Management plans and permits were examined to determine whether they were current, consistent with each other, and accurately described hatchery operations. This report reviews the Snettisham Salmon Hatchery located in Speel Arm of Port Snettisham about 30 air miles south of Juneau in Southeast Alaska. The hatchery was constructed in 1979 by the State of Alaska and remains under state ownership. The hatchery initially produced chum salmon Oncorhynchus keta for commercial harvest, and coho salmon O. kisutch and Chinook salmon O. tshawytscha for sport and commercial harvest. Steelhead O. mykiss and Dolly Varden Salvelinus malma eggs were also incubated at the facility. The hatchery was converted to sockeye salmon production in 1988. Hatchery operations were transferred to Douglas Island Pink and Chum Incorporated, a private nonprofit corporation, in 1996. The sockeye salmon hatchery broodstock were derived from Speel Lake, a water body located near the hatchery. The facility releases smolt from the hatchery, from sites in Speel Arm, and from Sweetheart Lake in Port Snettisham. The hatchery also serves as a central incubation facility for several projects that involve collecting eggs from Canadian Lakes in the Taku and Stikine River drainages, incubating the eggs until hatching at Snettisham Hatchery, and releasing fry back to their natal lakes or to nearby lakes in systems with barriers that make the lakes inaccessible to returning adult sockeye salmon.

The hatchery is permitted to collect up to 125 million chum, 50 million pink, 1.5 million coho and 1.25 million Chinook salmon eggs. From 2008 through 2012, adult runs averaged about 3.5 million chum, 33 thousand coho and 5 thousand Chinook salmon. Some projects were not properly permitted and egg takes for some projects regularly exceeded levels allowed by permit in earlier years, but all issues were later rectified. The basic management plan for the hatchery should be updated with a description of current permit conditions and operations.

Eggs will be received in perpetuity from approved facilities in the region. A portion of the Chinook salmon releases are marked with coded wire tags and an adipose fin clip. Chum salmon will be thermal otolith marked. Chinook salmon are sampled in the commercial and sport fisheries to assess hatchery contribution. Streams near the release sites are monitored for Chinook salmon straying. Since the hatchery permit was issued in 2004, the basic management plan for the hatchery should be updated with the hatchery permit amendments made since then, including the Coffman Cove Chinook salmon program and the chum salmon program.

The hatchery currently rears coho salmon Oncorhynchus kisutch that contribute to commercial, sport, and subsistence fisheries. Some fry are reared to smolt in saltwater net pens at the river mouth, some fry are released from the hatchery into Klawock Lake in mid-May, and the remainder are reared in net pens in the lake and released into the lake in June. Fish will also be released from Port Asumcion on Baker Island. A portion of all releases are marked with coded wire tags and adipose finclip, and all releases are otolith thermal marked. Coho salmon are sampled in the commercial fisheries to assess hatchery contribution. The basic management plan for the hatchery should be updated to reflect changes to the program since the BMP was issued in 1996.

Chum salmon capacity at SCH was transferred to MSH in 2001. The current capacity for coho salmon at SCH is 150,000 eggs. The permitted capacity for pink salmon is uncertain from review of hatchery permitting documents. The basic management plan for SCH should be updated to reflect the current status of the hatchery and to clarify the current permitted pink salmon egg capacity.

Book excerpt: The salmon hatchery program in Alaska is governed by policies, plans, and regulations that emphasize protection of wild salmon stocks. This report reviews the Sheldon Jackson salmon hatchery located in Sitka, Alaska, for consistency with those policies and prescribed management practices. The hatchery was constructed in 1975 and permitted to Sheldon Jackson College, where it served primarily as an education component of the college. In 2010, Sitka Sound Science Center was permitted to operate the facility after Sheldon Jackson College closed. The hatchery continues to serve primarily as an education and research facility. The facility produces pink, coho and chum salmon. The even-year pink salmon ancestral stock is from the Indian River, as is the ancestral coho stock. The odd-year pink salmon stock originated from nearby Starrigavin River. The chum salmon ancestral stock is comprised of several donor stocks from rivers in Sitka Sound. These stocks have been produced at the hatchery since the late 1970s and have intermingled with Indian River stocks for about 3 decades. A portion of the coho salmon releases are marked with coded wire tags and adipose finclip. All pink and chum salmon are thermal otolith marked. Coho salmon are sampled in the commercial fisheries to assess contribution. Three area streams are monitored for straying. The basic management plan for the hatchery should be updated to reflect current hatchery operations. Egg take procedures should be reviewed to ensure egg-take numbers do not exceed permitted capacity. The need for sampling the Indian River escapement for hatchery strays should be reviewed in light of the integration of the hatchery and Indian River stocks since the 1970s.

