Book excerpt: In following a growing trend, the East African Community (EAC) was recently re-created in order to achieve rigorous developmental objectives it has set for itself. Regional trade agreements are becoming increasingly popular but their benefits are hotly debated. There is neither a great deal of clarity nor universal agreement as to what the over-riding conditions must be for a successful agreement. This, despite strong indications that a North-South agreement would be a necessary additional ingredient in order to improve the prospects for this Treaty. This paper examines those arguments and compares them to the alternative arguments made in favor of MFN trade and even free trade. Even if the economic theory were to be clear, a strong measure of domestic political support for the treaty will be an essential ingredient; several other potential requirements will be outlined.

It was guided by five objectives which aimed at establishing the amount of coverage that print media gives to EAC issues, determining the issues given priority by the print media as regards EAC, establishing how print media frames issues related to EAC, establishing the accuracy, framing and balancing coverage of the East African Integration. The literature review for the study focused on such things as the integration of the African continent in general. The idea of integration has been encouraged by rapid spread of globalization which is forcing many countries of the world to come together to form regional blocks for closer cooperation in trade issues among others. The agenda setting theory was advanced to explain the role of print media in the integration process. The study results validated all that is advocated by the agenda setting theory. The study used content analysis as a survey design. This entailed analyzing the contents of the articles dealing with East African Integration. In general the study shows that the print media as presented by The East African has a positive influence on issues of integration. Some of the articles published by the newspaper shows that trade, the economy, education, infrastructure and the common market protocol have benefited a lot from integration efforts.

It uses a historical, political, legal and economic analysis of the processes that led to the adoption of flexible regional integration in Africa, with particular regard to the EAC. This takes place in the inescapable context of pan-Africanism, showing how regional integration efforts in Africa are based on pan-Africanist ideals, and how an evolution of these ideals has led to an evolution in the goals of integration. With growing awareness of the weaknesses and impracticality of consensus-based decision-making on a global level, it makes the case for the pursuit of flexibility in multilateral trade, drawing lessons from the experience of the AfCFTA and blocs in other regions. This book is a historical evaluation of regional economic integration efforts in Africa and it follows the path of attempts to integrate the economies on the continent from colonial times to the birth of the AfCFTA. Book excerpt: After years of intense negotiations between member states of the East African Community (EAC) and the European Union, an interim Economic Partnership Agreement was finally initialled on the 27 November 2007. This interim agreement is intended to be an instrument for development by furthering poverty reduction, sustainable development, regional integration and integration of EAC countries into the world economy. However provisions contained in the interim agreement have raised legitimate concerns as to their ability to address these development issues. The African ministers of trade identified nine contentious provisions which are regarded as both legally and developmentally problematic. One of these issues is the most favoured nation (MFN) clause under which parties are required to extend to each other any better or more favourable treatment granted to other countries, which are either developed countries or major trading economies. The urgency behind the negotiation of Economic partnership agreements between the EU and the African Caribbean and Pacific Countries (within which category fall the EAC member states) was the requirement for a WTO compliant legal regime to govern the relationship between both parties. Previous trade regimes were challenged by other WTO members for being discriminatory. However provisions in the interim agreement such as the contentious MFN clause are more than what is required for WTO compatible regional trade agreements. The inclusion of the MFN clause poses major challenges to the trade and development needs of the EAC countries especially the least developed among them. This dissertation will attempt to critically analyze the potential implications of the MFN clause to the East African countries particularly Uganda as one of the least developed member states in the region.
