However, the country’s food system remains vulnerable to periodic floods and droughts that seriously affect agricultural production and prices. While food imports can cushion the effects of these short-term climate shocks, there is always uncertainty about whether shortages in global commodity markets will coincide with domestic production shortfalls, leading to particularly adverse outcomes, especially for poor farmers and net consumers. This is one of the reasons why Bangladesh’s government has maintained a long-standing public grain procurement and storage system, as well as a large social protection program that distributes subsidized rice and wheat to poor households. These programs, together with investments in farm productivity, have enhanced the resilience of Bangladesh’s food system to climate and world market shocks. Heightened climate variability in recent years has also led the government to increase stocks and make substantial new investments to expand public grain storage capacity.

Book excerpt: “Boro” is the dry season irrigated rice crop planted from December to early February and harvested between April and June. In 2018/2019, the total production of rice in Bangladesh was 36,391,000 (36.4 million) metric tons (MT), of which boro rice accounted for 53.8 percent; aman rice, 38.6 percent; and aus rice, 7.6 percent. In 2019, paddy prices in Bangladesh were depressed due to a bumper harvest of the boro rice crop. Average paddy price was Tk 17.42 per kg in January 2019 after the aman harvest, but declined by 22 percent to Tk 13.56 per kg in May 2019 (DAM 2020). Farmers complained that they did not receive price support from the Government when paddy prices did not cover their production costs. In response to this situation, the USAID-funded Bangladesh Policy Research and Strategy Support Program (PRSSP) implemented by the International Food Policy Research Institute (IFPRI) actively engaged in policy dialogues, and the media extensively covered IFPRI’s analysis and policy recommendations on this issue. On 20 May 2019, the IFPRI Country Representative presented policy options on how to improve farmers’ situation, as related to the low paddy price issue, during a policy seminar at the Agricultural Policy Support Unit (APSU) of the Ministry of Agriculture, Government of the People’s Republic of Bangladesh. On 11 June 2019, the Ministry of Agriculture requested IFPRI-PRSSP to conduct a study jointly with APSU to assess the paddy price issue. IFPRI agreed to carry out the study. The objectives of this study are to (1) assess to what extent boro farmers were able to sell their paddy to the Government at the announced procurement price; (2) evaluate the efficacy of the direct paddy procurement from farmers by the Government, in order to help farmers overcome low paddy prices in the future; and (3) examine ways to improve the foodgrain procurement system. This report presents IFPRI’s study findings and identifies policy options to address the study objectives.

Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. While agriculture is a source of employment and livelihood for nearly one in two adults in Bangladesh and contributes about 16 percent to gross domestic product (GDP), it is highly exposed to natural hazards. In the past, the government of Bangladesh and development partners have provided substantial support to farmers in the aftermath of large disasters, but this approach has disadvantages in that support is not guaranteed to farmers and may be slow. Agricultural insurance offers the government a planned, fast, ex ante alternative to ad hoc disaster response, one that: (1) reduces the ex post fiscal burden on the government, (2) improves farmers' resilience to shocks, and (3) supports the expansion of agricultural credit. International experience shows that government can play a variety of roles to support the responsible scale-up of agriculture insurance. The ministry of livestock and fisheries, and other key public and private sector stakeholders, the World Bank Group team has identified four potential types of agricultural insurance to offer in Bangladesh, all of which will require implementation through a partnership between the public and private sectors. The four types are dairy cattle insurance, aquaculture insurance, crop insurance, and fully subsidized agricultural insurance for the most vulnerable.

Book excerpt: Transformations of the various agricultural systems have been taking place in the coastal zone of Bangladesh. While some farmers continue to follow traditional practices, in recent years, others have become involved in massive shrimp cultivation, shrimp-rice cultivation, a rice-based improved agricultural system or a shrimp-rice-vegetable integrated system. All these types of agriculture are being practiced under highly vulnerable environmental conditions. The long-term livelihood, food security and adaptation of the coastal people largely depend on the sustainability of these agricultural practices. In this context, assessing the level of sustainability is extremely important and will be essential for developing future policy options in Bangladesh. This study attempts to examine the sustainability of agricultural practices in the coastal region of Bangladesh. A field study was carried out in 2011 in five villages of five upazilas in the mature and active delta areas of the country. The data were collected through in-depth questionnaire surveys, focus groups discussions, field observation, key informants and secondary materials. A comprehensive suite of indicators was developed considering productivity, efficiency, stability, durability, compatibility and equity of the coastal agriculture. The categories and the indicators were weighted using Multi-Criteria Decision Analysis (MCDA) to measure the sustainability level of five study sites. The integrated agricultural system (shrimp-rice-vegetable) of Dumuria appeared to be the most sustainable system among agricultural practices, and other integrated systems (rice-based improved agricultural system) of Kalaroa were also found to show a good level of sustainability. The massive shrimp cultivation system of Shyamnagar and Kaliganj appears to be least sustainable. A traditional agriculture system with some improved methods followed in Bhola Sadar also performed in a satisfactory manner, but there were limitations in terms of its location in the active delta. The level of the sustainability measured in this study allows for a comparison among agricultural practices of the five study sites. The information generated from the study may be used in formulating policies for this part of the country. Measuring agricultural sustainability in this way produces a useful summary of sustainability issues and also provides some vital learning experiences. A holistic and interdisciplinary approach is attempted in this study for assessing and comparing the sustainability level of coastal agricultural systems. It has the potential to become useful as one of the frameworks for sustainability assessment.
