguistics and applied linguistics.

Available in PDF, EPUB and Kindle. Book excerpt: How can the EU's community of welfare states adapt their public policies to economic globalization? What happens when the economic and social aims of the EU come into conflict? This book examines the developing legal regimes and regulation of public services in the UK and other European countries. Public services are examined though a case-study of the complex area of public employment services. These are job-placement and vocational training services which aim to maximize employment and minimize unemployment within EU member States' Active Labour Market policies. Employment services are at the centre of a complex web of rules in both hard and soft forms of law deriving from the EU, national public law and from private, and at times contractual, agreements. They also lie at the crossroads of a series of trends in regulation, and priorities have been inspired by an array of conflicting policy rationales. These policy rationales include the establishment of an open and competitive European internal market, the establishment of an efficient welfare state, the scaling down of state administrative machinery, the fulfilment of core public service responsibilities, and the creation of public-private partnerships. Public employment services provide a highly informative and novel case study of the interaction and conflict between the economic and social aims of the EU and between regulation at national and supranational levels, and the changing forms which this regulation has taken.

Available in PDF, EPUB and Kindle. Book excerpt: Unemployment is one of the most politically explosive issues in China and has gained further prominence as a result of the present global financial crisis. The novelty, urgency, and complexity of Chinese unemployment have compelled the government to experiment with policy initiatives that originate in the West. This book argues that although China is not a liberal democracy, it has turned to neo-liberal forms of governance to deal with unemployment, which now function alongside pre-existing Chinese modes of governance. This book examines the initiatives which represent China’s attempt to institutionalize and humanize its approach to governance: these initiatives include training programmes; counselling; a web-based national labour-market information network; insurance; and using community (shequ) organizations as the base for new mechanisms of governance and informal job generation. Based on extensive original research including semi-structured interviews, the book discusses the ways in which the government combines the new techniques with old campaign-style policy techniques. The author argues that these multiple modes of governance make the state's power visible in the new Chinese labour market, and at the same time run the risk of policy incoherence or even failure.

Book excerpt: This book sheds light on the improvements and downfalls over time in two of the five indicators of refugee integration after the post-Arab Spring migration/refugee crisis, namely education and employment. Within the context of the need for a common policy response in the field of migration governance, it includes case studies from first-line immigration countries of the Mediterranean region. The book also reflects on the situation in Central Europe, Scandinavia, and Africa and considers the perspectives of different actors, including migration and integration governance stakeholders, NGOs, governments, refugees, and others. Covering a wide geographical spectrum and a diverse spectrum of integration experiences and models, it reveals collaboration between different actors and how they operated simultaneously on regional, national, and international levels in order to achieve the inclusion of refugees in the host communities. This book will be of key interest to scholars and students of migration studies, social policy, public policy, international relations, European studies, law, economics, and sociology.
