So far, the achievements are impressive. In the mid-1980s, the country failed to feed its population, suffered from hyperinflation and faced general economic stagnation. In the early 1990s, the annual economic growth rate had accelerated to some eight to nine percent, the inflation rate had fallen to two-digit levels - sometimes even lower - and the country had become one of the world's largest rice exporters. Add some more details - the increased foreign trade, the inflow of foreign investments, the diversification of agriculture, and ~e various reform measures taken to alter the basic economic structure - and the success story of the Vietnamese transition is told. The country has hence followed the same path as its northern neighbor China, and provided a counterexample to much more cumbersome processes that have been adopted in a number of other transforming countries, notably those of the former USSR. This transition is by no means over. Indeed, it is misleading to think of transition as a process that departs from a well-defined pre-condition and moves towards an equally well defined end-point.

Book excerpt: The collapse of centrally administered socialism in Russia and Eastern Europe resulted in what is commonly referred to as the transition problem: the transformation from a centrally administered socialist economic system to one that is market-based. Economic science has been faced with the challenge of developing an appropriate body of analysis, advice, and direction to help other nations that may be undergoing this process. In this volume, John Marangos adopts a political economy approach that yields alternative models of transition. The volume develops transition models from what Marangos defines as the primary elements of six variables: (1) economic analysis; (2) definitions of the Good Society; (3) speed of transition; (4) political structure; (5) ideological structure; and (6) initial conditions. The models developed include: the shock therapy model, the neoclassical gradualist model of transition, the post Keynesian model, the pluralistic market, the socialist model, and the non-pluralistic market socialist model. After identifying the primary elements of each transition model, Marangos considers the elements of each model with respect to the desirable reforms. An essential element of the transition process is not only to identify the necessary reforms but also a sequence in which the reforms should be introduced. For each transition model developed in this book, a set of primary and secondary elements were provided in conjunction with a sequence of reforms. Analyzing the transition problem from a political economy perspective, Marangos shows that it is possible to have inconsistencies within each transition model and between transition models yet be able to identify the potential for implementation and maintenance of necessary reforms each model recommends. This volume contributes to the understanding of the process of transition, with the objective of identifying an optimal model of transition.

The author of the present study did extended research for working papers a.o. which may provide hints for characteristics of development visible in two exemplaric states, out of which one used to be part fo the soviet Union (Ukraine), the other a satellite brother country" (POland), which lie below the surface of economic behaviour and performance. The result of this quest was y and large that there indeed do exist works which deal with the selected econo-political aspects; however, most authors refer to the five dimensions of national culture presented by Hofstede, which in the authors opinion oversimplify the complex and difficultly obervable domain fo culture, sometimes even is entangled in contradictions like with the high masculinity/femininity index for Italy. In some West European countries, these non-partisan groups have been an established and stable element in the local political system for decades. Ty- cally, they understand themselves as protectors of a harmonious factual political style. In their opinion, good local politics is not compatible with party politics so they consequently perceive themselves as non-parties. During the last two d- ades, presence and success of local lists have steadily increased in these co- tries. Furthermore, during the last years local lists emerged also in countries which had been formerly fully party-politicised on the local level. Explanations offered for these developments are often based on the observation of a general decline of trust in established parties and politicians. Hence, it has been argued that the disenchantment with political parties is a fertile ground for local lists. For the Central and East European countries, this argument can be - ployed only to a certain extent. Local lists established themselves in the early 1990’s as important actors on the local level especially due to a lack of party organisation in the process of democratic consolidation.

But this is a complex topic and, as the challenges of sustainability grow larger, there is a need to re-imagine how SCP policies can be formulated, governed and implemented. The EU-funded project "Sustainable Consumption Research Exchanges" (SCORE!) consists of around 200 experts in the field of sustainable innovation and sustainable consumption. The SCORE! philosophy is that innovation in SCP policy can be achieved only if experts that understand business development, (sustainable) solution design, consumer behaviour and system innovation policy work together in shaping it. Sustainable technology design can be effective only if business can profitably make the products and consumers are attracted to them. To understand how this might effectively happen, the expertise of systems thinkers must be added to the mix. System Innovation for Sustainability 1 is the first result of a unique positive confrontation between experts from all four communities. It examines what SCP is and what it could be, provides a state-of-the-art review on the governance of change in SCP policy and looks at the strengths and weaknesses of current approaches. The SCORE! experts are working with actors in industry, consumer groups and eco-labelling organisations in the key consumption areas of mobility, food and agriculture, and energy use and housing – responsible for 70% of the life-cycle environmental impacts of Western societies – with the aim of stimulating, fostering or forcing change to SCP theory in practice.