The evaluation includes a review of hatchery management plans and permits, an assessment of each hatchery program's consistency with statewide policies, and recommendations to address any deficiencies found. This report reviews the Sawmill Creek salmon hatchery (SCH) located in Sitka, Alaska. The hatchery was constructed in 2002-2003 by the Northern Southeast Regional Aquaculture Association, a regional private nonprofit aquaculture association. The hatchery serves as a satellite facility to Medvejie Creek Hatchery (MCH). Broodstock is collected at MCH and eggs transferred to SCH for incubation and hatching. Some fry are released at MCH for broodstock returns. Other releases are offsite. SCH is permitted to produce coho salmon Oncorhynchus kisutch and chum salmon O. keta primarily for commercial harvest. Coho salmon releases are permitted from MCH and Deep Inlet. Chum salmon releases are permitted from Crawfish Inlet. A portion of the coho salmon releases are marked with coded wire tags and adipose finclip. All salmon incubated at SCH are thermal otolith marked. Coho and chum salmon are sampled in the commercial fisheries to assess contribution. Three area streams are monitored for straying. The basic management plan for the hatchery should be updated to reflect current hatchery operations. Language in the Phase III Southeast Alaska Comprehensive Salmon regarding hatchery operations in wilderness areas of the Tongass National Forest should be revisited by the Regional Planning Team for clarification to current federal law. Straying assessment methodology in Salmon Lake and Sawmill Creek should be reexamined to provide more meaningful data to achieve monitoring objectives.

Management plans and permits were examined to determine whether they were current, consistent with each other, and accurately described hatchery operations. This report reviews the Haines Projects located in the Chilkat and Klehini river watersheds near Haines, Alaska. The Haines Projects operate under a private nonprofit hatchery permit issued to the Northern Southeast Regional Aquaculture Association, and include spring-fed streamside incubators for fall-run chum salmon Oncorhynchus keta and early to mid-run sockeye salmon O. nerka. Gametes are collected from broodstock caught near each incubator site. Fertilized eggs are placed in the incubators and the fry volitionally leave the following spring. Egg to fry survival is estimated by counting dead eggs remaining after fry leave the incubators in the spring. The number of eggs permitted for incubation is minimal compared to total production in the drainage, and returns from the fry releases do not impact fisheries management. Releases have been otolith marked in only a few years, and therefore success of project and contribution to the fishery is unknown. The sockeye and chum salmon incubator programs have been suspended by Northern Southeast Regional Aquaculture Association but remain permitted.

Book excerpt: The salmon hatchery program in Alaska was initiated in the 1970s to rehabilitate depleted salmon fisheries. Learning from problems encountered with the robust hatchery programs in place in the Pacific Northwest, Alaska's program was envisioned and proactively designed to protect wild salmon stocks. Here we build upon a previous review of the precautionary plans, permits, and policies that have guided salmon enhancement in Alaska in a manner that protects wild stocks. These consist of development of rigorous permitting processes that includes genetics, pathology, and fishery management reviews; policies that require hatcheries to be located away from significant wild stocks; use of local brood sources; laws that give priority to wild stocks in fisheries; provisions for marking of hatchery fish; and as necessary, requirements for special studies on hatchery/wild stock interactions. Now that statewide annual production has largely stabilized, and amid rising concerns for effects on wild salmon populations, a review of the implementation of Alaska's precautionary approach is both timely and warranted. In this paper we explore procedures, practices, fishery management, and stock assessment relevant to the hatchery program for consistency with State of Alaska policies using two case studies--Southeast Alaska Chinook salmon and Prince William Sound pink salmon.
