A previous K-TRAN Project, KU/KSU-93-2, "An Expert System for Fabrication Error Solutions", developed an expert system that examines and recommends corrective action for fabrication errors detected in the plant for steel bridge members. Expert systems have been used to solve a broad range of problems which match the various functional areas of transportation engineering such as: planning, design, operation and control, management, maintenance and rehabilitation. The capabilities of the Bridge Fabrication Expert System (BFX) have been enhanced and the knowledge base expanded. Significant improvements have been made in the system/user interface. The new version of Level 5 Object with added functionality was tested with BFX and all systems worked providing improved input/output capability.

In this phase of the study, software (called DOBES) was written incorporating the knowledge base presented in the second phase of the study (VTRC Report No. 88-R6, November 1987) relating to the disposition of old bridges. DOBES provides recommendations as to whether a bridge should be rehabilitated, improved, replaced, abandoned, or simply maintained. A future study will test, evaluate, and refine this program for eventual operational use.

It is intended to expand and use such case history and other relevant data in a future study to develop a decision support system. Such decision support system can aid bridge engineers take appropriate actions when rapid response is required in emergency cases such as major bridge damage or failure. The case history information presented here was assembled using available archived data from various DOT offices and through interviews with various active and retired staff of the WisDOT Districts and the City of Milwaukee. Each case history document includes information regarding any associated event, remediation, and past repair and maintenance. Essential structural and geometric data is also included with each case history document. As a part of this study, incident response procedures for WisDOT and the City of Milwaukee were developed through consultation with appropriate staff of those offices. The database is searchable with keywords and can be accessed through the web. User's manuals for both users and system administrators are included in the report.

The goal was to create a system that would provide the most suitable repair in a timely manner and provide training to prevent future errors from occurring. The scope of the system was limited to pier footings with the exception of drilled shafts. The development strategy was designed to deliver a system that addresses the real needs and that will function as a tool for training and determining solutions to construction errors. The majority of the knowledge used for the system was acquired through interviews with the experts. The system was designed in three modules with submodules to facilitate future expansion.

KYBAS has been developed for highway girder bridge analysis and design. The knowledge in KYBAS represents expertise regarding various materials, structural types, finite element limitations, etc., used in the analysis and design process. The KYBAS expert system rules are invoked to make a preliminary design recommendation and/or to assist in the finite element modelling decisions. These decisions are used to generate a finite element analysis model. Numeric modules then perform the prescribed analysis. Thus, the numeric modules are coupled with the expert system to perform analysis and design in one heterogeneous code.
