Abstract: E-engagement in public policies can be defined as citizens' connection with and participation in making public policies. The primary goal of connecting citizens during making public policies is to improve efficiency of the governance of government and the acceptance of public policies. To enhance public engagement in making public policies, the Hong Kong Government is trying out to take soundings from the community and to gauge public views on the government and public policies through social media platform, such as Facebook, twitters, blogs and so on. To evaluate the implementation of social media of the Hong Kong Government, including how the social media encourages public engagement in public policies, how and why the government employs the views collected from social media platforms in making public policies, framework of Public Involvement Spectrum in Local Governance put forward by the International Association for Public Participation (IAP2), its adapted form developed by Lukensmeyer and Torres and case studies methodology will be applied in this dissertation. This dissertation sought to understand more on the implementation of social media by the Hong Kong Government and what strategy should be applied by the government in e-engagement. This study suggested that the Hong Kong Government tend to use social media to inform, involve and collect views from the public rather than empowering the public in making public policies. And the Hong Kong Government has successfully increased public awareness of certain public policies or issues through social media platform but the acceptance on certain policies or the support rating for the Government may not be benefited from the use of social media. Based on the analysis and observations from this study, it provides a useful and practical roadmap for future study and development of social media in e-engagement. Book excerpt: Various e-strategies have been developed since the late '90s in an attempt to describe the governmental vision for administrative and for societal change, the objectives and priorities with regard to the development of the Information and Communication Technologies (ICT) at national and at supranational levels. Terms such as the European “Information Society”, the U.S. “Information Highways” and the Korean and Chinese “Informatization” try to describe social transformation that occurs due to the ICT, and to determine means with which governments will capitalize the ICT to improve social life and to support economic growth. This book focuses on the e-strategic management approaches that are followed worldwide, addresses the gaps that appear between e-strategic updates, and presents alternative strategic management methods adopted or to use strategic management methods as a means to describe the e-strategic evolution in their geographic areas. Each chapter evaluates e-strategic management approaches, to define multi-criteria decision-making systems for e-strategic transformation and Indicative methods for e-strategic analysis. This book also illustrates experiences from national and supranational cases, which come from different geographic areas regarding e-strategic planning and management, and demonstrates e-strategic initiation and development across different countries and continents, and the association between policies and ICT. It also seeks to perform a systematic analysis of various representative cases, in order to capture the realized e-Strategic transformation. It will be of interest to scholars and policy-makers in public administration, management, and information technology.

Available in PDF, EPUB and Kindle. Book excerpt: Integrating information and communication technologies (ICTs) into governance processes can greatly enhance the delivery of public services to all citizens. ICT integration will not only improve the performance of governance systems, it will also transform relationships amongst stakeholders, thereby influencing policymaking processes and regulatory frameworks. In the developing world, however, the potential of ICTs for effective governance remains largely unexplored and unexploited. This book presents the context, theory, and current thinking on the interaction between ICTs and local governance, particularly in Africa. It discusses the shift from OC governmentOCO to OC e-governance, OCO describes the role of local-level authorities, and presents the benefits and limitations of introducing ICTs in government operations. Case studies from Ghana, Senegal, South Africa, and Uganda describe local governance/ICTs projects executed by civil society organizations, academic institutions, and government authorities. Drawing from the findings in these case studies and from the introductory research and original conceptual framework, the book presents a series of conclusions and recommendation on the future of effective ICTs use for better governance and improved economic development at the local level. This book will be of interest to professionals, practitioners, and policy advisors at local and national government levels in developing countries (particularly in Africa); international organizations staff, bilateral aid agencies, international financial institutions, civil society organizations, and private sector; researchers, academics, students, and professors of public administration and governance in Africa and throughout the world."
